Ochapowace Cyber Cafe

Ochapowace First Nation #71 is the proud owners of The Ochapowace Cyber Cafe, which is the first ever cyber cafe in Canada to be located on a first nation. The Ochapowace Cyber Cafe is a non-funded entity that is a vital resource to our community and is utilized on a daily basis my many people on and off our reservation. The Cyber Cafe is the only free internet access location on my first nation of Ochapowace, it is part youth hang out, part job search resource center, part food catering service, and part training facility geared toward everyone who wished to learn more about computers. The Cyber Cafe is owned by Ochapowace Indian Education Authority and is managed by me, Justin Bear. My previous Band Councillor, Lila Kelly George, had an idea to create a technological location that would accommodate our community members and help them to learn computers, hardware, computer peripherals and current software. In a community that had not been exposed to the internet or the world of computer technology, she had created something really exciting and beneficial that would help keep our community members up to date with this advancing technology. She then hired me, Justin Bear, to learn about computers to enhance computer literacy in our community. I knew very little about the world of IT or networking at that point but was eager to learn how in order to maintain this vision for Lila. In doing so, I grew passionate about acquiring as much information and ideas on how to improve this vision not only for our present community members but for our future generation of youth that will need computer skills to advance in life. This location started in a basement of an office building that flooded every spring due to melting snow and I had to soak up water off the floor every morning and keep doing so until all snow was gone and it was dry outside. A year later Lila was able to acquire an old restaurant that was not in use and we then changed it to suit the needs of a networked internet café complete with a functional kitchen and kitchen amenities. I was asked to network 10 public workstations and keep the technological side of the location running smooth and get people interested in the location by offering programming and training though our new cyber café to anyone interested within our geographical radius. Ochapowace Cyber Café is now a location where all ages and gender can come and meet with one another and share what they know with others that are not as computer literate or to hang out and shoot some 8-ball pool on site with our donated pool table. It is a place that utilizes the internet and its resources to teach youth about music while they learn how to explore and search for music they would like to learn online while getting free instruction from me free of charge(I am a rock music lover and an avid player of guitar, bass and drums). It is a place that youth want to come to and everyone learns something new everyday, including myself. It is a place where the internet is available to anyone who wishes to come and look up any resource they need and if they are having trouble, there is always someone there eager to assist them in a friendly professional manner. Where elders can come and speak with the youth in a friendly environment. It is a place where workers that come and learn the basics on how to become computer technicians and network administrators and work that is required with each position. It is a place that connects our community to the world and yet it is still not enough to get our people to date with the rest of the world in technology but it is definitely a place to start getting us there. The Ochapowace Cyber Café is so much to so many different people on our first nation and it offers a variety of different resources to people that wouldn’t be available to them if it didn’t exist. I have been told that Ochapowace is lucky to have a man like me but I feel I am lucky to be part of a reserve like Ochapowace FN

Please tell us about the social impact of your idea or proect

The Ochapowace Cyber Café opens the door to computer technology and the world through the world wide web for people who come to visit our location. The Cyber Cafe offers an opportunity for potential employees, from our first nation, and employers to connect. It is a resource for many people to get the training on creating their job acquiring skills such as resume and cover letter writing, MS Office training and computer skills. It is the only location on our first nation that provides free internet time and free computer services to the public and will continue to do so as long as it is in operation. It provides a place for youth to come and stay occupied after school and in the evenings. All this attracts many to come and utilize the services provided by the Cyber Cafe on a daily basis.

Improvement on the services by offering up to date operating systems, programs, a community radio station that is operated by vo

In 5 years, what will be different as a result of your idea/project?

Ochapowace Cyber Café clients will have the necessary computer skills and computer literacy for specific job requirements in today’s work force. Many youth will become more educated and confident with computers and broadcasting and will pursue degrees in the areas of computer sciences, computer engineering, computer teachers, IT, computer networking systems, and communications and broadcasting to name a few. Our community will hopefully have highspeed internet access within their homes within 5 years and the Cyber Café can be a location which will have the tools and services to troubleshoot faulty computer systems and repair, upgrade various operating systems and hardware for our community members computers. Many people benefit from having this location available to them now and then.

Tell us about the people/ partnerships that are already involved and why they are important to your idea or project.

We have had sponsorship from the government funded Community Access Program (CAP) which allows the Cyber Cafe to have an employee certain months of the year to coordinate programming and training to our Cyber Cafe clients and community work force. We have our own Ochapowace Education Portfolio that in-kinds the rent for the space and utilities for the Cyber Cafe to operate day to day. We have had previous grant money from Bear Claw Casino that provided us with funding for our computers and musical equipment. OLPC Canada which provided the our community school children with XO laptops so the children can learn from and bring their XO's to Cyber for internet connectivity. We also have partnerships with other offices in the same building to cost share the 2 way internet fees and services.

If there are other people/partners that you will reach out to tell us who they are and why they will be important to your idea or project.

I would like to find a funder that will help us in the area of broadcasting and communications. The Cyber Cafe had the chance to borrow short wave radio broadcasting equipment and it gave our youth the opportunity to be able to broadcast to our community and become DJ’s, taking requests and promoting community events via FM radio.

Describe the kinds of support you receive (other than money) or will need to support your idea or project (e.g.: donated, space, equipment and volunteers)

We have received a huge amount of support from our own community members by just coming to utilize the location and giving it a very good report to our leaders as a vital resource in our community which in turn helps the Cyber Cafe out by funding, finding and giving us various donated items for which the Cyber Cafe can utilize for our location. We also have community volunteers that offer to keep the Cyber Cafe open on various times when there is not a worker present to do so. Ochapowace offices that get new computers often donate the older computer systems to us which then I use to part out and fix other computer systems. I also do computer repairs to assist with fundraising for the Cyber Cafe and hardware that is needed for the functioning computers and network that is already in place.
