The women,
- Took active role in disaster rehabilitation/reconstruction period by gathered data on the settlements and sharing with the authorities,
- Developed dialogue with the local and central authorities,
- Shared experiences with other women around the world and learned that construction need not be a male dominated field, and they could master some of the skills,
- Raised skills and knowledge on relevant technical issues,
- Resolved tensions between the homeowners entitled to government housing and tenants and others without any entitlements, and between those who came out of collapsed buildings and those who didn’t but were either evicted by their landlords or left their damaged homes out of fear.
Besides; 48 women owned their houses.
Problem: Describe the primary problem(s) that your innovation is addressing
Turkey is a country with high risk of earthquakes that account for majority of the damage caused by natural hazards. A destructive earthquake occurs every 1.5 years or less and over 90 percent of the country’s total surface area and population are located in varying degrees of seismic risk.
The two earthquakes of magnitudes 7.4 and 7.2 that hit the Marmara Region on August 17 and November 12, 1999 were the strongest earthquakes that hit Turkey, with fatality rates (14.3 per thousand) five times greater than the previous average. These weren’t only major earthquakes but they took place in a very dense urban setting and the most industrialized region of the country, where 23 percent of the country’s population live and 47 percent of the gross national product is created. Manufacturing industry in the region, alone, accounts for a third of the GNP.
According to official figures, 18,373 people died and about 48.900 were hurt. The actual death toll, however, is estimated to be close to 40,000. About 100,000 housing units were totally destroyed and over 250,000 units received serious or moderate damage. The economic damage is estimated to be around 5 to 6.5 billion US dollars.
During the reconstruction period after the earthquake, the relevant government bodies were lack in the information about the settlements’ tenure composition. Meanwhile a group of tenant women had gathered information on their settlements, developed their own housing system and negotiated with the authorities for being active in the process of reconstructing the settlements.
Actions: Describe the steps that you are taking to make your innovation a success. What might prevent that success?
The project was successfully completed by ensuring following actions;
- Working as a women team,
- Gathering detailed information on the settlements by using effective methods (house visits, meetings)
- Raising knowledge and skills on the relevant subjects like construction terminology, basics by working with the experts and visiting construction sites.
By these actions, women raised their capacity and made them accountable against the community and the authorities. Therefore, they were actively involved in the reconstruction process

The project is completed by Nilufer Women Cooperative. However, the cooperative has many activity fields aiming to empower low-income women and children in Duzce. These activities include training programs for women (literacy, leadership, skills etc.), economic supportive programs (guidance for micro credit) and preschool services for the children. The cooperative aims to expand its activity fields by starting a business for women and to serve for more women and children by opening a new Center in the next years.

The project success makes it a model of disaster reconstruction involving women for the government bodies. Because women were well-equipped with local data and technical knowledge, they became strong alliance for the relevant authorities.

The partnerships were one of the important components in the project’s success. By these partnerships women raised their technical capacity, were allocated lands, and shared experiences. As a result of the project, 48 women became landlords.

The Story
What was the defining moment that led you to this innovation?
Selma, a survivor of the Turkish earthquakes, was active in rescue operations and reconstruction efforts following the disaster. She was engaged in Crisis Group, which was established and operated by citizens. After witnessing how women and children were especially affected by losing their homes and sometimes their families, Selma decided to work as a project coordinator for one of the biggest foundations in Turkey. While there, she began to think about ways to bring lasting economic stability and independence to women—in the event of another disaster or unforeseen crises—ultimately elevating their societal status.
Tell us about the person—the social innovator—behind this idea.
Selma studied art in Istanbul, but when she married, she left the university. She worked as an art teacher at a high school and as a social and cultural affairs coordinator at a local foundation. Selma’s husband died just before the earthquakes, and the building where she worked collapsed during the earthquakes. Some of Selma’s friends and colleagues died, and many suffered irreparable loss. With so much destruction and loss in her city, Selma found relief working on recovery efforts.
Selma was recently awarded the Silver Medal of the Italian Red Cross. She has also received several certificates from local and public authorities for her contributions toward development in the region. For Selma, the best award is to help women gain full citizenship, develop entrepreneurial skills, found businesses, and own property for the first time.
