DORéMI is a scheme which allows any homeowner to have easy access to efficient thermal insulation at affortable, controlled prices, thanks to community mobilization and the improvement of the skills of the artisans renovating the houses - thanks to their organization in groups.

About Project

Problem: What problem is this project trying to address?

Heating individual houses built before 1975 (before the first thermal regulation) represents 10% of the French energy consumption which means billions of euros, and contributes to climate change. Approximately 4 million families are subject to fuel poverty, and the steady increase in energy prices makes the problem get worse every month. The organisation of efficient thermal insulation at national level is one of major industrial, economic, social and environmental projects of France and its territories for the next decades. But it must start ... DORéMI is the solution to the renovation of 7.4 million pre-1975 homes.

Solution: What is the proposed solution? Please be specific!

The project is innovative because it combines several actions that allow scaling up the efficient thermal insulation: - Ability to encourage the creation of artisans groups (accompanying them on educational projects in which they are paid to do the renovation) - Ability to improve the skills of the artisans on efficient techniques and economic optimization (through relevant tools, including " Reference Technical Solutions”, work techniques allowing efficient insulation using simple thermal calculations) - Community involvement as leader of the scheme to ensure legitimacy and sustainability. The scheme make easy the life of the building owners by allowing them access to an efficient insulation at lower prices
Impact: How does it Work

The DORéMI scheme allows the price reductions of efficient thermal insulation at a level affortable to owners, and the mobilization of existing financial aid. The consequence of the implementation of DORéMI for an owner is to go from paying monthly heating bills (which are constantly increasing) to the repayment of fixed loan installments, a similar amount, but for a limited period of time. In addition, the renovated home will be much more comfortable and will have a much higher asset value. The efficient thermal renovation becomes a "good father" investment for wealthy households, and allows vulnerable households to get out of the fuel poverty.

Spread Strategies: Moving forward, what are the main strategies for scaling impact?

DORéMI is widely replicable, once the training tools for communities and for Doremi coaches are established (expert trainers accompanying craftsmen on building sites); the creation of these tools is in progress, in order to launch the first training in September 2014. The training of 500 coaches by 2020 would enable the creation of 25,000 groups of craftsmen capable to renovate 360,000 homes per year in 400 territories starting 2025; the most consuming part (pre-1975 houses) would be renovated by 2050 and thus respecting the official commitments of France. We are working hard today to simplify the access to finance for individuals (unique financing application), the last obstacle for the homeowners, and secure the financing of DORéMI action trainings, using the funds for vocational training and certificates of energy savings.

Marketplace: Who else is addressing the problem outlined here? How does the proposed project differ from these approaches?

Many organizations attempt to address the efficient renovation by the intervention of a general contractor (architect). It is not common practice in France, and the final costs are too high. The organizations that address the artisans groups often take legal entry (using the formalization), while the challenge is first to have the artisans working together. The training offered by the professional craftsmen organizations are meant for small scale renovations, without grouping. No organization is set up to work at the same time on grouping, energy efficiency and control of prices coupled with action training on real projects, under the auspices of the community. Currently there are numerous initiatives around renovation in France, with some innovative activities which inspire us to improve our scheme, but DORéMI is praised by these initiatives as it has managed to overcome these obstacles


Within the NégaWatt Institute, it’s the director, Vincent Legrand, who is the responsible and the referent of the DORéMI project , which shows its strategic importance in the activities of the organization . The manager relies internally on the training manager, the communication manager (who designed the graphic identity of DORéMI) and the director’s executive assistant to continue the ongoing replication and deployment, coordinate actions with the partners and achieve the objectives set by the agreement with the community. Within Enertech, it is Olivier Sidler in person, who is in charge of the scheme, and who gets involved , including directly with artisans to improve and validate the developed tools. Within Néopolis, it is Mathieu Deleuze, in charge with long-term training, and Carinne Fleury, head of vocational training, who follow the project directly.

