Citizen ad Value Training and Schools

The goal of this project: Chile Transparente, the Chilean chapter of Transparency International, is to strengthen the values related to honesty and transparency that would have incidence in the ethical development of boys and girls.
The project strategy is to develop pedagogical tools that would allow teachers to incorporate values and citizenship education in their classes. These tools link the learning objectives with the minimum requirements of the Ministry of Education curricula, making the work of the teachers easier. This initiative approached formal education from a systemic perspective, taking into account all the stakeholders: students, teachers, directors, parents and the educational community at large.
Thus the Project is currently developing audiovisual material, games, booklets, etc. which are to be used repeatedly- six materials per school year- during the eight years of basic schooling, designed by specialists according to the age of the children,.
We are working with a pilot program in a network of 8 schools where 450 children from the third grade have used the material so it can be tested and we have conducted a focus group and workshops with 150 teachers to get feedback and review the final design of the pedagogical materials.
With the intention of developing the project in a transparent environment, we will support the work of directors, providing technological support for the establishment of Public Accounts, a compulsory requirement for educational institutions.
We are also working on evaluation tools to measure the changes in students attitudes generated by the use of the materials.

Innovación

There aren’t in Chile massive programs that integrate values and citizen education with the official curricula. The second innovative aspect is the use of audiovisual materials and games to engage children. A third innovative approach consists on the way the pedagogical material are distributed in the pilot stage, since we established a partnership with the Project NOVASUR, that has a network of more than 1,000 schools and that regularly provides pedagogical materials through a cable channel and the internet.

Modelo de Entrega

In the short term we implemented a network of 24 school directors and more than 150 teachers from 8 schools where the program was tested.
In the medium term we will test the effectiveness of the materials in a network of more than 1,000 schools.
In the long term we plan to reach to 5,000 schools through the Ministry of Education.

Asociaciones clave para la operación

The Project is sponsored by UNESCO since March 2006.
To execute it we have three strategic partnerships:
a) With the National TV Counsel of Chile, a public institution that develops NOVA SUR, with a network of more than 1,000 schools from low income areas, which it reached through a cable channel and the internet.
(b) With Universidad UNIACC (www.uniacc.cl), to produce audiovisual materials to promote this model. Between November 2006 and April 2007 three videos were produced for the third grade and in the second semester of 2007 we will produce three more videos for the foth and fifth grades.
(c) with Universidad Alberto Hurtado, collaboarting in the conceptual design, with experts education, didactic methodologies and ethic.

The products will be mostly used by public schools from low income areas and other schools supported by the Ministry of education/
During the pilot stage Chile Transparente is funding all the costs (focus groups, production of materials, testing, etc) through donations from private companies.

During finances by donations from private corporations to the Chile Transparente project “Value and Citizen Training in Schools” that has tax breaks for donations from private companies.
In this stage we send a report to the companies every 4 four months informing them of the donations received and how they have been spent, promoting our accountability. In the massive stage the Project aspires to be funded by government and international funds

Efectividad

During the past 18 months, the activities has been the setting of a network of pilot schools, doing the focus groups with the teachers, design of the pedagogical material and testing of the material with more than 450 children, revision and re design of materials and production of perfected materials.
Among the measuring instruments, we are working on qualification and attitude scales, ethnography of the classroom and structured models for group and individual interviews.
These instruments will be applied by teachers, students and directors.

Que elemento del programa da evidencia de ser el mas efectivo?

The high quality and attractive design of the materials have caught the attention of the children, since they allow them to learn by playing. These tools are a valued help for teacher so they can carry their lessons in low income areas with very little pedagogical resources.

In the pilot stage we are working with 8 schools. In 2006 we tested the program with more than 450 children from the third grade. In 2007 we will work with a similar number but from the forth grade.

Cuál es la potencial demanda de su proyecto?

There are in Chile more than 10,000 schools, 57% of which belong to municipalities (funded by the state), 33% are partially funded and 10% are completely private.
The Project plans to reach the two first groups in the medium and long term, which represents a universe of more than 2, 250,000 children from basic education.

Crecimiento de la estrategia

In 2005 we began the Project in a network of 8 schools as a pilot.
During 2006 we design and tested the methodology for the development of the Project. We consolidates our team and established the strategic partnerships and developed and tested the pedagogical material for the third grade in the 8 schools where the pilot project was carried for over 450 children.
During 2007, 2008 and part of 2009 we will finish developing and testing the material for the 8 years of basic education with similar groups of 400 to 500 children.

Plan de expansión

Between 2009 and 2011 we plan to progressively introduce the 9,000 municipal schools in Chile, reaching over two million children.

Origen de la Iniciativa

Chile Transparente is an organization with a mission to promote transparency practices in public and private institutions in the Chilean society.
Even though the organization carries different programs in this direction, such as processes to make public all government budgets, increment the transparency and access to public information, among some, the Directors of Chile Transparente considered necessary to develop an initiative at the school level to strengthen the cultural development of the country. The receptivity of children towards the programs of strengthening values and institutions offer a unique opportunity to promote transparency and had till this point been overlooked by the educational system.
