The Need: Demands for low cost energy to fuel municipal operations as a function of public health & safety infrastructure. Examples of requisite public infrastructure include street lamp lighting systems and regional health care integrated delivery systems. In the U.S., the city of Detroit, MI, have been unable to affort the continuous operation of street lights. In India, the lack of an integrated health care system prevents primary care services as well as preventive health care maintenance, leading to numerous health issues especially effecting pregnant women, newborn children, and other at-risk groups. The size/dynamic of the target market is inclusive of developed and emerging economies.

The solution is to strategically incorporate the use of renewable energy resources to reduce the operating costs of a Regional Health Care Integrated Delivery System. The break-even on the payback period of the initial capital outlay requirement for the renewable resource technologies is expected to be a function of the operating expenses of the facility and of municipal services (street lighting), and the revenue generated by reselling energy to the global energy grid network. Tax receipts as a function of population and wages earned require jobs to which an increase is expected due to the increase in operating expenses. The rationale: reinvestment into human capital as a function of higher net revenue due to lower operating expenses and net-zero cost of energy, that is, beyond the break-even. Lastly, fiscal Federalism enables health care insurance to all municipal citizens to initiate coverage for preventive care, leading to improved health care outcomes.

For example, the Digester Gas system as built within the city of Portland, OR, US, now a comprehensive energy solution that covers a large percentage of the aggregate municipal energy demand requirement. Within the city of Detroit, health outcomes have decreased and rates of under/uninsured have increased in the minority and at-risk population, in part, caused by the recent economic downturn due to the mortgage and credit crisis from the collapse of the housing and financial markets. The Regional Health Care Integrated Delivery System (RHIDS) within the framework of the fiscal federalism model of municipal operations management will provide health insurance coverage to the under/uninsured population within the city for preventive services and emergency care at the RHIDS. The solution provides an energy surplus to which municipal operations provide a public good, such as street lighting systems, can operate essentially cost free using renewable resource energy. The health care outcomes in communities using the RHIDS will improve due to the coverage of at-risk populations to which the cost of care is higher than the median of the total population due to the relatively high cost of invasive surgical procedures associated with cardiovascular disesases such as congestive heart failure (CHF). This model, applied in nations including India, can eradicate health care outcomes related to poverty, within a hypothesized two decades. Additionally, the excess energy will lower the cost for energy on the global markets as a function of distrubution.

Market peers are engineering companies such as Johnson Controls, a HVAC renewable resources engineering firm and Biomass companies such as Evergreen Engineering. The competitor ironically is also the b2b and b2c market such that the Digester Gas manufacturer and the client, the municipal government are generally in direct contract to provide all services. Therefore, to integrate the RHIDS into the fiscal federalism, the infrastructural costs for the RHIDS development should be expensed within the initial vendor contract with the municipal entity and the service provider.

The "Aha!" moment happened after thinking about the 'iron triangle' that exists between the provider, the insured, and the payor to which costs are driven higher and inefficiencies between cost and quality of care are excacerbated. I was then able to expand the idea to renewable resources technologies to provide a net-positive energy benefit to populations with poor health care outcomes.

My first goal is to improve health care outcomes and reduce the under/uninsured populations within communities where the RHIDS is developed. The second goal is to produce sufficient energy to power the health care facility as well as municipal public safety operations.
