Describe Your Idea
What is your signature innovation, your new idea, in one sentence?
Community Watchdog strengthened at border belt areas to execute and combat violence, prevention, protection and anticipation of trafficking, slavery like practices, sexual abuse and exploitation.
Describe your innovation. What makes your idea unique and different than others doing work in the field?
Community Watchdog is working as Key Actors in the community. It is to develop community based organizations, which include the People’s Organization (POs consisting of 30 members), Counter Trafficking Community (CTC consisting of 25) and Child led Organizations (CRF consisting of 20) who play particular roles themselves in the community to execute the situation of violence and take protective actions against violence. It is consisted of community people, who are local elites, social leaders, Ex-UP members and chairman, school teacher, religious leader, women and children etc.
Delivery Model: How do you implement your innovation and apply it to the challenge/problem you are addressing?
ACDs programming context typically resembles to integrated community development and human rights strategies to strengthen the needs and necessity to tackle the fundamental causes of poverty, injustice, abuse and exploitation. The stakeholders’ participation has been strengthened in their own community to tackle the roots causes of violence and challenges of programme interventions. However, the intervention has been approached in preventive and protective aspects in the border belt areas of its working areas.
How do you plan to grow your innovation?
It is to develop institutional mechanism that is to institutionalize the POs in the community, who will have a linkage with local governmental institution and administration and will work in a collective manner to prevent and protect violence against women and children. The leader of People’s Organization will continue their advocacy, lobbying activities with the local administration and social institution to bring their positive changes. The People’s Organizations will be developed through a need based process and bottom up approach with involving civil society, men and women groups irrespective of class, caste, cluster, and ethnicity. Their capacity will be developed in leadership and management. They will deal with village court ordnance, human rights instruments, women and children rights, CEDAW, National Plan of Action, CRC, resource and organization management etc. Their works will have granted the access of justice to the vulnerable and poor segments of population.
Do you have any existing partnerships, and if so, how do you create them?
Yes, ACD has developed partnership with 25 local based NGOs and 23 community clubs.
ACD’s working approach and intervention strategies have made the partnerships. It is the partnership with 25 local NGOs who are like minded. It is developed by networking for smooth functioning of counter trafficking intervention and strengthening psychosocial cares and supports for the victims of violence. ACD developed partnerships with 23 local clubs who are strategic partners of community based interventions.

Community socialization process is developed, which ultimately reduce violence against disadvantaged and vulnerable by enhancing psychosocial cares and supports towards them.
What are the main barriers to creating or achieving your impact?
The barriers of its programmes are directly interrelated with the socio-cultural setups of the working areas. The risks include social dogma, social superstition, religious burden and discrimination in access of justice. The vested interest groups’ interfere, political instability, unwillingness or irresponsibility of government officials, local elected bodies, law enforcing agencies, extreme fundamental activisms, natural disaster like flood, Monga, and other social disaster such as drought, riverbank erosion, environmental degradation etc., vastly breaks the long term impact achieved.

ACD has been working at 2150 villages of 61 unions in 19 Upazilla under three districts, Rajshahi, Chapai Nawabgonj and Naogaon districts, the northern region of Bangladesh, where it covers 250,000 people (about 100,000 male and 150,000) who are indirectly benefited from its works.

Reintegrated trafficked victims from 2003 to 2007 are 156 (64 male and 92 female)
The reintegrated victims who are missing, sexually abused, raped victims, victims of domestic violence and children in street situation, and adolescent and children in hazardous jobs are 3480 of whom 1800 male and 1680 female from 2003 to 2007. 65% of them are reintegrated with jobs.
150 People’s Organizations are made functional in the community to ensure women political and civic rights and their participation in decision making process.
Is there a policy intervention element to your innovation?
It has changed in policy both at national and local governmental levels, where the community ordinary participation has been ensured. Over the periods, the People’s Organization has made such a place in local government to work in access of social justice for poor women and children according under the Village Court Ordinance. The members of People’s Organization focuses on ensuring the mediation sessions are organized efficiently with the participation of all concern parties and that the results reached broadly conform to the legal system of the country. With the help of ACD, leaders of the People’s Organization facilitate the training on law and human rights, land disputes, violence against women, marriage, polygamy and divorce.
Exactly who are the beneficiaries of your innovation?
Specific 1: Victims of women and children who are sexually abused, exploitation and trafficking, missing, raped victims, acid burnt, domestic violence, conflicts with laws and children in street situation, in hazardous jobs.
Specific 2: women and children susceptible to circumstances of abuse, exploitation and trafficking
Probable: All women and children irrespective of ethnicity, religion, class and creed, and socio-economic background
Preventive: All members of the communities, opinion leaders, informal and formal elite, teachers, local government officials, law enforcing agencies, GOs and NGOs.

What is the potential demand for your innovation?
ACD has been working for repatriation of victims of trafficking. But because of limited finance support, ACD fails to repatriate all of victims of trafficking. However, it fails to cover the full spectrum of repatriation of victims. It is noted that the legal process is so expended in the process of repatriation, which almost is hampered by bureaucracy. So, ACD feels special support system from governmental and development actors to earn sustainable efforts of the initiative.
What are the main barriers to financial sustainability?
The organization’s income generations and supporting system are limited but intend to expend it in future. It also feels barriers to address the innovative approach to tackle the fundamental causes of poverty that is to address the roots of trafficking and human violence.
What is the origin of this innovation? Tell us your story.
ACD has conducted a study on Causes and Consequences of Illegal migration in its working areas in 1995. Through the study, ACD identified the root causes of trafficking and select strategic approaches to address the causes. Since then ACD has been working with the issues in its areas. The working process within a time span has addressed its innovative approach in preventive and protective actions in the community to address the root causes of trafficking and reduce the vulnerability of trafficking.
In this context, ACD implemented a project in 1995 to strengthen the movement for Women’s Rights and upholding women’s social dignity. Subsequently, another study conducted on the floating prostitutes of Rajshahi City area revealed that girl children of vulnerable section are subjected to regular and systematic sexual exploitation and violence. ACD got inspired to do something directly against trafficking and sexual abuse of the growing number of children. ACD found the willingness of the target audience to provide information regarding the trafficked and sexually exploited if any program could be started. Meanwhile, Red Barnet also decided to work in Bangladesh on child prostitutes and child victims of trafficking. ACD approached Red Barnet to work together on the same objectives. Since then ACD has been working for prevention and protection of trafficking of women and children at the border belt areas of Rajshahi, Chapai Nawabgonj and Naogaon with a collaborative efforts of Royal Norwegian Embassy (RNE), IOM, Save the Children- Sweden- Denmark and Groupe Developement.
