What makes your idea unique?
By building on self-management structure it is possible to ensure housing and city rights on the agenda, leading information to society and creating tools to demand the necessary changes. The innovation is that women, themselves, that are directly involved with their needs establish the problems to be overcome with a group discussion to seek the best way to solve them.

Self-management has a direct impact on women's lives. The fact that they actively participate in social movements and have the training to do it has ensured gender participation in decision making positions, such as boards and organizational management. Women are also builiding the agenda on housing with governments and requiring that all units built by the public power have women holding the Title of possession.
The self-management process not only builds the house, but also citizenship. Most of the women involved had their self-esteem increased. Which meant that they came back to school, which consequently increased their income. In the building task force at Garden Celeste, according to a survey conducted, 60% of women returned to school, finishing high school and some continued with higher education in the areas of social services, education and law. Parents returning to study, create a culture within the family by encouraging the children to stay at school.
The one thousand and one hundred and fifty three (1,153) families living in Housing Project Garden Celeste are low-income families with the vast majority of female as heads of households.
At Garden Celeste 1 = 200 units; Garden Celeste 2 = 200 units; Garden Celeste 4 = 101 units; Garden Celeste 5 = 172 units; and over 480 apartments, benefiting 1,153 families and approximately five thousand people.
Problem
Our cities are expressions of multiple inequalities and class generation and gender differences. In São Paulo, the government is doing many disordered evictions in the slums and tenements, leaving many women and their families homeless. At the same time, the absence of an adequate policy on affordable housing is among the leading causes of occupations in risk areas.
Actions
Promotion of women's rights with greater gender equity in the field of urban reform; women’s citizen law; specific Public Policies for women; specific funding programs to low-income women; develop initiatives, programs and projects that contribute to the improvement of living conditions of women in human settlements; strengthening leadership, dialogue and the demands of women in local government in order to promote citizenship and to promote changes in living conditions, raise awareness, education and encourage joint work with civil society organizations, technical and political employees who can influence public policies, housing and territorials programs and projects seeking Gender Equity; invest in training on differential access by gender in relation to land, housing, urban services , security in the city, participation in local management with emphasis on poverty and social exclusion that affect women at that specific region and the world.
It lacks interest of women to participate in planned activities and also to require the government to develop specific policies to the young women.
Results
Year 1:
- To have a group of militants who seek to train and to multiplicate actions in the construction of public policies, lobbying in the spheres of government and public policy integration between movements and through seminars and meetings between movements and governments.
- Seek partners that support this group;
Year 2:
- Provide visibility of actions taken by the community, and for other communities;
- Build a database of proposals and solutions of similar communities;
Year 3:
- Encourage men and women to recognize the need for structural changes;
- Have more participatory and purposeful women in building a more egalitarian society.

Through the participation of women formed by these actions on the boards of housing, city councils and through conferences focused on public policies with public participation (women, health, blackness, housing, child and adolescence, communication) we focus directly on developing and implementing public policies for low-income women.

Our main partners in building affordable housing are public authorities, with fully autonomous and independent relationship.
The partnership consists on releasing funds and land for the construction of popular houses for low-income families.
We also have partnerships with universities (PUC, USP), NGOs (Ashoka, Polis Institute, Gaspar Garcia DH, E-Changer) and networks (HIC, Women and Habitat Network, Huairou Commission), to provide leadership training, capacitation community agents and development of educational materials in a simple and understandable language.

Affiliated organizations contribute up to 70% of a monthly minimum wage.
The movement also receives support from the NGO Misereor of € 50,000 per year, in addition to specific projects for meetings and training seminars of various partners (CAIXA, Banco do Brasil, Fase, Cese).
The Story
What was the defining moment that led you to this innovation?
During the projects construction of self-management we realized the need to work the subject of women, since they present are on most days of the construction task force. Throughout the process the men were minority, but occupied the posts of decisions.
Facing this reality, we stand this position of struggle inside the movement affiliated with the União dos Movimentos de Moradia da Grande São Paulo e Interior. This initiative was well received and now has become a example for the National Union for Popular Housing, which operates in 24 states in Brazil. We also serve as an example for other countries.
Tell us about the social innovator—the person—behind this idea.
The daughter of illiterate parents and motherless at the age of five (5) has 16 siblins by father’s future relationships.
In 1980 she was part of the Pastoral da Juventude (Ministry os Youth) in the Catholic Church for some years. It was a very important phase of her life, at the time recently arrived in Sao Paulo, it was the place where she could pass for a moment of reflection and have friends with the same age range.
In 1984 she joined the Pastoral da Moradia (Ministry of Housing) and began the path of struggle. The country was emerging from a long process of military dictatorship and was the year of the first direct elections in the country. In the metallurgy industry in Sao Paulo, followed the entire process of mobilization of unions based in Sao Bernardo do Campo and Sao Paulo, at the time completely tied to employers.
In the communitary movement, was director and president of the Associação de Moradores (Residents Association) between 1986 and 1988. Starting from 1989 continued as director of a housing project, where the vast majority of beneficiaries of family heads are women.
Moved to her home only in 1995, the same year she returned to school by making supplementary elementary school through high school, concluding in 1999. That same year she started law school at UNIP, concluding in July 2004.
Acting in the popular movement of housing (UMM-SP) and feminist consciousness, even with all the difficulties he never abandoned his responsibilities as mother and raise her three sons. Since 2008, elected national secretary of the women of the National Union for Popular Housing and board member of Habitat International Coalition-HIC. In 2009 became Social Entrepreneur Fellow at Ashoka.
