This is a very interesting initiative – dealing with a serious problem, applying practical solutions, and expanding impressively. You allude to corruption and give an example of the police presenting trauma victims with a “bill” for transport. Yet the intervention centers on counseling and broadly-described awareness-raising about transparency and justice. What is not clear from the proposal is how corruption is addressed in the program. Does the awareness-raising, perhaps along with the presence of an outside support group, enable the victim to resist pressure for corruption? Is the intervention case-by-case, or is there some preventive work? What has been the success rate in reducing police demands for payment, and perhaps other forms of corruption?
