What makes your idea unique?

‘SEC-C’ is a refurbished 40 foot container in a disadvantaged community, serving primarily as a self-sufficient, sustainable one stop community sport, education and cultural centre.

The uniqueness of my idea lies in clever structuring of partnership across borders and disciplines. The SEC-C concept makes use of the goodwill of people and organizations, and builds on the extremely successful track record of the Stars in their Eyes Foundation over a period of 4 years. The key success factor of the SEC-C project is the low barrier to entry, i.e. any party can participate and/or contribute. The secret ingredient is involvement and leadership at community level, and these factors are guaranteed by the Stars in their Eyes Foundation. SEC-C is guaranteed to succeed….

What impact have you had?

Stars in their Eyes is a legacy project of the World Cup 2010 in South Africa. The project is supported by the Provincial Government of the Western Cape, and the Government of The Netherlands via the Ministry of Foreign Affairs, the Embassy of The Netherlands in South Africa and the Ministry of Public Welfare, Health and Sports. The Stars in their Eyes Community Coaches Education is recognized by the Royal Dutch Football Association and the South African Football Association.

Since 2006, Stars in their Eyes has been extremely successful in mobilising disadvantaged communities to ‘take charge’ of the social ills which are rife in poverty-stricken disadvantaged communities. Stars in their Eyes has become an extremely successful flagship project, and has built up wide-ranging experiences and a successful track record in attracting the willing and enthusiastic participation of children, parents, schools, teachers and local business people in South Africa and The Netherlands.

The project has trained 181 community leaders from 51 disadvantaged communities in South Africa, and 33 Dutch football clubs have already been linked to these communities as partners. The quantifiable project goal is to train 450 community leaders from 100 communities by 2011, and to enable a local organisation to successfully manage and grow a sustainable community development programme.

Problem

Once Stars has provided the required training and supplied community soccer equipment (portable goals, markers and cones for the ad hoc fields, vests for team identification), the next challenge arises. How do we provide safe storage for this equipment? Equally important is that in almost all of our communities a drastic need exists to provide a temporary place of safety for those youths who are committed to and participating in this community sport project. Local authorities are not geared or funded to provide this, yet most are willing to provide other forms of support.

Actions

During the past year I have created a cooperation between one of the world’s largest container shipping companies (Safmarine), a specialist sports management company (Tricky T concepts), and various donors. The Stars in their Eyes organization has been briefed, specifically the 8 regional coordinators who have all received advanced leadership training. Basically, the entire project structure has been analysed and organized in such a way that multiple checks and balances are built into the system.

There are two main factors which could prevent the successful implementation of the project on a large scale: insufficient finances, and the diversion of public interest away from South Africa after the end of the World Football Championships.

Results

In the coming 3 years, I will provide at least 30 SEC-C’s to the same number of disadvantaged communities in South Africa. The project partners which have been identified have all bought into the project, and the intended kick-off (delivery of the first SEC-C) will be on 24 June 2010.

What would prevent your project from being a success?

Nothing! Seriously, I am completely focused on making the project succeed. The main factor which stands in the way of success, is that international benefactors would lose interest in South Africa after the final whistle blows on 11 July. However, if I place just 5 SEC-C’s it will already be a success.

Possible obstacles could be:
• Political – a change of leadership at national and/or provincial level, in which case new decision-makers could have other priorities
• Economic – an economic collapse of the fruit industry (which is where the main sponsor has its base). This will have an effect on the preparedness of e.g. transporting companies to provide services free of charge.

25. Experience has shown that projects in disadvantaged communities can only be completely successful if there are broad partnerships. Local leaders need to embrace the project, in order to ‘protect’ our assets. Governments need to recognizes such projects in order to short track developments (in terms of rules and regulations). Other NGO’s need to be involved in order to provide a broad base of services according to a least cost model. I have created broad-based partnerships at all levels – both in terms of international governments, businesses and individuals.

What are the three most important actions needed to grow your initiative or organization?

i. Local leadership structure. Without a strong base of leaders at local any project is doomed to fail. Communities need to be motivated and energized continuously, and especially youths need mentorship and guidance from locally accepted leaders. Fortunately the Stars in their Eyes Foundation is more than capable of supplying this crucial component.
ii. International confidence in our management capabilities. Also the knowledge that the projects are supported, managed and embraced at local level. Despite all good intentions, funding is required from international benefactors. To obtain the ongoing support of supportive organizations and individuals, a project in South Africa needs to provide a solid track record in terms of management, and the guarantee that strategic strategies are adhered to.
iii. Solid corporate governance. Benefactors have become wary of projects which cannot guarantee integrity and honesty, especially in terms of corporate governance. Benefactors need to know that their contributions are being invested according to strict principles, and that no waste of money occurs.

Fortunately, the SEC-C project can make use of the very well-developed project management structure of the Stars in their Eyes Foundation. That being said, the abovementioned factors need to be focused on and developed even more.

The Story

What was the defining moment that led you to this innovation?

In 2003 I became involved with a group of Black women in the disadvantaged community of Langa in the Western Cape. Their individual and collective stories inspired me to relook my own life, and to commit myself to making a real contribution to the ‘poorest of the poor’ societies.

Tell us about the social innovator behind this idea.

Nicolas Jooste was born in South Africa, and lived there for a period of 35 years (1957-1992). After relocating to the Netherlands in 1993, he became involved in projects involving corporate social responsibility. Through his employment in the fresh produce trade, he obtained an intense understanding of the problems facing rural people. In 2004 he created the Freedom Fruit project, involving the use of ethical trading principles with which to generate additional profits. These profits were subsequently re-invested in social projects. Through his subsequent broad-based activities in the South African rural areas, Jooste realised that work needed to made of a structural approach to community development amongst these disadvantaged, rural communities.

Together with his employer Jooste invested more than 18 months in developing the Stars in their Eyes project, and in bringing together and getting the buy-in of many stakeholders. The result as that when the first phase was initiated, it was done so with overwhelming support and commitment.
