En masse poor farmers and their families were committing suicide in many parts of rural India, as they had no access to food and the benefits from the various welfare schemes such as Work-for-Food, Flood-Relief, etc. were siphoned out by middlemen in collusion with corrupt officials.
This made me to think of a way to empower every individual, so that no one can cheat any one, however disadvantaged they may be in society.
I came up with the idea of creating a single seamless e-Administration Platform for e-Governance with unique identity to every citizen and issue of biometric smart cards linked to a money account as debit card to track the transactions.
The idea is innovative as such an e-Platform encompassing the entire vertical and horizontal hierarchy of governance (from the national to the last village / hamlet in the remotest corner of the country) has hitherto not been envisaged and the idea of creating unique identity to every citizen (this has not happened even after 60 years of independence) and issue of biometric smart card to every citizen to empower them to track by themselves the benefits received vis-a-vis entitlements.
It would cover all aspects of life from creating good health, hygiene, housing, food, clothing, education, skill training, employment, social security, etc. - in short a healthy citizenry from birth to death and a true democracy. This would prevent unauthorized use of a citizen's identity by any one else. No false declaration or bogus muster roll / fictitious records can be created by any one as is happening now.
This has the potential to transform communities and society as a whole by making every citizen lead a decent and honourable life, realize their full potentials, derive happiness, peace and prosperity by introducing total transparency leading to total accountability, creating a level playing field, plugging the leakages in the system, eradicating poverty and helping to achieve UN Millennium Development Goals.

The project was initiated in 2006 to empower the poorest of the poor, the downtrodden and disadvantaged lot who have no voice and hence marginalized in society.
Describe your idea and explain why it is innovative

What kind of beneficiaries is your initiative addressed to?
Society in general.
Describe the profile of the beneficiaries of this project
The beneficiaries include mothers-to-be, just born, children, youth, adults and senior citizens - particularly the girl child, the women, the illiterate, the economically and socially backward, the differently abled (mentally, physically and visually challenged), the infirm, the destitute, etc.
It would cover all citizens. More importantly, it would benefit the poorest of the poor, the urban and rural poor living below the poverty line and the marginalized downtrodden who constitute about 70-80% of the Indian population accounting for about 700-800 million people.
What is your initiative’s implementation strategy?
The unique identity would be created by registering every person at the time of birth or on first registration and create a database by capturing the the complete particulars of the individual, their photograph and biometric details (finger prints, iris, facial features and DNA) and issue a random Unique Identity (UID) Number. All data would be encrypted and stored in a secure central database and after de-duplication (eliminating duplicate registration) the UID number would be created.
The encrypted UID number and biometric details would be made available to every citizen through a Biometric Smart Card (BSC) linked to a Money Account in a Bank or Post office. Every citizen would have access to the e-Platform through the BSC and every transaction would be validated using the BSC. A one-to-one verification between the Smart Card and actual biometric scan at the point of transaction would take place. Only if the verification matches, the transaction would be validated.
The transaction would get recorded in the Smart card, the Point of transaction Machine and print out made available. The central server can be updated on a regular basis in a batch mode. So online connectivity is not required and this would suit remote place operations.
The proof of Concept has already been carried out successfully among rural citizens in Bihar to track the beneficiaries of National Rural Employment Guarantee programme. The registration of about 25 million beneficiaries is in process. The biometric smart cards are due to be issued for transaction tracking.
The Government of India has accepted this process of unique identification using biometrics, have adopted this idea and has formed the Unique Identity Authority of India to create unique identity for over 1 billion people in India. The trials have begun in a few states and would be extended to all states in due course of time.
The Biometric Smart Card under implementation in Bihar and various states for the Mahatma Gandhi National Rural Employment Guarantee programme, Rashtriya Swastya Bima Yojana, Public Distribution System, Coastal Security, etc. has to extended nation wide state by state in a unified way.
In your opinion, what are the main barriers or obstacles in connection with this theme?
The main barrier is the mind set of people. The general feeling is that India is a vast country with poor infrastructure and it would not be possible to cover 1 billion people under a single project.
Also those in power such as politicians, bureaucrats, etc. do not want to accept the idea of loosing the power and are against transparency and accountability. Hence they perpetuate red tapism despite transparency laws.
The rich and the powerful who indulge in corruption and money laundering do not want to introduce systems, lest their money making is hampered.
The poor are not educated enough to fight for their rights. In the name of societal hierarchy, class difference has been created and freebies are extended by governments to please the gullible citizens to win votes.
Money power and muscle power still rule the roost in elections. Votes can be purchased for paltry amounts.
The Civil Society organizations are not able to bring full awareness among the common citizens. Poverty is perpetuated and institutionalized. hardly 1% of the population control the fate of the rest of the 99%. The 99% have no democratic voice.
What type of partnerships you have or intend to generate strategic alliances with for the development of this initiative? Choose all that apply

Describe with whom you have generated these alliances and how
We had started with a few Government organizations in Tamil Nadu and Pondicherry for implementing our e-Administration tool for e-Governance.
Then a few NGOs such as Centre for Environmental Concerns and Centre for World Solidarity, Hyderabad asked us to carry out biometric identification of beneficiaries of Work-for-Food and Flood Relief payments.
The Social Organization Digital Empowerment Foundation, New Delhi recognized our pioneering grass-root initiative in biometric tracking of beneficiaries of NREGS and awarded us the prestigious Manthan Award in 2006 under the category 'e-Inclusion and Livelihood Creation' as the Best Entry among entries from 25 states in India. This was given under the framework of World Summit Awards.
Seeing the above, the Government of Bihar invited us to carry out a Proof of Concept for identifying uniquely beneficiaries of NREGS.
We have recently offered our services to UIDAI.
What are the main results generated and/or expected to generate by means of this initiative?
1. Government of Bihar has accepted our proof of Concept that implementation of Unique Biometric identification and Tracking is possible and necessary to eliminate corruption and eradicate poverty.
2.This is expected to benefit the lives of about 25 million poorest of the poor in Bihar.
3. Government of India has recognized the merit in unique identification of citizens this and has constituted the Unique Identity Authority of India.
4. The UID initiative is expected to cover about 800 million people in the next 5-10 years.
What is the main impact that your initiative might generate?
1. We can see a developed India.
2. True democracy can prevail.
3. Corruption would be a thing of the past.
4. Level playing field with equality of opportunity.
5. Equal work, equal pay.
6. No gender discrimination - be it the girl child or women.
7. Informed, educated and healthy citizenry.
8. All round peace and prosperity.
