What makes your idea unique?

We are creating a business incubator for the arts by reusing a 1928 industrial building into a community art center. The concept is not a fine arts center but a working space that allows artist access to resources from work space, exhibit areas, classroom, and performance spaces so they can produce market and sell their work.

Creating a business space for artists who will sustain the incubator by payments from their works and by contributing to community programs will enrich the area, draw new creative economy based business, and create a focal point that will draw from the region. This is not a project that funds the arts but places the business tools in the hands of artists to build sustainable businesses based on their creative skills.

The challenge is generating the capital to renovate the industrial space into a facility that can host exhibits, workshops, studio space, and performance areas. The Arts Council, City and State have contributed starting funds for the project and the building is being used but not to maximum capability once renovation is complete.

What impact have you had?

The partially remodeled building hosts programs by 20 different arts organizations and provides over 300 days of arts programming. Revenue generated by these programs supports artists, provides funds to continue the renovation of the building, and supports community based programs that provide the arts to children, seniors and families.

By providing a resource for artists they have been able to plan new works, engage the community and attract regional tourist to the rural community generating an economic impact. This has provided job creation for artist, tourism and marketing impact for the region, and increased arts based programs for the community.

Problem

The challenge is generating the capital to renovate the industrial space into a facility that can host exhibits, workshops, studio space, and performance areas.

Actions

The Arts Council as administrators of the project are taking the following steps to complete the projects:
* Working with the City to secure HUD rural development funding
* Submitted to state grant request for building funds for community project
* Working with city businesses to promote joint programs where retail business will support renovation of arts center
* release of book about local artists to promote region
* seek support of private citizens

Results

The Arts Council has secured a challenge grant from a regional foundation. The foundation will provide half the funds necessary for the next renovation phase if the arts council and local artists can match the funds.
City has pledged to match community funds up to $20,000.

What will it take for your project to be successful over the next three years? Please address each year separately, if possible.

The project has the capacity to be completed in two years. The remaining renovations required are renovating existing space to create additional areas for studios and workshops for artists. The arts council is seeking to secure $500,000 over the next two years.
The arts council has an active team of community leaders seeks resources to raise the addition fund that are not anticipated to be generated through revenues from the current operation of the space, local support, and regional foundations.

What would prevent your project from being a success?

The project has launched and is successful to the degree that the the space is limits the capacity and number of programs. Unless the renovation of the space can be complete the program will not grow. We are at capacity and can not add the necessary resource to expand services, grow the program, and provide long term support due to space limitations.

The Arts Council working with regional government agencies serves to provide a resource the city and county individually can not fulfill. By establishing an independent body that receives grants, contributions, and the endorsement of the governmental bodies we are able act quickly and independently as a business.
We are able to work with artist to create programs that will increase art, generate revenues for the region, and promote the region.

The regional tourism council, convention board, and schools utilize the programs offered by the space as resources for the region. The programs supported through the space draw visitors from 10 states to the region. The schools which have cut funding for the arts partner provide access to the arts through the Community Arts Center

The local businesses recognize the impact the renovation of the building and the accompanying programs have provided to local economy. They provide support for programs, guidance for the administrative and business elements of the operation, and partner with the program to market these programs regionally.

What are the three most important actions needed to grow your initiative or organization?

1. Provide space and resources for artists. Space, as currently being used, limits the style and durations of programs. Because of demand for space and the desire to provide a diversity of programs the Community Art Center can not offer long term programs. Once the final phase of renovations are complete the building will have the capacity to offer "resident" space for artist to work on long term projects and recurring classes while the other spaces can offer shorter programs.

2. Build a broader base of partners. The Arts Council actively works to secure the participation from the residents, business leaders, and governmental agencies to secure support for the project. The Board of Directors and volunteers have been successful in reaching a broad base of support in our local region. The rural region means that for a project of this scale to be completed it needs to reach beyond it roots to show that this project can be a key feature in the economic development of the region and an example for other communities.

3. Continued Volunteer Support: The operation of the space and development of programs is driven by the artists and community. This is one of the major keys for the success of this project. Because the space is utilized for programs that originate from the community the continued success is based on volunteers. These grass roots programs have been key to maintaining committed volunteers to the project as they can see a direct impact on their community and response to their work.

What was the defining moment that you led to this innovation?

This project was created by the community. In 1990 citizens attended a community wide meeting about the issues facing the region. Residents where asked how locally as a community they could enhance their community, provide jobs, and create a better place to live. It was from this meeting that the community recognized the role the arts have in the community and the impact of creating a community center that was a source of support for local artists would have as in impact on the region.

Tell us about the social innovator behind this idea.

Unlike many ideas which have one visionary this idea was based on a community recognizing it human resource in local artists. This project was created and in response to grass roots ideas created by residents and supported by local business, government and the organizations.
