Current Situation :
Agriculture is the backbone of poor rural livelihoods in rural zones of Moldova including Bacioi Community and costs accessible food quality products on the market is one of the main indexes, that define the welfare standards of population and the perspective of sustainable development of state.

In 2008 and 2009 s respectively, social indicators did not show significant changes in the welfare and livelihoods of the rural peasants and the discrepancy between farmers’ resource inputs and output does not justify continued existence in agriculture.
PROBLEM DESCRIPTION AND PERFORMANCE ECONOMIC CHANGE OPPORTUNITIES :
Town Bacioi population 10881 people, including: 5486 women & 2586 households & number of families 3496. As component part of Community Agroindustrial Sector CAP,,Bacii” production cooperative is one of the larger enterprise engaging around 121 employees for crops planting , harvesting and products commercialisation in Chisinau Farmers Market .
Among them , CAP,,Bacii” has 1150 cooperative members , of which majority of them have been determined to be at risk in their agriculture production shortages due to sub-optimal agricultural production levels for a variety of reasons including lack of skills , experience in domains; of planning , properly land processing , crops planting , operation management, marketing and access to information regarding modality to obtain financial resources to readdress the existed situation or other economic -based difficulties. There are also very few options available for these farmers to get out of agriculture which is the backbone and survival strategy for rural community in Moldova . The issue and problems to be addressed with grant funds:
Statement of Needs:
A. To help small farmers profit from their crops.
Many farmers in Bacioi Community are producing for family consumption and, therefore, not everyone is willing or able to specialize on a commercial crop. They need to sell what they grow to make a profit but often lack of skills, knowledge regarding innovative approach , finances & access to markets, ways to store and transport their goods, and information about pricing. For farmers to meet the required quality criteria, it is often necessary to get training. Shift Focus of Training Chain Programme is, ,,How to Make Individuals CAP,,Bacii” Community Farmers a Successful Entrepreneurs” and to link small farmers to New Approaches Building capacity , existing markets and to the information they need to make sound business decisions.
B. Provide access to the Information .
Informational Technology provides unparalleled opportunities for making an impact in the lives of poor families around the whole community . For many of people in the high industrialized countries as, making a phone call or logging on to the Internet is just an ordinary routine in daily life. However, for majority community of people in Bacioi , such limitless access to regarding innovational production approach Information , is still out of reach. By improving access to reliable information and communications in community , technology will help create more economic opportunities, enable people to use best skills , experience to participate more fully in civic society, and connect them to the wider global community. Information and communications consulting Center for farmers assistance will play on important role as a key part of the United Nation’s efforts for meeting the Millennium Development Goals in 2015 signed by Moldova.

In the frame of project is provide very small loans, or micro-loans, to poor people, mostly women, to start or expand very small, self-sufficient businesses. On that respect is provide to organise unparalleled three-day event to help farmers and women launch or expand their business ventures, bringing them to education, strategies, tools, inspiration, and resources they need to design activity best future.

Building strong links between local and International domain experienced specialists, funds , sponsors and local community people is a cornerstone of our Project .
Major Pilot Project Goals : Major target initiative is to share experience , improve knowledge transfer of 100 Cooperative members and farmers regarding to modern secure domain activities & secure financing, to develop strategies to attract and maintain talented and dedicated workforce, and better track how quickly selected members are leaving poverty. Our strategy initiatives focus on helping rural community providing new ideas and methodologies regarding to private business opportunities and access for poor people.
The Project mission is to enable the poor, especially the poorest, to create a Community without poverty and help the Community ’s poorest, especially women, improve their lives and escape poverty through access to microfinance and innovational technology.
Capacity building in terms of charity activities to promote Bacioi Community rural poverty reduction and Farmers vulnerability reduction including : cross-compliance to the respect of environmental, food safety, animal and plant health and animal welfare standards, and to the requirement to keep all farmland in good agricultural and environmental condition to stabilize producers revenues . This approach seeks to:
- Improve farmers’ know-how by providing them with practical and easily accessible knowledge
- Turn farmers’ know-how to good operational , production purpose
- Improve farmers’ income
- Facilitate the establishment of farms
- Improve the productivity of small farming and rural according services activities
Being a component Part of Bacioi Community , Chisinau municipality of Republic of Moldova CAP,,Bacii” administration declares once more about its intentions to be actively involved in the Community economic development , international and regional cooperation and especially as quality food supplier and sustainable use of existing potential .
STRUCTURAL AND ORGANISATIONAL PECULARIRIES OF PROJECT :
The training program provide to incorporate the business culture of CAP,,Bacii”, team in economic development programs and is designed to deliver information , skills and experience to 100 engaged in Agro-industry farmers in corporate environments with specific expertise in soils processing , crops planting , harvesting , unit agricultural products processing , commercialization and marketing, management and consulting. The farmers training project also provide to establish model farming systems in the community to conserve, restore and preserve natural resources including the digging of contours to reduce erosion, water rational consumption irrigation systems, organic greenhouse , energy conservation , and the use of firebiomass saving stoves.
The stages of implementation of the training programme are :
(i) Knowledge transfer of best skills and experience of other domain actors to local farmers ;
(ii) workshops to design and launch on private activity .
(iii) Selection candidate criteria for starting own private activity ;
(iv) Identification of topics and candidates for designing and launching on private activity;
(v) Topic Projects Micro- financing .
(vi) Reporting regarding Farmers Training Impact the training occurred and its monitoring.

