What makes your idea unique?

In line with the policy which calls for Rwandan Education for All Strategy for Economic Development and Poverty Reduction Strategy (EDPRS) that Rwanda has adopted and the 2020 vision, this project has been developed in order to include children living with their mothers in prison. These children appear to have been forgotten by the community they live in prison despite their rights and risk being marginalized. Their future is in jeopardy due to lack of access to education, health care and other necessities which a child should receive.
The nurseries will be established within each institution among the 13 penitential coeducation allow infants to spend less time with other prisoners and spend more time studying and entertainments. The risk of a negative influence by other prisoners will be minimized and the chance to adapt to school life after their release from prison will be increased.

2. Lack of community ownership of problems of children living with their mothers in prisons due to the social fabric has been torn by the tragic events of the past experienced by our country

Actions

At the beginning of the project, meetings were held with the authorities at the penitential institutions to identify locations suitable for the establishment of nurseries. Each nursery will be established based on the number of children within each prison. The related data will be provided by the authorities concerned penitential institutions. CHILD AT HOME, in collaboration with MININTER lead this activity.

Results

Children living with their mothers in prison are educated at the same level as children in other schools in Rwanda;
Children living with their mothers in all prisons in Rwanda have access to health care;
The Rwandan community at any level is sensitive to the situation of children living in prisons in Rwanda and committed to contribute to solving their problems.

What will it take for your project to be successful over the next three years? Please address each year separately, if possible.

To fully maximize the chances of success of our project, it will be essential to establish good mechanisms for monitoring and evaluation. Our Procedures Manual will serve as a good basis for project monitoring. Throughout the project, regular monitoring will be maintained to ensure the effectiveness and efficiency. The mid-term review and completion of the project will be led by CHILD AT HOME, its shareholders and the authorities at penitential institutions to measure the impact of the action.
The organizational structure will be put in place to ensure the internal monitoring and regular evaluation of activities. The Project Coordinator is responsible for managing all the action.
It is intended for internal evaluation and external to the end of the project: Evaluation and Audit and the report will be prepared. The conditions of the commission of the European Union will be fulfilled: eg original receipts will be kept for 7 years after the period of implementation of the project.
The associated action and the local authorities at the prison and will be involved in the project evaluation. The evaluation reports (midterm and end of project) and external reporting and internal audit will be submitted to the commission of the European Union.

The Story

What was the defining moment that you led to this innovation?

Rwanda has experienced a tragic past, including the genocide of 1994 has worsened the situation leaving many prisons full of people accused of genocide and related crimes and ordinary crimes, which are added. Among the prisoners there are women who live with their children aged zero to five years. Pregnant women were also imprisoned and give birth in prison. These children are condemned to live in prison. They are extremely vulnerable. They grow up in a prison environment and share the same fate with their mothers. Stripped of almost all their rights, they are victims of the situation and innocent prisoners.
The Convention on the Rights of the Child of 1990 states that a child under the lack of physical and mental immaturity, needs protection and care. In the context of remedying this deplorable situation in which these child are ‘’CHILD AT HOME’’, working to improve the living conditions of children living with their mothers in prison.