The structure in Biovallée allowed:
- The creation of 7 groups of artisans,
- A price drop from 600 to 400 € / m² for overall thermal renovations (4 to 6 times less heating consumption)
- The realization of projects for wealthy, poor or very poor households, thanks to the mobilization of financial aid (loans and grants)
- The creation of a local dynamics around the efficient thermal insulation.
The scheme is being replicated on Valence-Romans, urban area of more than 150,000 inhabitants where 5 groups were created in just a few months, and the southern Ardèche, rural area covering the southern half of the department of Ardèche.

In the DORéMI scheme:
- The work is paid by existing aid (zero-interest loans, grants for low-income households)
- The development of the structure is supported by the community (internal resources), and
- The action training is supported mainly through vocational training funds.
It is the latter that supports our business to be able to finance the training of the groups of artisans. This activity is economically viable, but to scale up the scheme, we need to simplify and improve this coaching. We work today to combine the financing of vocational training with the funds from Energy Savings Certificates (from European ETS quotas).
The interest for the partners is very high and they support this approach.

Founding Story: Share a story about the "Aha!" moment that led the Partners to get started and/or to see the potential for this to succeed.

The initial request came from Biovallée, which asked Enertech and the NégaWatt Institute for help to structure its actions for territorial thermal rehabilitation of buildings. Enertech has developed the principle and the content of the action training, the NégaWatt Institute worked on tools for community and became reference to the community for the implementation of DORéMI. Néopolis, which is based on the same premises as the NégaWatt Institute, quickly spotted the interest of the project and came to strengthen the team by providing skills and tools.
The scheme has been tested thanks to the technical services of Biovallée who have joined the project, and the elected officials who were convinced of its relevance. All the partners, including professional organizations have been mobilized around the dynamics of the project, from early 2012 until now.

About the Co-Creation
Barriers: What main barriers may you have encountered to co-create during the creation and implementation of the project and how did you try to overcome them?

Elected officials of Biovallée were surprised by the end of 2013 of the magnitude of the deployment plan built and supported by the Institute négaWatt ( the plan was written in a few months under the Ashoka’s Impact Program, without any partner consultation). Some officials felt a little "bereaved" of "their" project even though it is the Institute and Enertech who initially created from scratch this scheme. Efforts were made to clarify the interests and concerns of each partner, and show that the deployment of DORéMI is a "win-win" project for the Institute (potential to achieve the objectives of renovation set at national level) and for Biovallée (national recognition of the character of "experimental territory" for innovative sustainable development).

Governance: What is the type of the relationship between the partners? (e.g. joint venture, contractual relationship, joint project...)

The relationships between partners are primarily relationships of trust and friendship. The partners gather around common ideas and analysis of a scenario for a real transition to a sustainable energy system. They share an unshakeable motivation to move forward taking into account the efficient thermal renovation in France.
Beyond these relationships, agreements have been implemented: a non-financial agreement when it comes to the willingness of the partners to work together towards a common goal, and a financial agreement when it comes to the delivery of training and other services.

Interaction model: How is the project a transformative partnership? How is the interaction transforming the partnering organizations and their employees/ leadership in terms of creating a new vision, new management practices, new skills and new organizational structures? Please provide for concrete examples

For the négaWatt Institute , DORéMI has become the primary action to develop, around which is organized the entire business strategy. This leads to interactions with Biovallée to strengten communication around the scheme, and build common tools for dissemination and transfer of skills.
Within Enertech, DORéMI has shown the importance of skills transfer, internally, but also externally ( training of on site " expert trainers ").
For Néopolis, DORéMI allows for a stimulating exchange on innovative tools for energy efficiency.
Within the Biovallée, DORéMI now serves as reference action for public policy, and has changed the approach of the elected officials and technical services regarding the action plan 2014-2020 of Biovallée which is organized around a smaller number but more structuring actions, such as the DORéMI scheme.
