Taxi Service Reform

Business models for common carriers (taxicabs) establish drivers as independent contractors with no control over costs to participate. In other words, to conform with regulatory requirements as common carriers, private companies organize drivers to serve all consumers (cash payment paradigm). The result is unreliable service (no forced dispatching) and exploited drivers.
My system organizes the consumer through a non-profit benefiting under served workers in an industry dependent on such improved taxi service, in a cashless paradigm in order to attract all drivers operating under a contract carrier permit. With current social dynamics moving quickly now to a cashless environment, this system sets drivers and consumers firmly on the path of more reliable taxi service without exploiting drivers or at the expense of consumers. In simple terms a non-profit entity replaces private taxi companies removing the adversarial incentives for drivers created through third party profit pressure. (Forced dispatch can be allowed and thus, more reliable and higher service standards)
Complete reform evolves through a measurable process during the inevitable and continuing changes in social dynamics.
The grant or loan provided is to construct a web based payment/communications platform for access by individual state franchises of both fleets (equal equity partners) and state controlled chapters of the non-profit entity.
