The problem that we seek to solve with this initiative is the involvement of young people in identifying, defining and solving problems that affect them and their communities. Because they do not recognize or value the importance of taking their voices and perspectives into account, because they are accustomed to one-way communication that imposes on them in a passive role, or because they are not given enough space to express themselves, young people cannot reach their full potential when it comes to contributing to development. Therefore communities lose the contribution that these young people, with their values and perspectives, can make to change reality.

Our solution is to promote the social and political role of youth, which we accomplish through the management of projects in which they have spaces to collectively analyze their reality, identify and discuss major issues affecting their communities. Through this we are involving them in the search for solutions using their own perspective and creativity and making sure they are taken into account by other actors.
On the way to promoting protagonism, youth strengthen their capacity for dialogue and cooperation, develop creativity, motivation, and confidence in themselves and their peers, and learn to organize and take responsibility.
This work is done in partnership with secondary schools in different neighborhoods, and is aimed at young people between 13 and 18, since we consider this an appropriate age group from which to generate a process of learning values and attitudes for life.

During 2011 La Flecha implemented the project "ComunaVoz" which started from that idea and took advantage of the system of Comunas (decentralized management and neighborhood participation) in the City of Buenos Aires.
At that time, we worked in 3 schools in Buenos Aires, holding several courses with one workshop each in which young people discussed the issues they considered most important in their neighborhoods and some agreed upon who would work to find a solution. Then a second workshop was held to develop the proposed solutions to the problems by helping young people to think of themselves as responsible actors in their communities, with the power to develop valuable suggestions. Finally, a group of young people representing each district met with the Community Leaders, and they presented both their assessments as well as proposed solutions, highlighting how they could engage in joint action with government officials and other stakeholders. At that meeting these youth had the opportunity to develop their arguments and find the value of their voices and perspectives for the government officials.
We believe that what people learned in this project have the potential to transform the place that young people hold in society today and empower their contributions to society.

In the city of Buenos Aires there are various youth organizations working in response to the same need. What differentiates us our methodology: while most of these initiatives use the United Nations models and simulation games, in our projects we work on specific needs, analyzing the characteristics of particular neighborhoods or communities. Therefore, the solutions that are developed are not only cognizant of these nuances but also prioritize the role young people can take in the resolution.

Jusqu'à ce jour, quels résultats a obtenu votre projet ?
The solution so far has directly reached more than 600 young people from the City of Buenos Aires, and we have observed an important qualitative change between the beginning and completion of the project, especially in the high degree of commitment and responsibility assumed by the youth, which gradually increased as they advanced through activities. Furthermore, they demonstrated clear and independent ideas regarding the social and political reality in which they live, which was evident during reflection, discussion and prioritization of problems detected in each neighborhood. The alternative solutions were innovative and original, exposing the youths’ ability to make valuable contributions to their community. Finally, the experience of communal exchange between the Community Leaders and delegates of the courses allowed them to position themselves as stakeholders in the democratic process, legitimizing their proposals and perspectives.
Quelles sont vos prévisions en termes d'impact au cours des trois prochaines années?
For the next three years we hope, in quantitative terms, to reach over 3,000 young people, reaching 850 in 2012, 1,200 in 2013 and 1,700 in 2014 (an annual growth rate of 30%). In addition, we hope to increase our reach outside of the City of Buenos Aires, beginning in 2012 with the cities San Fernando and San Isidro.
In qualitative terms, we hope that completion of the stages of identifying problems, solutions and discussion with authorities, and to form commissions of young people to follow up the issues and be leaders to promote the active involvement of their peers.

The main barrier to the success of the project is that the authorities (both from schools and politics) of the various communities that see a risk in youth participation and seek to avoid the implementation of our activities. We believe the best way to reduce this risk is to generate strong awareness of previous work on the social relevance of the project and to agree on the project’s implementation and each party’s responsibilities beforehand.

La Flecha was born in 2000 as an initiative of Facundo Montes de Oca, with the goal of promoting youth participation. The organization has carried out various activities including publishing 32 issues of the journal "La Flecha" a freely distributed publication that creatively addresses various issues from a youth perspective and is accompanied by meetings and workshops in communities. In 2009, before the demand from readers and workshop participants we began to create work spaces with different groups of adolescents from public schools and social organizations, who expressed their ideas, needs and proposals through the production of different media such as magazines, graphic design, radio and photography. The results obtained through these projects and ensuing work helped us realize that the key to producing profound and sustainable change is the leadership of young people.
Quels sont vos différents partenariats ?
The organization has been a part of the Federal Youth Platform in Argentina since 2008 & the Youth Research Network of Argentina since 2010. We've been working in partnership with the Ministry of Social Development of the City of Buenos Aires, with civil associations such as El Arranque, IADEPP and Minu, the international group Rising Voices, and 7 public high schools in different parts of Buenos Aires. In the academic space, we're working with the youth team headquartered at FLACSO Argentina & the Adolescent and Youth Centre of the Faculty of Social Sciences of the UBA (Univ of Buenos Aires)

The growth in the project’s impact will be secured by the organization’s team, comprised of full-time staff and a team of volunteers, both with extensive experience in implementing these types of projects, with a strong sense of teamwork and a clear vision of the types of solutions that the organization supports. The team working on this project consists of 5 professionals and university students that specialize in adolescence, project management and youth activities.

The strongest needs are investment in paid staff that have strong commitment to the project & the expansion of the network to generate more visibility. Our org. can provide staff specialized in working with young people, & academic knowledge in this respect, since we have developed a strong research base published in the book “Jóvenes de perfil y de frente” (The Face and Attitudes of Young People)
