Government and Parliament with a mandate to run processes of development requires the aspirations of citizens. TamanBercerita (literally “Story Park"), connect those previously not connected. TamanBercerita, getting citizens more involved in the process of development.

What if every citizen can be involved in the planning and monitoring of urban development development process can realize a friendly city for citizens?
About Project

Problem: What problem is this project trying to address?

The government already has a channel the aspirations of citizens, through limited development forum and various channel of communication media. Citizens involved through representation in the planning and monitoring of urban development. However, this mechanism is not yet enough to voice the mass and gather representative data for development process. Some citizens still often protested by many different ways.

Solution: What is the proposed solution? Please be specific!

TamanBercerita, a communication media that citizens can be involved in the planning and monitoring of development. TamanBercerita initiative is developed offline - online. TamanBercerita Offline is a park, on urban green open space, which has meeting facilities. Residents meet with other people, also with the government, every month, to tell each other and discuss solutions to the problems that exist in the city. TamanBerceritaOnline is an app multi-platform (gadget, laptop, PC), multi-source (news, timelines, offline, etc), active-passive (receiving and collecting information), and have geolocation information. TamanBercerita Online connected with government offices and parliament. Online information is also presented in offline.

Story submitted by citizens, unite with each other ideas for the betterment of the city. Citizens tell each other about the problems and offer solutions for development. Meetings were held in public green spaces, where every citizen can participate, carried out jointly by the citizens and the government. Information is processed, so can easily distributed, to those parts of Government. For example: the city administration of Samarinda began to closely monitor the activities of coal mining companies. Citizens who were affected by floods also begin to know the main cause of flooding. In addition, there are many stories shared in the city's history TamanBercerita, which has not been inscribed in the books about history of the city.

For citizens, making them have a reliable channel for conveying information and development aspirations, actively involved in the planning and monitoring of development and has pride in his city. For the Government, obtain information from sources reliable, fast and accurate for planning and monitoring of development, build better relationships with the people who served, and to increase public trust in government. TamanBercerita can be applied to Kabupaten/Kota, anywhere in Indonesia. It can also be adopted by the higher level, such as provincial and national levels. And with the public disclosure, TamanBercerita can be used to deliver public information to citizens at large. TamanBercerita also can be done by anyone, do not have to wait for the government involved. If TamanBercerita Online has been implemented well, then people will know, the process of development around them.

Financial Sustainability Plan: What is this solution’s plan to ensure financial sustainability?

This innovation can be done with low cost. However, for the expansion and development of ideas needed greater funding. Support of individual citizens will be able to maintain the sustainability of this initiative.

Governments and non-governmental organizations have developed community-based development planning mechanism. TamanBercerita unite between offline and online. For online applications, not just passively receive information, but also actively collecting information. In addition, this application is also multi-platform and geolocation-based, so it can be used to read the geographically.

Founding Story

We tried to ask the citizens about what they thing of pride for the city. The result is a city problem. Then we are looking for information about the planning and monitoring of existing development, but in fact the channel is still not effective. One day, we saw a park under the mayor's office in Samarinda. Then we try to invite people to talk on the place. And approximately 30 residents present at each meeting. From that place, we give the name TamanBercerita.

TamanBercerita can be applied to Kabupaten/Kota, anywhere in Indonesia. It can also be adopted by the higher level, such as provincial and national levels. And with the public disclosure, TamanBercerita can be used to deliver public information to citizens at large. TamanBercerita also can be done by anyone, do not have to wait for the government involved.
This idea has been delivered to the Presidential Work Unit for Development Monitoring and Control (UKP-PPP) through #SOLUSIMU Indonesian Open Government and Public Relations staff of the Ministry of Home Affairs.

Barriers: What barriers might hinder the success of your project and how do you plan to overcome them?

The desire to do so, including the government does not want to make it happen. Such as resistance from the government to disclose public information, and unwillingness of citizens to open a healthy dialogue because of public distrust of the government.

TamanBercerita explores the stories of citizens, which in part may be an idea for improving the city. In offline, experts and government also attended in an equal people-to-people relation. The hubbub in social media were also collected through the Online application. Information from offline and online is going to be very beneficial for the government to study the response of citizens to the monitoring of the ongoing development process. With the accurate information, the development process can be planned and executed better, and realize the city more friendly for its citizens.

This is a very good idea. I think what is very important is how to measure that the government use the information they got from taman bercerita for their planning and budgeting

This seems like a great way to get people involved in their government. I'd be interested to read how you reach out to populations that tend to have lower computer literacy, such as the elderly. I'd also like to hear more about more specific changes that came out of TamanBerecita. Thanks for sharing your project---it seems like a perfect example of feedback loops making a difference.
