Actualmente es Presidenta de la Federación Latinoamericana de Abogadas (FEDLA) y dirige el Programa Mundial “Globalización de la Justicia y el Derecho de la Mujer a vivir una vida libre de Discriminación y de Violencia”. En 2009, presentó un Proyecto de Convención Africana para Prevenir, Sancionar y Erradicar la Violencia contra la Mujer (Convención de Trípoli, entre el gobierno de Libia y la Unión Africana) y el Proyecto de “Convenio Europeo para Proteger el Derecho de la Mujer a una vida Libre de Violencia”. (Convenio de Madrid – Noviembre- Madrid). Es abogada, jurista, legisladora, parlamentaria (Senadora y Diputada), diplomática, humanista, activista social desde hace más de 40 años, conferencista internacional, experta en derecho internacional, derechos humanos de la mujer, pionera en promover legislación internacional contra toda forma de discriminación y violencia hacia la mujer, que ha impulsado cambios legislativo y estructurales en los países. Ha representado a Venezuela en más de 60 misiones diplomáticas ante países y organismos gubernamentales y no-gubernamentales. Delegada Titular por Venezuela con rango de Embajadora ante la Comisión Interamericana de Mujeres (CIM) de la Organización de Estados Americanos (OEA), organismo en el cual liderizó, como propulsora y principal negociadora de la Convención Interamericana para Prevenir, Sanciona y Erradicar la Violencia contra la Mujer. Este tratado internacional ha sido ratificado por 32 países América, es el único en el mundo que por razón de género, le ha sido expresamente “ratificada la competencia contenciosa de la Corte Interamericana de Derechos Humanos”. (Sentencia 16 de Noviembre 2009) Delegada oficial de Venezuela ante la Comisión Jurídico – Social de las Naciones Unidas (1974- 1980) y como representante de la Federación Internacional de Abogadas (FIDA), impulsó y co-redactó la “Convención Internacional contra toda forma de Discriminación de la Mujer”, suscrita en 1980 y ratificada por 186 países. Fue electa Presidenta de la Federación Internacional de Abogadas (FIDA) (1979- 1982). Institución con estatus consultivo en la ONU, que agrupa 87 países. En 1976 como presidenta de la Federación Venezolana de Abogadas (FEVA), impulsó la reforma del Código Civil de Venezuela, hasta obtener su aprobación en el año 1982. Esta Legislación concedió igualdad jurídica a la mujer, a la familia, a los hijos, frente a sus padres y la sociedad. Ha recibido numerosas condecoraciones, reconocimientos en distintos países, y los títulos de: • Mujer de Venezuela, 1993 • Nominada al Premio Nobel de la Paz, 1996 • Mujer Distinguida de Venezuela, 1998 • Postulada al Premio Príncipe de Asturias de Cooperación Internacional, 1998. • Incluida en el Proyecto 1000 Mujeres para el Premio Nóbel de la Paz Mundial, 2005. • Amiga Panamericana, 2008. ------------------------------------------------------------ Presently, Ana Lucina is the President of the Latin American Federation of Women Lawyers (FEDLA) and she leads the World Program “Justice Globalization and the Right of Women to live free of Discrimination and Violence.” In 2009 she submitted an African Convention Project for the Prevention, Punishment and Eradication of Violence Against Women (Tripoli Convention, between the Government of Libya and the African Union) as well as the “European Convention to Protect Women Rights to a Life Free of Violence.” (The Madrid Convention - November - Madrid). Ana Lucina is a lawyer, a jurist, a legislator, she is a member of Parliament (Senator and Congresswoman), a diplomat, a humanist, has been a social activist for over 40 years, international speaker, expert in international law, and in women's human rights. She has been a pioneer in promoting the international legislation against all forms of discrimination and violence against women, driving legislative and structural changes in several countries. Ana Lucina has represented Venezuela in more than 60 diplomatic missions in various countries and before several governments and NGOs. Ana Lucina was appointed as Delegate from Venezuela having Ambassador status before the Inter American Commission of Women (WIC) of the Organization of American States (OAS). There she became the leader, the sponsor and key negotiator of the Inter-American Convention for the Prevention, Punishment and Eradication of Violence against Women. This international treaty has been ratified by 32 countries in America and is the only one worldwide that on account of gender, expressly “ratifies the contentious competition of the Inter-American Court of Human rights.” (Award November 16, 2009). She was also Venezuelan Official Delegate to the Legal – Social Committee of the United Nations (1974 - 1980) and in her capacity as representative of the International Federation of Women Lawyers (IFWL) she promoted and co-edited the “International Convention against all forms of Discrimination against Women”, signed in 1980 and ratified by 186 countries. From 1979 – 1982, Ana Lucina became President Elect of the International Federation of Women Lawyers (IFWL). This institution acts in an advisory capacity at the UN and assembles 87 countries. In 1976, as president of the Venezuelan Federation of Women Lawyers (FEVA), she promoted Venezuela’s Civil Code reform, until its approval in 1982. This Law granted legal equality to women, the family, and children versus parents and society. She has been awarded with numerous decorations and has been acknowledged in several countries, including: Woman of Venezuela, 1993; Nobel Peace Prize nominee, 1996; Distinguished Woman of Venezuela, 1998; was nominated to the Prince of Asturias Award for International Cooperation, 1998. She was one of the participants in the Project “1000 Women for the World Peace Nobel Prize, 2005 and elected Pan-American Friend in 2008.
