Our innovative approach consists in the participation of poor rural communities in the development of tourism in a long term active and sustainable way by means of a community partnership.

TNS/ASL Mozambique established a tourism program in 2005 aiming at maximizing the social-economical benefits resulting from tourism for rural communities. With this in view, four pilot lodges have been selected based on their commitment in working and supporting the local rural communities named Guludo Beach Lodge, Nkwich lodge (Manda Wilderness Project – Niassa-Cobue), Ibo Island Lodge and Safaris, and ‘covane’ Community Lodge. Due to financial problems in giving assistance, the program has resized its target area, working with Covane Community Lodge (CCL) e Manda Wilderness Project.
Our assistance is fundamentally technical (support the communities in the process of contract negotiation) and the development of a business plan which the community may acquire are integrated and jointly analyzed with the community, private operator and civil society. Our assistance is tailor made to fit each lodge, which have its strategy context of development.
In the CCL Project, initiated by LUPA (Mozambique NGO) TNS/ASL Mozambique supported the community in a complex partnership process with the private operator aiming at improving the lodge infrastructure, commercialize and create local management resulting in increased benefits to the community (in comparison to what it earns today). Preliminary studies show that the Canhane community, CCL’s owner, has an income of approx. USD $8000/ year. With a partnership with the private operator model, it will earn not less than $47,000 in the first year and $171,000.
Currently there is a fund raising initiative to implement the terms agreed in the contract. 33% of the necessary amount has been guaranteed by the Ford Foundation. TNS/ASL will continue to support the community in the implementation of the terms agreed in the partnership contract.
Explain in detail why your approach is innovative
The TNS/ASL approach is innovative since there is no such a partnership model between the rural community and the private operator in Mozambique. By this approach, the community participates in an active way with the wealth it has available (Right for use of land and its natural resources) and others it may purchase (financing capital to invest in infrastructure and training to secure the use of the rights). On the other side, this approach differs from the manner many organizations or institutions intervene in the tourism sector by privileging the development of rural communities.
It is common to have NGOs raising funds to support communities by giving priority to infrastructure, including lodges, which in the long term will not be sustainable nor have management continuity once the NGO support terminates.
Impact
Describe the degree of success you have had to date. How do you measure, both quantitatively and qualitatively, the impact on sustainability or enhancement of local culture, environment, heritage, or aesthetics? How has it transformed or contributed to the power of place or demonstrated the sustainability of tourism? How does your approach minimize negative impacts?
The success that TNS/ASL has had to date was the closing of the contract negotiation between the Canhane Community (CCL’s owner) and the private operator (Transfrontier Destinations Parks). With this lodge management partnership approach done by the private operator CCL will, in the long run, offer international standard services, generate management capacity to the local community members by means of a continuous learning process.
This partnership will positively impact the income volume resulting from tourism to the community and will also foster business opportunities increasing the volume of local commerce by the CCL and the tourists (handcraft articles)
The success of TNS/ASL in the Manda Wilderness Project cannot be measured at this point given that the final indicator will be the establishment of a community conservancy area and that such community is able to seal partnerships with operators or private investors. Since TNS/ASL intervention, it was possible to train people in leadership and development, formalize the “Umoji” community association and limit the community land (hard work of UCA, a Mozambique NGO) and a community management development plan is in course for its conservancy area.
In what ways are local residents actively involved in your work, including participation and community input? How has the community responded to or benefited from your approach?
In both CCL and Manda Wilderness initiatives the communities are represented by associations involved in the process since its conception with the right to take decisions which will define the future development of these areas.
In the specific case of CCL, the community reached the conclusion that there was a need to find a private operator to manage the Lodge as it would bring long term benefits. As a result, aware of TNS/ASL partnership with ASLF South Africa and given its solid experience in these sorts of processes, the community contacted TNS/ASL with LUPA support.

Sustainability
How is your initiative currently financed? If available, provide information on your finances and organization that could help others. Please list: Annual budget, annual revenue generated, size of part-time, full-time and volunteer staff.
The initiative is financed by the Ford Foundation, which funds cover administrative expenses and provide funding to the community projects. The disbursement of funds to the community projects is made directly to the organizations representing the associations.
Is your initiative financially and organizationally sustainable? If not, what is required to make it so? Is there a potential demand for your innovation?
There is a demand for this innovative partnership between rural community and private operator in Mozambique, where the community actively participates and owns the establishment and/or services offered to clients. However, there is the lack of a concrete example which others may take as reference. TNS/ASL will offer this model since all the negotiation process has been concluded. It is important to mention that these initiatives demand long intervention time from the facilitator, which is not limited to the intervention time but also includes the assistance period during which the contract is implemented.
What are the main barriers you encounter in managing, implementing, or replicating your innovation? What barriers keep your program from having greater impact?
TNS/ASL has just finished the negotiation process between the private operator and the community and is currently raising funds to implement the agreed terms. One of the main barriers to the negotiation process is to manage the community expectation in respect to the closing of the deal being able to balance the offer made by the operator and the risks the community take in entering in such a partnership.
On the other hand, the community was right to complain about the time needed to close the deal since the process had begun in 2006 when a private operator gave up the deal given the discussions initiated by the neighboring community arguing that limit areas of the lodge operation were not being respected.
What is your plan to expand or further develop your approach? Please indicate where/how you would like to grow or enhance your innovation, or have others do so.
TNS/ASL plans to expand this initiative to the South and North of Moçambique-Manda Wilderness in Niassa. After the conclusion of the management plan and declaration of the community conservancy area, we will be able to replicate this model of community-private operator partnership. The organization is open to help other institutions to replicate the model according to the conditions of each individual community.

What is the origin of your innovation? Tell the Changemakers and media communities what prompted you to start this initiative.
This innovation has its origins in the partnership models established by South Africa ASLF in the Madikwe Game Reserve zone and the Makulekwe region. This is connected to the fact that the rural community in Mozambique continues neglected in the development process in particular as far as tourism industry is concerned.
On the other hand, the same communities own the natural resources that serve as tourist attraction in the rural areas, particularly conservancy areas where there are conflicts between men and animal and ‘loss of human life and reduction in the number of animals’ is registered.
In this scenario, tourism presents itself as an alternative source of income as long as it is practiced in a sustainable manner and the social economical benefits are maximized. This sort of “enclave tourism” is practiced in areas of local community all over the country, without funds or technical support.

What types of partnerships or professional development would be most beneficial in spreading your innovation?
In order to disseminate this innovation there is the need to establish a dialogue among the various stakeholders of the sector, such as government, civil society, private sector, community and donors. This would be possible by means of research projects resulting in workshops or publishing of best practices or models also including the analysis of pitfalls.
