This project presumes the work in local communities based on six years experience of anticorruption activities, on professional training and mechanisms of public participation. The new stage of project envisages higher level of cooperation among civil society organizations, the business community, the media, and government. The city of Tomsk is well known as a center of civic initiatives in Russia, and this cooperation seems to be fruitfull. I had a privilege to work with leaders of civil society in this city who are indeed strong and I'm sure that and those mechanisms to withstand corruption that are planned in the project will certainly be used and project goal will be achieved.
The project is vital, no doubt. It is worth developing. Tomsk with its dynamic community is always sensitive for innovations and changes. Change makers are there. The Partnership based upon its members' experience is willing and capable to raise the civil and legal awareness of population. Making information, education, and assistance and monitoring as their objectives they have already attracted and will attract more members in their Partnership to change people’s perception of corruption and to coordinate anti-corruption efforts.
I wish all the project’s participants luck and new achievements.
In my opinion, Tomsk coalition is the only institute in Russia, which really works under the problem. I'm originally from Tomsk, for 4 years live in Moscow, and do not know any other organizations with that fight spirit. Good luck and keep going!
I spent ten weeks in Tomsk in 1999, doing preliminary research for a possible development project in Russia's geographic center. (Mainly: far away from Moscow region, where development aid money had a habit of disappearing without a trace.) I recommended Tomsk to the US side for a modest development project, and asked the White House to match it up with a suitable project. It turned out that USAID had a project ready to go and were looking to place it. My recommendations matched their specifications precisely, and Tomsk got the fourth and final regional initiative in December 1999. That became the Russia-US Regional Initiative in Tomskaya Oblast, which ran from 2001-2005. (The main component I wanted was a microfinance bank, which is now Tomsk Microfinance Bank.)
It was very clear that Tomsk had great potential and was a very progressive community, although greatly hampered by widespread and lethal corruption, mafia-style. I had to leave because of refusing extortion, for example. At least one attempt was made on my life to "persuade" me, followed by imprisonment, and I still refused to cave in. "Officials" finally gave up and booted me out of Russia. For refusing to break the law. I am therefore very, very pleased and heartened to see this Partnership Against Corruption taking root and making a difference in a community I always loved and still believe in. I understand quite well, as you might imagine, just what you're up against and how dangerous your "opposition" really is. Tomsk's Partnership Against Corruption deserves all the help you can get. The ability, willingness, and determination to fight against corruption and all that goes with it is exactly what I saw in 1999. It is very encouraging to see it continuing and coming into fruition.
