If Indian government support is obtained and it works well in North Eastern India ,then it may be surely expanded to other parts of the country too.
Indian villages have a great potential in enhancing tourism,i appreciate your effort.
I really do not know whether government of India or other development agencies will appreciate this idea. Moreover I lack in information as to whom or how to approach to get financial support from Government of India or other development organization.
We can assure that if we get some kind of support this "Idea" can be transformed to a "reality" to the benefit of world society.

Monjul - this has great potential and is really a terrific idea. I don't know much about India- having never been there - but lots of the cutting edge information on poverty reduction is coming from there. Why not investigate where the Barefoot Colleges are and see if any of them are in the region that you are interested in? You could tie in with the Cambodian proposal of sponsoring students there- which would give you a ready market.
I think it would be best to keep the government out of is as much as possible so that you can run it as a for-profit enterprise. Investigate on your own where the festivals are, then get a calendar and a map. Then perhaps when you are better informed of where and when, perhaps go to a good local tour operator where you are - and see if you can interest them in sponsoring you to go up and visit the area. See if there are any good hotels or wealthy farmers who would be interested in homestays.
Then, when you have some connections on the ground, and have a local tour operator, you can begin to market it internationally -- as a tour -- really ==

Your suggestions are great! Already we have some connections all throughout Northeast India. We have small knowledge repository on the different cultural practice in Northeast India. Also we have contacts with Clean Trade Group in India who works for Clean Development Mechanism i.e. for reduction of Green House Gas.
FARMER is a non-government organization. Generally our approach is "Ground up". We take up activities based on the need, acceptability and sustainability on ground level where maximum benefit goes to the grass root level people.
We need some resources to "start up" in real terms and I am sure people will follow and many other institutions will come up to participate to make it sustainable and result oriented.
Your suggestions on tieing up with Cambodian proposal of sponsoring students has added a new dimension to our thought.
