The tourist chain methodology is a new way to analyze the organization of tourist activity, through the use of value chain concepts, very commonly used in agro-business. This methodology is intended to understand the organization of tourist activity in the localities, identifying the involved agents, the existing barriers (bottlenecks) and the external factors in order to enable the involved agents to have a better knowledge of the entire process used in conforming the tourist product, thereby allowing for developed actions and policies to be directed towards solving and minimizing the verified necessities. This way, we seek to create subsidies for agents to develop tourism in a planned, responsible and sustainable way.

What is the goal of your innovation?
Develop production tourist chain methodology enabling to identify involved actors, existing barriers and strong points, in order to improve political and economic management of the sector
How does your approach support or embody geotourism?
As the methodology identifies existing barriers, it enables for society in general to be aware of these necessities, creating opportunities for establishing common actions which aim at bringing a solution or minimizing these situations. Besides that, it’s possible to verify the importance of partnerships inside the process, since disconnected actions end up weakening the entire sector. The methodology motivates the involved people to think also about the external factors which affect this activity. Therefore, actions that before only interested the environment, now start integrating also tourism interests.
Describe your approach in detail. How is it innovative?
The tourist chain methodology is innovative because it’s an option for those Who seek to study the tourism phenomenon from other viewpoints. Besides that, the main objective of this methodology is to identify the direct tourism actors and which are their relations. The multiplicity of agents has been approached as a problem in defining public policies for the sector.
What types of partnerships or professional development would be most beneficial in spreading your innovation?
It’s necessary to establish partnerships with statistics research institutes, municipal city halls, organs related to tourism in the state and federal sphere and private companies which have interest in investing in new forms of tourism management

Up to now the approach is in the conceptual phase. The ways of measuring the qualitative and quantitative impacts of the proposal could be measured by the established partners, created and implemented policies, local community participation and use of techniques which preserve the environment
How does your program promote traveler enthusiasm, satisfaction, and engagement with the locale?
If all the agents develop their activities with quality and in harmony, the tourist product consumed by tourists is also of high quality; thereby the satisfaction is also high. It’s also important to mention that when a sector’s ordering and management system is understood, it’s easier to identify vulnerable areas, allowing for the creation of action to solve this necessity
Describe how your innovation helps travelers and local residents better understand the value of the area’s cultural and natural heritage, and educates them on local environmental issues. How do you motivate them to act responsibly in their future travel decisions?
People only respect what they know. The proposed approach aims at identifying the way in which tourist activity is ordered in a given place. When tourists and community itself start understanding how tourist activity is organized and what are the external factors which affect their relations, these social groups will have the opportunity to demand for actions to strengthen areas that are less developed and that are important in the process. With respect to social responsibility, it will allow tourists to start choosing tourist products which are environmentally and socially correct
In what ways are local residents actively involved in your innovation, including participation and community input? How has the community responded to or benefited from your approach?
The community will benefit from this approach, since it induces a constant articulation between local agents in order for tourism to happen in a responsible and sustainable way. The external factors which negatively affect the tourism chain are related to low professional qualification. Minimizing this barrier requires support by qualification courses and professional training. This way the community is prepared to act and undertake in tourism.

Is your initiative financially and organizationally sustainable? If not, what is required to make it so? What is the potential demand for your innovation?
The approach is still in the conceptual phase, yet it is organizationally and financially sustainable, since the costs are still related to the deepening of studies about the proposed methodology. the potential demand for the methodology is directed mainly to the Academia and the public sector, serving also the private sector, which will be able to use the developed methodology as a basis to conduct research about the sector, elaborating public policies and planning processes of the tourist activity.
How is your initiative currently financed? If available, provide information on your finances and organization that could help others. Please list: Annual budget, annual revenue generated, size of part-time, full-time and volunteer staff.
Currently the approach doesn’t receive any financial support. The research team is composed of a tourismologist and three economists.
What is your plan to expand your approach? Please indicate where/how you would like to grow or enhance your innovation, or have others do so.
Make the methodology recognized by the academic milieu, as well as, enable for it to contribute to the planning and ordering of tourist activity in Brazil. For this it is necessary to continue the studies about the subject, analyze other places and publish the obtained results
What are the main barriers you encounter in managing, implementing, or replicating your innovation? What barriers keep your program from having greater impact?
The main barrier faced is the approach’s innovation itself, because there are still few studies which seek to analyze tourism on the value chain viewpoint. Besides that, we can add the low interest of public organs and private sector in seeking mechanisms to analyze and measure tourism development.

I’m Brazilian, born in Porto Velho – Rondônia, married, 24 years-old. I believe in tourism as an instrument to improve the quality of life of Brazilians, because tourism is a highly democratic economic sector, where everyone has the chance of job opportunity. Tourism is also the path to environmental conservation, since it leads individuals to know the natural beauties and culture of the regions. I have a master’s degree in Environment and Regional Development and currently I study Law.
What is the origin of your innovation? Tell your story.
The tourist chain methodology appeared from a series of studies about productive chain conducted approaching several State economic sectors of Mato Grosso do Sul, such as: fishing, milk, meat, sheep, and mining, amongst others. Considering the quantity of natural resources and the great potential for tourism development in the State, we had the idea to use the agro-business productive chain methodology to explain the way tourism is organized and how the tourist product is produced. Initially we studied three places in the State: Campo Grande, Bonito and Corumbá. We chose these places because they are priority areas for tourism development. The studies yielded the identification of three tourist chains, one for each place considering its level of organizational and specificities. And also in a generic tourism chain, which draws the links and agents for the conformation of tourist product, as well as the external factors which affect positively and negatively this relation.
