Job Summary:
CARE International in the Caucasus is announcing an opportunity for Market Development Specialists with value chain expertise to submit applications to be added to the CARE staff roster. We are looking for experienced professionals with a strong understanding of the “Making Markets Work for the Poor” (M4P) approach.
Appropriate candidates will have a strong background in program management, value chain analysis and execution, as well as livestock interventions and agricultural extension activities.
The post will be based outside the capital with limited/no options for schooling or spousal employment. Successful applicants will be added to the CARE staff roster and contacted when there is a specific opportunity for a project manager.
Responsibilities:
• Overall responsibility for the planning, management, reporting, implementation and monitoring of the CARE project
• Supervision of project staff
• Ensure that appropriate technical assistance and expertise in the field of market development is applied to relevant project activities
• Perform other duties as assigned
Qualifications:
Education/Training:
Required:
• Minimum of a Bachelors level degree in agriculture, community development, natural resource management or related discipline.
Desired:
• Masters in Rural Development / Agriculture or related discipline. Short course trainings in decentralised planning, marketing, participatory approaches to development and emergency planning.
Experience
• At least 5 years of practical experience with an international development organisation, managing multi-disciplinary projects under complex operating environments, similar to those found in Georgia or experience with the direct oversight of individual projects involved in disaster risk reduction, agricultural development or regional planning processes.
• Strong and proven experience in managing “making markets work for the poor” (M4P) projects.
• Demonstrated practical project management experience covering all aspects of the project cycle from design to implementation and evaluation.
• Specific experience of at least 3 years in sustaining and strengthening partnerships.
• Solid human resource management skills with an ability to rapidly build a strong multi-technical team and effectively oversee and control sub-office administrative functions.
Knowledge and Skills
Required:
• Monitoring & Evaluation experience and skills, good computing skills, knowledge of participatory methodologies.
• Practical knowledge of livestock interventions, particularly dairy and cattle.
• Experience with other relevant technical skills, notably in value chain analysis and execution.
Desired:
• Familiarity with partnership concepts development.
• Experience within the Caucasus region.
• Georgian / Russian language an advantage.
