I think a very simplified version of this principle can be incorporated into schools and inspire a culture shift.  Simply counting the number of kids riding their bikes to school and having random prizes and healthy competition between grades and classes to increase the behavior.  The way it is implemented could vary: punch cards building to prizes, slips of paper entered into a drawing, winners read over the morning announcements, prizes by kid, by classroom, by the entire school, between schools in the district.  

Reason:
I think it is simple, scalable, can shift culture, and allow wide participation.