Knowledge sharing is an important component of that project . To have the greatest impact on rural local farmers poverty, we are committed to sharing ideas and innovations with the wider experienced partners and international experienced experts . This "open-sourcing" of information will guide to start up /or involved people in improving their production activity outreach . The training courses focuses on sharing experiences between efficient developed activities owners , particulars farmers & entrepreneurs helping others, at the beginning simple poor people, to strengthen their production capacity for obtaining positive final results — to help them achieve their established mission. Our vision is to help simple rural people , Farmers align their human capital management practices with their overall private affairs strategy, which will allow them to better supervise and minimize their outputs , achieve more sustainable growth and benefits. Analysis of ownership of assets during seminars will focus on what farmers have rather than what they need and also how transitions in ownership could taken place over time.

Task 1: Training as "a" solution to improve performance of Farmers
i.Get the right farmers from the start as not everyone is willing or able to specialize on
a commercial crop .
ii.Check whether there is a real business case for the farmer; comparing it with crop
alternatives and other markets,
iii. Start small and expand a contract arrangement that has proven to work vi. Induce self-selection of farmers, working with groups and internal control systems and analyze the implications of a gradual start for your investment plan and financial projections!
Task 2: Understanding that training is only a part of CAP,,Bacii” performance innovational improvement plans .
The training is designed to be highly practical and supplemented with post-class coaching to ensure ongoing application of skills.

Among them 50 basic-level production agricultural workers for planting and harvesting , 25 medium -level employees and 25 outgrowers will be trained.
WHAT THE FARMERS WILL LEARN :
The farmers will learn and practice basic farm management skills like planning, budgeting, marketing and farm administration. The farmers will learn through workshops, practical demonstrations, study materials and lessons during one week training course to boost their income within the shortest period of time. This in domains of crops gardening , livestock breeding , agricultural products processing , marketing , commercialization and financing .

Task 3. Evaluation :
After training course termination on Evaluation of skills and gained experience will be proceeded for selection 5 potential candidates for microfinancing .
Post-training tests will be used as an evaluation tool . The tests will consist of questions intended to demonstrate the trainees’ level of knowledge related to selected area of activity , as well as alternative technologies for implementation , management principles, and market analyses approach model.

Based on the results of the pre-training test, the facilitator will establish rate for the microfinancing activity .
The final evaluation is an opportunity for trained farmers to pass on information
about the alternatives, adaptations and other details. Some time may be dedicated
to this exercise during one particular day for each group , and the farmers should be able to describe:
•the efficacy of new alternatives
•how to use them
•the difference between new alternatives and traditional treatment, emphasizing
possible technical and economic advantages
For microfinancing of selected projects proposals implementation, farmers will based on :1. Selected crop , common site, situated in the Bacioi community where the farmers
live. In dependents on crop , animal farming , agricultural products processing , business services and its phase , land size / production capacity / input needs and estimated end results will depend on the crop and its phase.
3. Implement the alternative. The technologies to be tested by farmers should be
selected previously by the trainer and discussed with farmers. Once the
alternatives are chosen, farmers will be responsible for setting up the activities in
the field, examining and making decisions on how to apply the technique
proposed.
At the end on comparison should be made between the alternative treatments being tested and traditional.
Acceptance of the alternatives will depend on the success of their implementation
and adaptation to local needs, so evaluating positive results from alternatives will be a key element for making right financial decisions.
Task 4. Selected Projects for Microfinancing
•After the training course the participants , under the supervision of the trainers, will follow up on proposal application for microfinancing in order to
ensure their knowledge adoption and continued use.
The successful results achieved with new alternatives will be extended to other
Community farmers and experienced farmers will serve as facilitators of new approaches and technologies .
Component 2: Harnessing the power of information and innovational technology
As a leading target of the project initiative is to provide creation of Informative – Consulting Center with connection network for serving many members of the CAP,,Bacii” and Community Farmers in Bacioi of Moldova .
The goals in the frame of present initiative is to overspread the best practices and industry-changing innovations for increasing the activities operations efficiency , create new business opportunities for the poor, provide Information access for the rural poor people , and improve their access via WEB Site informational leaflets , telecommunications to sustainable agriculture information and other services, and connect remote innovative technology suppliers , products buyers , partners including other communities.

