There are over 3,000 children in foster care in Clark County1. Of 100 Nevada youths interviewed after aging out of foster care2:
• 18% have lived on streets,
• 19% have slept in homeless shelters, and
• 41% have spent time in jail.
This proposal hopes to target those who will age out of the foster system in the next two years. The program will be presented in three phases: 1) assessment, 2) Job Exploration, and 3) Job Boot Camp. At the conclusion of the program, participants will have a variety of tools available to them and will decide on a specific path to pursue to launch them into an occupation or college education by the time they age out of the system.

What change do you want to bring to the world?

There are over 3,000 children in foster care in Clark County1. Of 100 Nevada youths interviewed after aging out of foster care2:

This proposal hopes to target those who will age out of the foster system in the next two years. The program will be presented in three phases: 1) assessment, 2) Job Exploration, and 3) Job Boot Camp. At the conclusion of the program, participants will have a variety of tools available to them and will decide on a specific path to pursue to launch them into an occupation or college education by the time they age out of the system.

What are the primary activities of your project?

Participants will complete online vocational assessments that are designed to measure occupation interest, ability, values and coping skills. A group of jobs will be presented for possible exploration. These assessments have a high degree of validity and reliability and are usually administered by psychologists as part of a vocational battery.
Participants will be encouraged to choose three jobs to explore and determine which career path they would like to prepare for. The exploration will begin with the job described in the Dictionary of Occupational Titles. Job exploration sessions will be designed to help participants identify occupations, potential training they will need, where to get the training, how to get the training or how to obtain scholarships if they plan to pursue post-high school education.
Participants will also attend a Job Boot Camp that will provide information on how to secure employment based on jobs currently available in the market. Participants will develop templates for their resume’s, develop letters that target employer needs, and will participate in interview role plays. Job search techniques will also be provided.

What is innovative about your initiative? How is it a new contribution to the field?

The tests to used have been newly developed and validated. Most teens about to age out of the system will not have access to this type of focussed assessment, exploration and training to prepare them for success once they leave the foster care system.

According to the 2010 Census, the racial composition of Las Vegas was as follows:
• White: 62.1% (Non-Hispanic Whites: 47.9%)
• Black or African American: 11.1%
• Native American: 0.7%
• Asian: 6.1%
• Native Hawaiian and Other Pacific Islander: 0.6%
• Two or more races: 4.9%
• Hispanic or Latino (of any race): 31.5%
As of the census of 2010, there were 583,756 people, 211,689 households, and 117,538 families residing in the city. The population density was 4,222.5 /sq mi. There are 190,724 housing units at an average density of 1,683.3 /sq mi
There were 176,750 households out of which 31.9% had children under the age of 18 living with them, 48.3% were married couples living together, 12.2% had a female householder with no husband present, and 33.5% were non-families. 25.0% of all households were made up of individuals and 7.5% had someone living alone who was 65 years of age or older. The average household size was 2.66 and the average family size was 3.20.
In the city the population was spread out with 25.9% under the age of 18, 8.8% from 18 to 24, 32.0% from 25 to 44, 21.7% from 45 to 64, and 11.6% who were 65 years of age or older. The median age was 34 years. For every 100 females there were 103.3 males. For every 100 females age 18 and over, there were 102.5 males.
The median income for a household in the city was $53,000 and the median income for a family was $58,465. Males had a median income of $35,511 versus $27,554 for females. The per capita income for the city was $22,060. About 6.6% of families and 8.9% of the population were below the poverty line, including 5.4% of those under age 18 and 6.3% of those aged 65 or over.
Las Vegas has one of the highest suicide and divorce rates of the U.S. A research study that found Las Vegas residents are 40% less likely to commit suicide if they leave Las Vegas and visitors are more than twice as likely to commit suicide there as elsewhere was published in the Las Vegas Sun newspaper in 2008, breaking a long-time taboo on discussion of suicide in Las Vegas. The city's high divorce rate is not wholly due to Las Vegans themselves getting divorced. Since divorce is easier in Nevada than most other states, many people come from across the country for the easier process. For similar reasons, Las Vegas has also one of the highest marriage rates of U.S. cities as well, with many licenses issued to people from outside the area.
The primary drivers of the Las Vegas economy have been the confluence of tourism, gaming and conventions, which in turn feed the retail and restaurant industries. The city serves as world headquarters for the world's two largest Fortune 500 gaming companies, Harrah's Entertainment and MGM Resorts International. Several companies involved in the manufacture of electronic gaming machines, such as slot machines, are located in the Las Vegas area. In the first decade of the 21st century retail and dining have become attractions of their own. Constant population growth means that the housing construction industry is vitally important. In 2000 more than 21,000 new homes and 26,000 resale homes were purchased. In early 2005 there were 20 residential development projects of more than 300 acres each underway. During that same period Las Vegas was regarded as the fastest growing community in the US. However, the financial crisis of 2007-2010 and the accompanying business downturn has sent business and growth tumbling, with Las Vegas recording one of the highest home foreclosure rates in the country. The disappearance of disposable consumer income and the backlash against corporate entertainment spending sent the hospitality industry into a tailspin that it has yet to fully recover from as of summer 2010.

Understanding the community, its needs, and its resources helps me know which populations need help the most and how best to help them.

Job Path Testing, LLC is an Internet company founded by Dawn Starrett, PhD in 2009 for the purpose of bringing quality assessment tools to various target populations to facilitate career development. Wt inspired her to start this project was the realization that she could use her company to provide this service.

How will your project evolve over the next three years?

As my company achieves more success, I hope to partner with other community resouces, like the Salvation Army, to expand services to foster care system graduates. IN addition, I would like to shift the poject to work with the poorest counties in the US wherwe the majority arw unemployed or underemployed. I hope to partnwr with companies that have government training grants to develop workers for clean-up of brownfields to help them target training to those who arw the most likely to stay with the program for 3 years or more.

What barriers might hinder the success of your project and how do you plan to overcome them?

The biggest barrier is finding times and locations that can accomodate as many of the participants at one time.

Currently partnering with Education and Industrial Testing Service to obtain copies of the test. I also have engaged BEC Environmental in conversations about using vocational assessmwnts to help select candidates for government training programs in communities htat have a large percentage of underemployed and unemployed - as in Lyon County, NV.

As funding for schools has declined, most no longer offer vocational assessment. Even those that do offer vocational assessment do not use a series of tests designed to identify ailities, preferences, and values and tie them to a group of possible careers that can be pursued depending on resources available. Most youths have no idea what jobs are out there or what type of training is needed to pursue them. What this project hopes to do is take participants through testing and exploration that will help them find the suite of jobs they will likely find the most satisfying over the course of their adult life.

Please describe which of your growth activities are current or planned for the immediate future.

As funding for the project increases, the number of foster teens who will be able to participate will increase. The goal is to reach out those in Clark County, then Nevada, the the Southwest, then Western US, then the US as a whole. Since the vocational tests have been standardized on an American population, work remains before the tests can be used internationally.

EDITS is a for-profit company that creates, validates, and markets vocational assessment resources. Their newest product line is a series of online vocational assessments. They have agreed to provide some of the test materials free of charge for the first 100 participants in this project.
