Blame the Shovels

The world's poorest people use shovels to mix cement and concrete. This results in bad concrete that crumbles in disasters (See: Haiti after Jan. 12,2010). This group will discuss ways to stop the shovels from killing people.
We do not blame the people, just the poverty that forces this action.
Let us work together to find solutions to this international tragedy and stop the shovels!
