I really like the idea of having art come to people, literally through the things that they walk on everyday. It might be difficult to do work in cement or with potholes as that could involve lots of groups like the government, public works, construction companies, etc. Are there other ways that you could achieve this? Imagine something like large biodegradable "stickers" on sidewalks - more permanent than chalk - but easier to apply. I am unsure whether such a product exists - but it could be fun to see what is out there.

It definitely could work, however, and it need not cost terribly much.
In Portland, we have a public square with bricks imprinted with donor's names. I've also seen a maze walk that consists of bronze walk-on plaques depicting childhood icons, and in Seattle there are footprints for a sidewalk dance. It could be as low tech as poured concrete with words stamped in it.
I have a good friend who has been instrumental in creating and procuring public art nationwide and would consult him.
