What makes your idea unique?

CCA-THRio is a tool to increase community participation in the TB-HIV operational research in Rio, called “The Impact of Tuberculosis Preventive Therapy for Patients Co-infected with Tuberculosis / HIV with Access to High Potency Anti-Retroviral Therapy in Rio de Janeiro, Brazil - An Essay on Stage-to-stage Implementation (THRio)”. The research has contributed to socialize the objectives and procedures used during the project’s execution and to disseminate partial and final results of the research. In the recurring meetings we discuss related subjects like training of the research’s participants, elaboration of education, information and communication material (IEC). CCA-THRio is also a learning opportunity for everyone involved, enabling them to participate in research ethics forums and increasing the expression of their rights. CCA-THRio’s experience is an example for its use of the many viewpoints of the participants and investment in the communication between the representatives of the groups interested in the research.

What impact have you had?

CCA-THRio’s experience is an example for its use of the many viewpoints of the participants and investment in the communication between the representatives of the groups interested in the research.
The results of this experience is expressed by the cooperation and commitment of the different people involved, who multiply the partnerships between researchers, as well as the adhesion of activists, community leaders and health professionals. Those people turn the “3-I” proposal (Intensification of the search for Tuberculosis cases, Infection control and Isoniazide-based preventive treatment) which is considered by WHO as a key strategy to reduce the impact of Tuberculosis on people living with HIV/Aids.

Problem

A absence of communication channels between the research communities and the health professionals, activists, health service users and the subjects of the research, that is, all people involved in the execution of the research on human beings.

Actions

Effective and regular volunteer participation from the different sectors of the community that is involved in the research and related activities: trainings, creation of educational material, TB-HIV integration forums.

Results

To achieve sustainability of the advocacy actions towards the prevention of tuberculosis in patients infected with HIV;
To strengthen of activism around the Tuberculosis issue.
To maintain a permanent communication channel around the defense of ethics in researches with human beings.

What will it take for your project to be successful over the next three years? Please address each year separately, if possible.

2011 – Investment in training for the empowerment of new community leaders, health professionals and managers;
2012 – Maintenance of the activities for health professionals and public health service users, including a greater participation of local managers;
2013 – To revitalize the City Bioethics Committee.

What would prevent your project from being a success?

Demobilization of the CCA-THRio group;
Reduction of national and international activism around fighting tuberculosis and AIDS;
Interruption of investment in control mechanisms for studies on human beings.

The partnership between the research communities and the other sectors involved is important to: a) ensure that the rights of the research participants are preserved in all levels; b) ensure the existence of an independent source of information about the research for participants and the community, also acting as a their spokesperson with the research team and; c) ensure that all questions that emerge will be considered by the research team.

What was the defining moment that led you to this innovation?

The existence of a community agency for consultation and tracking of the THRio research was seen as relevant even before the participant clinics entered the project. CCA-THRio had its first meeting in January 2005, and the study in the clinics (the field work) started in September 2005.

Tell us about the social innovator behind this idea.

Vitória Vellozo, a doctorate in public health, started her career at the Municipal Health Secretary in 1992, at the Municipal Health Center José Paranhos Fontenelle, working with creation and coordination of epidemiological vigilance operational projects.
In 1996 she joined the General Management of the STD/AIDS program. Being in charge of the STD/AIDS prevention activities, Vitório created and implemented a system for monitoring and evaluating the prevention projects from health services and NGOs. For nine years she has coordinated and structured, together with the Management team, the realization of the Municipal Seminar for the Prevention of STD/AIDS, which aims to promote reflection, improvement and systematization of STD/AIDS-related activities and to reinforce dialogue between the universities, health centers, NGOs and community associations that develop prevention actions.
On 2002 she took the post-graduation course on “Management for Third Sector Organizations” at Fundação Getúlio Vargas (FGV). Her monograph, titled “Partnerships with the Non-Governmental Organizations in the fight against AIDS: the experience in Rio de Janeiro” was used to promote many changes in the conduction of activities by the Management team.
Since 2004 she participates in the “The Impact of Tuberculosis Preventive Therapy for Patients Co-infected with Tuberculosis / HIV with Access to High Potency Anti-Retroviral Therapy in Rio de Janeiro, Brazil - An Essay on Stage-to-stage Implementation (THRio)” study. In this project she is responsible for the training activities for health professionals, activists and community leaders, promoting knowledge on both the policy and advocacy issue and health assistance themes. With this experience, she was able to create and participate of the first Community Tracking Committee of an operational research conducted by the Municipal Health Secretary, which constitutes an opportunity to contribute for the formation of citizens who possess critical thinking and for personal and professional development, based on the rich exchanges provided by the social praxis.
