This seems like a very naive competition. Yes we can come up with great insights of why corruption is so present in developing countries (unpunished perpetraitors for one). You can follow the example of Italy that started punishing key people from the mafia at a cost where tons of Judges and their close ones got executed.
Firstly you need proper education to build new leaders that are willing to take on these challanges and take the risks. The more ethical leaders there are, the stronger they are. Plus you also need to provide proper education to the mass to be able to understand what's going on in their own countries. They've been deprived from it for such a long time that they are easily moved by corrupt politicians through bread and circus!
There are no easy short term projects to irradicate this situation. To implement proper education in a country it needs to come from the country's national budget. Unfortunately it's not attractive for politicians to give conscience to the people they just fooled, plus for those rare ethical politicians, it will not get them more votes, since big constructions is what does.
Good luck to all of you trying to save the world. However, humanity and their values has failed in the majority. Unless you're a 'big'/powerful person in this world, all you can do is do your 'little' part. International justice has not worked, since you have wrong people in power, again, due to naive voters!
So in an ideal world, how can we combat corruption?
1 - Giving proper education to all levels of the population (generating more leaders and conscious people)
2 - Shame and Prosecuting guilty parties;
3 - Reward honest leaders and institutions.

Take a look at history at a time when education was accessible to all.. the mass tried to fight for justice. They were crushed by military, most of the times funded by more powerful nations... but the point is the mass tried!!! Now they don't even knowwhat's going on,except that their quality of life sucks!

If you only invest on few people's education, they will realise that there is not much they can do by themselves, especially with the lack of support from the population. This will cause these few people to migrate to other countries and look for a better life.
