Detroit Economic Enhancement Program

Describe your project

The Childrey Deliverance Foundation, 501c3 Tax Exempt Education Organization formed six years ago in memory of (Johnny C. Childrey SR)to provide direct employment/career counseling, microenterprise entrepreneurial training & development, financial literacy and credit repair services to youth deemed at-risk,low-income adults and emerging entrepreneurs. We provide effective advocacy and compile/disseminate information useful to empowerment. Our mission is to mentor/counsel economically disadvantaged individuals in our community on the importance of education in relation to job placement and personal economics (credit). Our organization provides the most comprehensive employment enhancement and financial literacy/credit repair courses to bring our clients to self-sufficiency to purchase homes.

What stage is your project in?

Operating for more than 5 years

What makes your project unique as it relates to the theme of this competition?

The Childrey Deliverance Foundation helps our clients reestablish their credit history through our credit enhancement program. Credit is a tool to be used properly! The key goal is not to destroy your credit from the beginning of starting your credit history, if a client happens to have been irresponsible with their credit. We can help our clients reestablish their credit history through our credit enhancement program to initiate debt reduction and savings development plans to achieve the major life-enhancing goals of Home Ownership.

Our goal is to affect lasting change in Detroit's low cost housing market and regain social and economic ground lost by the foreclosure crisis.

Project Uniqueness: Our counseling agency explains to the client/future homeowner up front his/her consumer rights concerning all matters of homeownership! If we don’t know the answer to a problem we will put in diligent research efforts towards finding a qualified expert to find a solution to the problem!

At the Childrey Deliverance Foundation, we’ve learned that it’s only through providing an answer to failed socio-economic conditions in our local community and beyond through the means of Education, Job Skills Training, Financial Literacy anchored and coupled in faith-based approach to Family Counseling and Adult Mentoring can we change a community in economic turmoil.

Our mission is clear; programs to increase affordable housing need to be created to stimulate population growth which would increase the city tax base and help alleviate Detroit’s budget crises.

Share the story of the founder and what inspired the founder to start this project

I, Monte J. Childrey, President/CEO/Founder of the Childrey Deliverance Foundation, personally purchased and rehabilitated a (HUD) home! I am an Honorably Discharged Veteran of the U.S. Army and I decided to use my VA Benefits to Purchase this property! Unfortunately, the VA doesn’t have a rehabilitation mortgage program. I worked and saved up Five Thousand Dollars to close my VA loan. My Grandmother gave me Four Thousand-Five Hundred Dollars to rehabilitate the property. I searched for Property Rehabilitation Assistance through the following avenues (City of Detroit, Wayne County, and the State of Michigan) and I could not find anyone to assist me! These government entities should be appreciating any citizen willing to fix up abandoned, neglected properties within the City of Detroit and the State of Michigan.

Immediately, after I acquired and rehabilitated the (HUD) property, the City of Detroit placed an illegal demolition lien on the property! Next, the City of Detroit, Wayne County and the State of Michigan began to raise the property taxes on a property that was not producing city tax income excessively. Finally, the State of Michigan’s affiliates the Insurance Industry began to raise the insurance rates on the property so excessively that I could not afford Homeowners Insurance.

After going through this experience, I decided to form The Childrey Deliverance Foundation, a Non-Profit Organization formed to teach future homeowners about credit and help existing homeowners avoid foreclosure.

Social Impact

Who or what (i.e. youth, women, environment, etc.) benefits from your project, and why is your project critical?

The entire Detroit Metropolitan Region of the State of Michigan will benefit from our endeavors. When Detroit thrives the state of Michigan Thrives!!

In the City of Detroit we are strategically putting in place Homeownership Seminars to help strengthen our local. By teaching displaced or threatened homeowners at risk or victims of Foreclosure how to repair and rebuild their credit we aid in “Reinvesting into our Ravished Communities”, by helping constituents to position themselves with the right financial literacy classes and credit repair riggers to be once again, New Homeowners, making once again our communities- Great

Cause: Helping Citizens of Detroit obtain the Great American Dream of Homeownership!

Affect: Neighborhoods Remodeled! Increased Homeownership!

Please describe how your project has been successful and how that success is measured.

Our organization has counseled more than 50 youth and adults in our community on the importance of graduating from high school and continuing their education through collegiate efforts. We have successfully graduated several participants in our program! Through our job placement program we have helped adult consumers receive interviews and several of these individuals received employment. Through our job placement program we intend to continue to counsel our clients on economic issues through our Financial Literacy / Credit Repair (Credit Counseling 101) Seminars in an effort to help them receive FHA 203K home mortgages and small business loans. Our organization has counseled more than 10 young adults in our community on the importance of sexual responsibility! We are trying to reduce the number of teenage pregnancies in our community and instill an understanding of parenthood in our youths.

Home Ownership Evaluation: Our organization will compare and contrast the number of clients tutored, enhanced their credit, received mortgages and homes with how many clients who did not receive a mortgage and homes! These two factors will show us if our counseling techniques are effective! We will also compare and contrast the number of homes remodeled in a neighborhood with the number of homes demolished in the same area! These two factors will show the progression or lack of progression of a neighborhood being remodeled! Success will be measured by the rejuvenation and economic stimulation in the target region. Success will be measured by the increased tax base for Detroit City.

How many people have been impacted by your project?

101 - 1,000

How many people could be impacted by your project in the next three years?

More than 10,000

What barriers might hinder the success of your project and how do you plan to overcome them?

The lack of Government, Corporate and Foundation support and funding for the Detroit Economic Enhancement Proposal to pay monthly expenses, hire counseling staff and build client base.

How will your project evolve over the next three years?

Within the next three years our organization intends to remodel large areas of Detroit City and influx dedicated homeowners into these remodeled neighborhoods. Each individual will be responsible for his or her property alleviating the blighted devastation that has taken over this city today.
We also intend on creating an entrepreneurial revival in Detroit City to eliminate blighted commercial store fronts in to thriving business districts. Detroit has an abundance of empty abandoned dilapidated homes, storefronts and commercial buildings. All of these unused assets could be put to use to generate cash flow and the jobs needed to cut the cities unemployment rate and bring the city out of a deficit situation.