By present Project it will be impossible to incorporate in training process all CAP,,Bacii” co-operative members that wishes to gain basic knowledge on interested area of activity but with the information of Center the individual person , he or she, would be able to do so by staying with two or three different trainers for the various stages of business development .
Accumulation of knowledge and as well as its dissemination has a high importance in supporting
agricultural reforms in Moldova . Reforms in other sectors of economy are anticipated due to
the fast changing in land use under the privatization process. Poor coordination of reforming in land and soil resources management stipulates lots of crucial problems in management of large scale food production in the rural area of the country. Long term irrational using of soil resources
performance has shown the relationships between agriculture and environment. The whole agro- industry - Information services, consultations in solving, technical- technological and social-economical problems as well as implementation of innovational production operations ; resources management, technologies of agricultural crops growing , livestock farming , crops processing and financing .
will be collected and introduced into the database with subsequent use by the interested
sides. Future Center will establish a connection with CAP,,Bacii” Community and private sectors, by way of advisory service, seminars organization, meetings, rendering services
through specialized Internet-sites. It will work as a joint chain for everybody engaged in production , servicing and business activities .

As a leading target of the project initiative in the result of training and Consulting Center setting is to provide microfinance opportunity network for serving many members of the Bacioi Community , Chisinau Municipality in Moldova , providing in perspective after financial support receiving , addition loans, grants, loan guarantees , equity, technical advisory services with the following objectives:
• Technical assistance to each selected member needs, from those in the start-up phase to mature, enlarge activities , with a focus on promoting sustainable expansion, enhanced anti-poverty impact, and breakthrough applications of technology.
• Will offer our information database and network of partners pioneering financing strategies and creative information technology solutions, to move them toward access of commercial issues .
• We are committed to making our tools and learning, and those of our partners, available to the wider activities initiative movement, through adhering to an “open source” philosophy of sharing successful strategies.

Component 4 : Connecting microfinance component.
In Community Bacioi , the total estimated outreach of rural finance is approximately four hundred farmers against thousands of farmers and households that require credit. There is an acute shortage of financial services in rural Community area. Access to finance is especially limited for those engaged in food production and agroindustry. It is estimated that only 20% farmers and households could receive credits from formal financial or semi-formal institutions,1 and the rest of the them have no access to credit or can rely only on informal sources of finance such as money lenders, friends and relatives.
2. According to a our study , a community-based cooperative model and sustainable approach to providing financial services to areas with no access to formal financial services could be on cost effective measure . The microfinancing services through our cooperative will be operated sustainable way and responding promptly to local needs providing very low operating costs and charge affordable interest rates. However, in order to do that the CAP,,Bacii” cooperative have limited outreach and require outside support and funding for microfinance starting activity..
To reach them, CAP,,Bacii” ” Production Cooperative need some kind of capital beyond the traditional support existing possibilities to rapidly expand operations among potential activities leaders and increase outreach.
Strategy for Starting Microfinance Services in Bacioi Community. The goal is to make microfinance services more accessible to the poor and thereby reduce poverty.
Objectives. The objectives are to (i) improve the financial sustainability serving Community farmers; (ii) raise the socioeconomic status of clients, especially women; and (iii) strengthen links to social development services.
Activities. The following activities will be undertaken to improve access to microfinance
services in Bacioi rural Community :
(i) Selection of main domain specific activities from the CAP,,Bacii” for the first phase of the financing program. Co-operative members and Community farmers will be selected on the basis of defined after the participants training evaluation criteria. With the knowledge and skills gained at the first phase, the activity will be extended to other potential Community farmers .
(ii) Mapping of potential producers and farmers operating in food industry.
The profile for each company , farmers will contain its name, address, contact number, date of establishment, date of operation, a short profile of its board and executive members and staff, the number of its members and clients,
(iii) identification of training and technical assistance needs. On the basis of the information gathered through mapping, the potential candidates will be selected for the microfinancing assessment. The assessment will
establish the baseline data; analyze strengths, weaknesses, opportunities, and
threats and identify the consulting services needs and technical financial assistance The assessment will cover: (a) vision, mission, goals,
and objectives of the candidates , as well as its Business Plan , annual action plan, financial plan, and long-term plan; (b) size, growth rate, (c) products offered; (d) administration form of governance ; (e) bookkeeping and management system; and (f) financial
performance (repayment rate, operational, and financial self-sufficiency).
(iv) capacity building of microfinance. In order to upgrade the CAP,,Bacii” microfinancing capacity developed business plan , monitoring and evaluation systems, bookkeeping
and management information systems, and training in member education,
management and leadership development, on financial and delinquency management.
(v) Wholesale lending. Its provide to be adopted appropriate accounting and record-keeping systems, microfinance operating rocedure, and business plans. The amount
of the wholesale credit will not exceed internally generated for loan resources.
(vi) Microfinance planning , progress monitoring and reporting. Cooperative development plan will be developed.
Subborrower lending limit. Only one member of each household will be eligible for a
loan. The loan limit per borrower will not exceed 3000 EURO’s for microfinance.
Elaboration of risk transfer and guarantee mechanisms for enhancing the comprehensive agricultural support capacity and the overall disaster response capacity.

