Its a good idea to provide employment to the homeless. But in India esp Delhi, a large number of informal recyclers already exist. And the municipality has handed over garbage collection to a waste company in some areas of the city. Informal recyclers are agitating against this move. You would have to grapple with this ongoing tussle.
Absolutely agree with the hassles involved, infact there are more hassles beyond this. It is one thing to establish such organisations and another thing to keep it running. I want to look at it from two perspectives. 1) The tackling of challenge of educating the homeless people about the need for a job for them and also training them on the essentials of recycling. 2) Creating awareness among Citizens for being responsible in segregation of the garbage even before it arrives at the recycling organisation.
I understand that the informal recyclers are covering parts of cities in bits and pieces, but this should be an opportunity to channelise them through a proper umbrella which involves systems, safety procedures.
