To establish Service Improvement plans in 7 villages of Talin region/Aragatsotn Marz of Armenia
Currently local authorities are not working in harmony with citizens. The project is aimed to seed elements of citizen participation in local government decision making. As a result local authorities will accustomed to involve citizens in projects.

Both citizens and local authorities will establish good practice of working together to solve community problems. The community will have comprehensive plan for future improvements and document for fundrasing purpose.
Citizen involvement or partnership in local government decision making
The established citizens groups in communities will define problem priorities. Jointly with community authorities citizens representative will elaborate plan for further development: implementation of projects related to service delivery. The plan will assist local government authorities to establish partnership and solve problems in communities.
The elaborated plan will be under the control of local authorities and municipalities will seek funding from the state source or donors.
CAGs will be involved in future fundraising efforts to find funding according to the plan.
The elaborated plan might be updated and new problems will put in.
The plan will be elaborated by CAGs in communities.
Provision of General meetings in 7 communities.
Election of Civic Action Group members.
CAG will work with local authroties to define problems, elaborate action plans.
Community will have comprehensive service iimprovement plans and opportunity for prospective fundings.
Collaboration/partnership of citizens with local authorities.