The procedure is divided into 4 stages :
The first period – getting source of financing (2011 ~2014 ); the source of the fund mainly depend on the international donation and soft loans without government fond based on grant or micro-credit project.
The second period ; From the start is provide to release independent start-up loans for re-employment of laid-off unemployed workers in the frame of CAP,,Bacii” cooperative learning from the exchange training program .
The third stage : to allow access after repayment of loans of those selected training candidates for microfinancing .
The forth stage: Improvement the credit rating system and set up a farmer credit record
through strengthening supervision of the use and recycling of the farmer loans and
controlling and eradicating situation of escaping debt.
In the result the selected clients, who benefitted , will repay their micro-loans, the funds recycling into new loans, thus multiplying the number of poor rural people, farmers who can benefit and begin their journey out of poverty. As background will be served developed best on Business Plan including operational solutions and innovational technologies , open source software that can be used by the poor to enhance efficiency and lower operating costs providing business opportunities for poor entrepreneurs.
Unlike commercial loans, at the beginning , no collateral will required and it will repay within 12 months to a 24 months . Those funds are then recycled as other loans, keeping money working and in the hands of borrowers. The individual person , woman could borrow up to 3000 EURO’s to start on small private activity so he , she can sell their products and after reproduction , they can to sell more products or offer other kind of services . As private business grows and diversifies, the farmer begin’s to earn enough to improve the living conditions for own family. Microfinance clients will offered very low repayment rates. Why women we are take into account ? The demographic studies shown that women use the profits from their businesses to educate , send their children to school, improve their families’ living conditions and nutrition, and expand their businesses. The fruits of their businesses will not only make an impact on themselves and their families, but will positively affected the entire community .
KEY ASPECTS OF THE PROJECT IMPLEMENTATION STRATEGY:
The training program is outlined on the more perspective sectors that to meet the needs of local market with perspective to expand the products commercialization on international market, the most identified active members and local farmers (100 people )of Society during four specialized training seminars ( each group consist 25 persons ) will be trained and based on the selection greed be selected for small business further activity with according moderate technical assistance including on starting own activity
The training will take place on the one selected comfortable area with the local and CNF Farmers to Farmers USID program and other high skilled domain local and International Experts from Holland , Israel and will be finalized through the opening of that and putting in action the Informative – Consulting Center, with continuation of a WEB page elaboration . The thematic of the round table would be focused on the working principles of the farmers , the efficiency of activity performed , data and experience changing , products quality , delivery on the market place and operational sustainable measures and business maintenance continuity , etc.

