Greetings from Colombia. Your plan looks good. Our low cost ceramic water filter technology has similar outreach/promotional problems. I agree with the methodology you propose and would like to suggest including maybe some more aggressive approaches. For example the Cell phone services do not carry out participatory social planning; neither does the soft drink companies, the cosmetic companies or the junk food companies, yet our target population buy these items and spends millions of dollars in their purchase.

I think it is time we Water and Sanitation people go for a much improved and aggressive publicity campaigns, utilizing the same tactics as the products above mentioned. Yes it is expensive but so has been the 50 odd years of trying to reach the target population and finding obstacles while the above products and ideas come in over night. Example: if a local cell phone company would join your effort to segment a specific part of the country that has a low level of latrine usage and they program that when everyone using this cell phone system starts their cell phone up, a message comes up saying:
“ Make ( a specific area )a DIAREA FREE area… contact ______ ( a sponsoring organization) now.

Or some other catchy phrase.

The indicator of success of such a low cost “surgical” intervention would be : 1) the number of calls made to the sponsoring organization 2) the number of new projects carried out in that area.. etc..
And while your organization is thinking about how to reach your target populations they could contact : watersafe@hetnet.nl and learn about their new low cost ceramic water filter that could easily accompany your work in the field.
