Jane Isaacs Lowe, Ph.D., is a senior program officer at the Robert Wood Johnson Foundation, and team director for the Vulnerable Populations Portfolio, a program group which identifies new initiatives for improved health by recognizing the integral relationship between health and where people live, work, learn, and play. In this role, Lowe is responsible for leading the development of Portfolio investments designed to promote innovative solutions to long standing problems and create immediate and lasting change in the way services are organized and delivered. She also oversees programs in the area of mental health, aging, and violence.
Lowe came to the Foundation from the University of Pennsylvania School of Social Work where she was a member of the faculty for 1989 through 1998, publishing and teaching in the areas of health practice, administration, and planning. She was the recipient of the Outstanding Teaching Award in 1992 and 1997. Earlier in her career, she worked at the Mt. Sinai Medical Center in New York City where she was a hospital social work administrator and faculty member in the medical school's Department of Community Medicine.
She is a current fellow at the New York Academy of Medicine, and a Board member of Grantmakers in Aging. Lowe earned a doctorate in social welfare policy and planning from Rutgers University, a master's in social work from Columbia University and a bachelor's degree in sociology from Cedar Crest College where she is a current member of the Board of Trustees.
