Describe your innovation. What makes your idea unique and different than others doing work in the field?
The South America Public Space Peace Project is a participative project, or in other words, the involvement of the local community is fundamental to its success. Different from other similar projects, in this project the youth are the promoters, facilitators, and conciliators of different desires of the community. The project is formed through a partnership with local youth and seeks to reestablish the public place as a common good between residents of a specific area, convening them in a relationship of attention and collective investment and building community ties. The seam of a web of relations begins between the local residents and reaches schools, healthcare clinics, churches, merchants, associations, and local city government. With this, it is possible to avoid what happens with traditional public space revitalization projects: high investment in works and low community participation, which results in rapid neglect.
What are the existing barriers, the biggest problem, your innovation is hoping to address/change?
Within the approach of the ‘I’m for Peace’ Institute, this Project focuses on the phenomenon of violence and the lack of a participative culture. Among its various facets, violence presents the use of force as a tool to intermediate relationships which impedes residents of a particular area from creating community links between themselves which could make possible their participation in debate and the construction of responses to public problems they face. Disbelieving, demobilized and disconnected as one generally finds our society, without resources to privately resolve social problems which affect them, and without the power to count on a state which offers little quality healthcare and education, the majority of the residential population of poor areas of big cities is not able to transform their
Delivery Model: How do you implement your innovation and apply it to the challenge/problem you are addressing?
All of the project execution is designed from the perspective of community autonomy in the leadership of this proposal after the completion of the participation of the ‘I’m for Peace’ Institute. The project is divided in four stages, one year each:
I – Establishment of the Peace Pole – The first year is characterized by the selection of public spaces where the project will be developed, mobilization of the local residents –especially youth, to the participative realization of sports and cultural activities, to the elaboration of the reform project and for the beginning of the works.
II – Development and Consolidation of the Participative Management – The second year is characterized by the finalization of the works and by the support for the youth groups mobilized for the care and investment in the space, consolidating its democratic function.
III – Support for the Mobilized Groups – The third year is characterized by the monitoring and assistance for the mobilized groups for the realization of activities in the spaces, having as reference the strategies of sustainability.

This innovation has as a reproduction perspective the fundraising for other parts, its consolidation as a reference that will inspire the mobilization process in other communities, and the incorporation, by the public sector, of the value that community participation adds to the development of public policies (in this case those related to public space revitalization).

What impact has your innovation had to date/or what is your intended impact? Exactly who are the beneficiaries?
The first edition of the Project (then called Peace Poles) developed between 2003 and 2006 reached important results regarding community involvement and participation (in special the youth), in promoting cultural and sports activities, the elaboration and execution of projects for the reform of the public spaces, and in the approximation between residents and local counties. For the second edition that is now in progress, there is an expectation for the following impacts:
Project methodology consolidated as a reference for the revitalization of public spaces of sports, culture and leisure.
Community familiarity intensified beginning with the diverse and democratic use of the public spaces and by the promotion of sports, culture and leisure activities.
Public spaces reformed beginning with the mobilization of the community and the collective construction of a project for the space.
Local municipal government participating with the community in the reform process and the organization of sports and cultural activities in the public spaces.
Residents, representative bodies, service networks, organized civil society and local commerce mobilized for the care and investment
How many people have you served directly?
Currently, approximately 500 people benefit from the activities developed in the public spaces.
How many people have you served indirectly?
There are about 4,000 residents benefiting indirectly from the public space revitalization.

Community mobilized in search for answers of other social problems
Local governments – especially municipal subdivisions, defining together with the community the priorities and needs of the region and involved in the promotion and maintenance of activities in the public spaces.
What are the main barriers to creating or achieving your impact?
The biggest difficulty for the development of the project is related to the lack of belief in possible improvements, lack of a culture of participation and of collective debate about public issues and the lack of involvement between civil society and the public sector. Although this is the biggest difficulty, it is also one of the biggest justifications for this project.

How is your initiative financed (or how do you expect your initiative will be financed)?
First Edition (2003 – 2006) – financial support from Camargo Correa (private sector), in partnership with the community and local municipal governments.
Second Edition (2007 – 2010) – financial support from SulAmerica Insurance, in partnership with the community and local municipal governments.
In order for the project to remain self-sustaining after the departure of the “I’m for Peace Institute”, the project team will continually execute all activities in partnership with the local residents and local public authorities. As the project develops, there will be a trend for the Institute to be less and less involved in the execution of the activities, as the community increasingly takes ownership of the project.

All of the problems facing the communities involved in the project are potential demands that can be dealt with, as the residents mobilize themselves around the policy issues they face. What are the main barriers to financial sustainability?
The sustainability of the entire project is based on the community participation and articulation with the public sector. Based on this assumption, the government and community work together to guarantee that the needs of the region be resolved, respecting, with priority, the rights of children and adolescents. The main barrier is related to the lack of a culture of participation and of collective debate about public issues.

What is the origin of this innovation? Tell us your story.
The Project Polo of Peace is established in the scope of work of the “I’m for Peace Institute”, an Organization of Civil Society of Public Interest (OSCIP), that since 1999 works in the area of public safety, developing actions for the prevention of violence with the goal to influence the formulation and implementation of public policies in this area.
As the youth are the most recurring implementers and victims of homicides in large cities in Brazil and as they have a high potential for the promotion of sports and cultural activities, the Institute decided to develop projects that inspire public policies targeted at the 14-25 year-old population, looking to promote youth citizenship so that the youth recognize themselves – and be recognized – as people with rights and relevant political actors in search for solutions for problems caused by urban violence.
Therefore, as opposed to what has been traditionally produced as public safety policy – most of which has used a logic of repression and restriction of familiarity spaces – the “I’m for Peace Institute” developed the Public Spaces Peace project. Together with the residents of the marginalized areas of the city, especially children and adolescents, leveraging their desire to participate in sports and cultural activities and collectively construct their future and that of their communities, the Institute intends to contribute to the guaranteeing of rights and for the reduction of violence.

Tomamos conhecimento dessa iniciativa a partir de um e-mail encaminhado pela Nike para as organizações participantes da Rede Mudança pelo Esporte e também pela Ashoka (Denis Mizne, diretor Sou da Paz, é Fellow Ashoka). Nosso grande objetivo em participar do Changemakers é a possibilidade de divulgar e disseminar a metodologia de mobilização e participação comunitária desenvolvida pelo Sou da Paz ao longo desses 5 anos de projeto, bem como conhecer o trabalho de inclusão e envolvimento comunitário pelo esporte desenvolvido por outras organizações.