At the end of training on the frame of Project a round table with the invitation of local administration , financial and International Institutions and mass media are to be realized to make the totals of short term and long term CAP,,Bacii “ economic development with presentations of the international experts assessment results and measures of amelioration and capital recovery of the CAP,,Bacii” cooperative . The seminars is to be realized with rent of the building in close area with CAP,,Bacii” headquarters . After the receipt of grant funds , the CAP ,,Bacii “ will hire experienced facilitators for each course , providing schedules an training , inviting participants input and developing an appropriate resource library, defining detailed program contents and timeline, trainers staff and volunteer roles .
The training process
There is provide four training courses during a four month unfavorable for agriculture time of the year November , December , January and February. On information
campaign will be organized at the start of each training course to inform interested famers about program dates, places and subjects, and also about how to take part. The trainees’ application forms after receiving will be processed according to the selected criteria and sorted according to the month chosen and the sphere of training.
It will decided which site field or farms to visit, reserved trainers, etc. The course coordinator will visit the sites to ensure that everything is ready for the training In conformity with selected four basic subjects , training will last five days .
Follow up:
Training of CAP,,Bacii “will be on good prerequisite for an effective implementation of
technical solutions in the field and an important step for their dissemination. The first training course is provide to be developed following a specific curriculum, consisting of basic crop management skills and non-formal educational principles, as well as field practices such as agro-ecosystem and new alternatives in the field.
The trainers will provide to farmers concrete proposals of alternatives, which farmers will later adapt to the local conditions.
During the training participants will acquainted with the new alternatives, methods to
assess soil-borne pests, aspects related to farm production and the agro-ecosystem,
with emphasis on efficiency and increasing profitability . The focus will be on hands-on activities in the field and facilitation skills based on innovational approaches and best experience .
The training program is provide jointly to be organized by the CAP,,Bacii” Task Force Team and Commercial Society ,, CORE-LUX “ S.R.L. in associations with USAID Farmer to Farmer volunteers The courses is provide to be conducted by high-level skilled professionals and International Consultants from a network of CNFA Farmer to Farmer Program and Dutch Consulting Company , providing the opportunity to further one's knowledge on agricultural sector matters through an original approach. CNFA , Farmers to Farmers Volunteers is a boutique consulting volunteers program supported by USAID a network of highly experienced professionals who are consistently rated “outstanding” by their clients.
The Dutch Network Consultants have deep knowledge of the inner workings of their industries and the unique subcultures that exist within which will enables trainees to efficiently (and cost-effectively) help community farmers to readdress the challenges of doing business in increasingly agro-industrial complex and rural services diverse environments.

•The schedule of the training is based on large domains specter to be cover dealt with production management activities during the initial to end result stages. Lessons and exercises, is provide four to five hours long and will be held on a weekly basis.
Getting Started in Private Business program each domain course will last 5 days ,
and for overall courses will be given over about 4 weeks. Each session will be
approximately 60-90 minutes. The training course is provide to give to farmers and entrepreneurs a practical material and knowledge in selected for training domains:

The farmers training programme is provide to start in 2010 . The training programme is for three month . The follow up is to build large scale to CAP,,Bacii” Farmers , easy-to-replicate solutions to end the cycle of poverty in developing local economy around the whole community .

One hundred CAP,, Bacii” members and community farmers to be trained,
Is provide: 20 percent selected trainees to put into practice the activity for which they have been trained, via Chain assistance financial support ; At the initial stage 20 farmers will directly benefited from the project implementing after the selection new operational approaches and financial subsides in form of microfinancing. Around 40 contract farmers and outgrowers will benefit for long time as constituent part of the project.

Conclusion
Poverty reduction in rural area of Bacioi community requires growth in employment and increased productivity in smallholder agriculture and this largely depends on economic growth, continued investment in human capital and increased ownership and control of assets by the poor, land included. In order to achieve these results a more efficient use of the abundant labor resources, scarce agricultural land, capital and managerial skills is necessary. Well-documented experiences of good practices and identification of the new production technologies that will enhance the production systems in rural and peri-urban agriculture would be welcome for the process of economic integration . Development oriented Data – base is necessary to inform all the interested farmers and local people regarding methodologies to ensure that sustainable development goals are achieved at minimum ecological and social costs.
Dissemination of Farmers Training Results.
Transfer of knowledge : Innovative technology knowledge transfer is new approach in the project located area with positive impact on employees development giving them better position on the labor market , at present and in the future what is essential for sustainable economic development in Bacioi zone where the project will be carried out .
Some farmers will be selected for further training and education by the Task Force Team Project team in partnership with Farmers to Famers Program CNFA and other organizations working in the study areas. The Task Force disseminated team will make available the results of the training to local Community farmers , administration and Non Governmental Organizations (NGOs) interested in carrying out interventions aimed at alleviating poverty through enhanced agricultural technologies as opposed to too much reliance on traditional agriculture. The final documents and training report results will be distributed at future workshops planned , to all invited and interested stakeholders including government officials, NGOs; companies involved in agricultural sector and selected rural farmers from the different domains areas
