Bullying in schools is a world–wide problem that inhibits learning empathy in education and is potentially destructive to any child who becomes a victim, the bully and any bystanders. From pre-school onwards, the bully frequently attains a position of power that later manifests itself in society as a member of a criminal gang displaying severe anti-social, anti-establishment behaviour. The victim, frequently a member of a minority group often suffers severe anxiety, distress and fearfulness that can lead to loss of self esteem, self mutilation and in some cases, death. Empathy has not developed in either child.

Schools must become inclusive of all children and deliver a strong message that empathy is their cornerstone to social and emotional development, with an Anti-Bullying Program the key to developing empathy. Each school’s philosophy, vision and mission must deliver strong messages of tolerance, empathy and understanding for disadvantaged children whilst the inclusion of a proven Anti-Bullying Program integrated with the curriculum in every class, every year, throughout the year, is non-negotiable. Teachers must be committed to providing active, challenging, joyful and effective learning experiences in which empathy is demonstrated and developed. Children must be free from fear or intimidation by their peers, their seniors or their teachers. Parents and the community must know and support the anti-bullying philosophy living it out in their daily lives.

The Anti-Bullying Program assists children of all abilities become informed decision makers who are active, articulate, assertive and respectful problem solvers with the ability to defend themselves while feeling empathy with others. The structure and content of the anti-Bullying material ensures that the learning is embedded in daily activities leading to retention and automation. The whole year, whole school, all child approach uses the same program at differing levels of difficulty, and ensures continuity of learning, further embedding the messages of cooperation, inclusion, empathy and respect for each other.
Introductions to each topic are followed by teacher-child discussions in which children relate their understandings of the topic bringing examples of whom and what constitutes bullying behaviour in different situations; the teacher plans activities that illustrate these situations. All activities are cumulative commencing with feeling ‘Welcome or Unwelcome’, making ‘Class Rules’, being the ‘Same or Different’, or ‘Planning a Class Party’. Children then draw or write their own perceptions of a bully, the constitution of bullying behaviour, where bullying happens, and any bullying they may have experienced, expressing their feelings at that time. These stories and illustrations are made into books for future reference by teachers and children.

There are no competitors in Indonesia: peers are 5 post graduate students from the University of Gadjah Mada (Yogyakarta) who have researched the implementation of ‘Caring’ and ‘Friendship’, two modules from the same Anti-Bullying Program. This research examined the teachers’ uptake of knowledge about bullying after training, shadowing the teachers and assisting in implementing the anti-Bullying activities. As part of our proposed team the students will not pose a challenge or threat but will contribute to our success as the first anti-Bullying training team in Indonesia working internationally to create Best Practice for Developing Empathy in Early Childhood Settings

Four Yogyakarta schools have successfully implemented the Anti-Bullying Program to approximately 500 students and families. A rise in pro-social behaviours and a decrease in bullying behaviours has been combined with children, staff, families and community members demonstrating increased knowledge and awareness of bullying. Children have become real world problem solvers showing increased empathy and teachers are empowered to build anti-Bullying activities that reduce bullying and aggression.
Research and practice in anti-Bullying, Character Education and Developing a Positive Classroom Climate has been presented in 10 seminars to approximately 1,000 Indonesian participants.
Research, conducted by post graduate psychologists, of the Anti-Bullying Program has been disseminated through international workshops, conferences and lectures to 100’s of Early Childhood specialists in the US, Indonesia, Sweden and Hong Kong.

• 25 Indonesian graduates and 25 undergraduate/graduate students in New Jersey will undertake research into the effects of bullying on the social and emotional development of young children
• 25 anti-Bullying workshops per year will be held in Indonesian and New Jersey schools
• 3 schools per year in diverse areas of Indonesia and New Jersey will become model schools
• 100 experts in each country will deliver the training and train new trainers

The incidence of bullying in Indonesian schools and society is high with often fatal results: people do not yet fully recognise the devastating effects of bullying. Initially minority group students in SekolahkuMySchool experienced peer intimidation and bullying. After discussing the problem, Dr. Hinitz suggested training teachers and implementing the lessons in the Anti-Bullying Program. Reading the documents was the “Aha” moment for me as this holistic full year program fosters social/ emotional development, empathy, conflict resolution skills, collaboration and teamwork, student leadership, cultural sensitivity and tolerance of students with differing abilities. The proactive program assists children to understand the perspectives of others and move fluidly from the egocentric stage of development to higher order skills and behaviour that undergirds the development of empathy

3. The University of Gadjah Mada (UGM) and SekolahkuMySchool in Indonesia, and the Howley School and the College of New Jersey in the US have formed an educational research and development relationship into effective anti-Bullying programs
