A positive school climate creates the foundation for learning. Unfortunately, too many young people feel disengaged from and unwelcome in their schools. Nationwide, over 50% of students feel unsafe in school; 1 in 3 students report being bullied. These factors lead to a host of poor outcomes including academic failure, behavioral problems, civic disengagement, violence, and suicide.
The statistics are staggering:
-13 million youth are bullied every year
-3 million students stay home every month because they feel unsafe in school
-74% of 8- to 11-year-old students said teasing and bullying occur at their schools
-40-60% of students report being chronically disengaged from school, directly contributing to a rising dropout rate, particularly in low-income neighborhoods

NSCC was formed because we know that this is a problem that can be solved. Decades of research demonstrate that a positive school climate promotes safety, academic achievement and engaged learning and teaching. We seek to narrow the gap between what research tells us about school climate and current practice. We do this by assessing climate and providing professional development, tools and resources to transform schools into welcoming environments where all members of the school community feel supported and empowered. We also support schools through our BullyBust: Promoting a Community of Upstanders campaign. This campaign is an essential and foundational element of everything that we have learned about school climate, packaged for the entire school community. Through this campaign, we have helped over 1,600 schools and more than 800,000 students and adults become Upstanders - people who recognize when bullying occurs and act to make it right.

Our goal is to promote positive and sustained school climate: a safe, supportive environment that nurtures social and emotional, ethical, and academic skills. We do this by working with schools and districts to measure school climate using our empirically validated Comprehensive School Climate Inventory. We also provide professional development to improve school climate using a model that empowers educators to bring the message of school climate to the entire school community.
Through this work, we have found that adults overwhelmingly believe that social as well as physical safety is a “mild” and sometimes “moderately severe problem”, but that students consistently rate school safety as a “severe problem.” This finding led us to launch BullyBust: Promoting a Community of Upstanders, a campaign to end bulling by transforming the climate of the school. The campaign is grounded in comprehensive school climate reform strategies and is aligned with the US Department of Education’s bully prevention guidelines.
As part of this campaign, students across the country are forming Upstander Alliances. NSCC provides free resources to help Upstander Alliances create targeted community-wide engagement projects focused on preventing bullying and improving school climate. We provide them with access to tools for creating and sustaining their group and opportunities to connect with experts and youth leaders. Not only do Upstander Alliances create authentic change in their school communities, they also learn to be student leaders, empowered to make the world a better place.

Several national organizations focus on aspects of school climate, including social and emotional learning, civic engagement and mental health. NSCC is the only organization focusing directly on school climate. We work actively with others to provide schools with all of the resources they need to succeed. Our national school climate council, representing many of these organizations, helps us to think and learn with those who might otherwise be seen as our competitors.
Specific to our work around bullying and violence prevention, we stand out from our competition because we do far more than provide packaged standalone curricula. We know that sustainable change only happens when the entire school climate is improved, therefore we focus on non-stigmatizing, whole school transformation.

In the past three years, BullyBust: Promoting a Community of Upstanders has grown exponentially, and the response has been overwhelmingly positive. We currently reach 800,000 young people in over 1600 schools nationwide. Based on feedback and survey follow-up with students and school staff, we believe our work is beginning to transform school climate. Most notably, students, principals and teachers reported that:
• They saw an increase in awareness and understanding of what constitutes mean, cruel, bullying behavior
• Student behavior shifted from one of stigmatization (singling out the bully) to empowering and celebrating the “upstanders”
• Referrals for behavior incidences were down significantly, in some cases by as much as 50%over the course of the year, because students were more focused on positive behaviors and responses
• Students were more engaged and there was deeper collaboration between students and adults to address school climate issues

We will use pre and post survey data, classroom observations and qualitative study to monitor progress. Empirically validated survey tools, such as the Comprehensive School Climate Inventory, will measure student views of their prosocial attitudes and behaviors, academic motivation, and self-reported academic achievement. A parallel set of surveys will be constructed for teachers.
By the end of year three, we expect to see:
20% drop in “chronic absenteeism”(students who are absent 3 or more times per month)
20% decrease in behavioral referrals and suspensions
40% increase in the number of students who report that they are motivated and engaged at school
40% increase in reports of Upstander behavior
30% decrease in incidents of violence

As is the case with many great ideas, the impetus for NSCC happened over a meal. George Igel, our current board chair, and Jonathan Cohen, our president, were having lunch and the conversation eventually turned to a topic that they spoke about a great deal. As mental health practitioners, they were frustrated that there was so much known about how to support children’s healthy social and emotional development. Yet, this wealth of research wasn’t being applied to the education of America’s children. By the end of the meal, they had plans to hold a conference. The initial conference, held at Columbia University, was so successful – over 500 people attended from around the world – that Columbia was inspired to support a Center to study social and emotional learning. Their initial goal was simple and overwhelming: to transform public K-12 education by incorporating social and emotional learning as an integral facet of the instructional and systemic aspects of school life.

In 2007, we partnered with the Education Commission of the States to form the National School Climate Council http://schoolclimate.org/about/council.php. The Council is a freestanding, non-partisan group of policy and practice leaders. We also partner with school districts, State Departments of Education, and individual schools nationwide as both a thought partner and direct service provider. We partner with over 20 national organizations, and we are committed to both expanding the number of organizations we work with and deepening our existing partnerships.

We have assembled an extraordinary and talented group of full and part time staff, and a National School Climate Council, as well as an amazing and invaluable Board of Trustees which offers us a wide-range of expert guidance. Leading our research and evaluation team is Amrit Thapa, PhD. Amrit received his PhD in Economics and Education from Teachers College, Columbia University. He will design and lead all of our evaluation efforts in collaboration with Jonathan Cohen, PhD, President of NSCC and Adjunct Professor in Psychology and Education at Teachers College, Columbia University.
