Energy Saving Pioneers is an initiative by Bond Beter Leefmilieu, gathering frontrunners in energy saving. This coalition calls for a more ambitious energy saving policy, regarding the transposition of the European Energy Efficiency Directive, the 2030 energy and climate package and national policy. Businesses, local level governments and ngo’s have developed a common vision providing ten recommendations for policymakers.

About Project

Problem: What problem is this project trying to address?

Belgium is the second most energy-intensive region of West-Europe (EU27). This is due to its energy intensive industry and energy-inefficient building stock. In both sectors, a significant number of energy saving potential remains untapped. By 2030, Belgium can increase its energy efficiency in the building stock by 72% and in industry by 12%. For the tertiairy sector, this potential is 35%. Since a significant potential for energy saving remains untapped, Energy Saving Pioneers urges policy makers to develop policy measures that will help industry and households to reduce their energy bill. Implementing ambitious energy saving policy helps Belgium to reach its climate and energy targets, to ensure its competitiveness and to create jobs.

Solution: What is the proposed solution? Please be specific!

ESP has developed a common vision with ten policy recommendations. They ask Belgium policymakers to set an ambitious and binding energy saving targets and implement a portfolio of structural policy measures in both building and industry to tap new energy savings. ESP asks policy makers to fully use waste heat, stimulate demand side management, develop training programmes for jobs focussing on energy saving, implement transparent policy, ensure governments to lead by example and involve stakeholders such as ESP in the policymaking process. Moreover, ESP showcases by the use of different channels best practices of energy saving projects and facts and figures of societal benefits to emphasize the importance of an energy efficient economy.

Energy Saving Pioneers is a unique coalition focussing on the importance of energy saving as a solution to climate change, as a stimulus for the economy, the industry’s competitiveness and sustainable job creation. A first policy action has been an open letter to the prime minister to ask him to strive for a binding and ambitious energy saving target by 2030 on European level.

Spread Strategies: Moving forward, what are the main strategies for scaling impact?

Expansion is planned for both membership, type of membership, policy topics and geographically. The current number of members is not fixed, any company supporting the vision text is welcome to join the coalition. Furthermore, the current group is situated at the supply side. They provide energy saving products and services and by doing so, show the opportunities of ambitious energy saving policy. To increase its clout, the group will expand to partners on the demand side, i.e. organizations and businesses demanding energy saving products and services to lower their energy bill. Additionally, the vision text focuses on energy saving in industry and buildings, but will extend its focus on other policy topics, such as energy saving in transport. Finally, for now the coalition focuses on the Flemish and Belgian government, but aims at representation towards the Walloon policy makers.
Sustainability

Marketplace: Who else is addressing the problem outlined here? How does the proposed project differ from these approaches?

A similar initiative like ESP does not exist in Belgium. However, it does so in Europe. The coalition for energy savings is a coalition of business associations, umbrella organisations and networks lobbying the European policymakers for more ambitious energy saving policies and targets. Moreover, the European Association to Save Energy (EU-ASE) gathers businesses across Europe with a similar purpose: highlighting the importance of energy saving. Finally, Renovate Europe has a similar aim by gathering businesses in the building sector. ESP has close contact with these associations and coalitions to cooperate on policy actions and exchange contacts, information and expertise.

Team

The team around ESP exists of one FTE, contracted by BBL. The project manager functions as the representative of the ESP- coalition. He cooperates closely with the Public Affairs department of the different partners and with representatives of the departments working on energy saving products and services to gain expertise. A number of concrete policy actions are set-up to be succesful: - Operate as constructive policy partners by providing expertise on energy saving by showcasing best practices and facts and figures ; - Deliver input to public consultations and send open letters to policy makers ; - Show the society at large the importance of energy saving by press releases, research, opinions in newsletters and conferences.

The purpose of the coaltion is to show policy makers the importance of energy saving policy for a competitive economy and for safeguarding the environment. National and regional policies should add up to the central European targets of the 2020 and 2030 energy- and climate coalition. If the EU ensures reaching the energy reduction targets of 20% by 2020 and 40% by 2030 will be reached, policies result in :
- Certainty for investors taking long-term decisions
- A lower energy bill of 239 billion euros by 2030 for both industry and households. This will result in a boost for the competitiveness of Europe’s industry and purchasing power of its households.
- Decrease Belgium’s annual energy import bill by 1 billion by 2020
- A reduction of 49-61% of Europe’s greenhouse gas emmissions by 2030 compared to 1990.
- An increase of net employment by 400,000 jobs by 2020.

Funding: How is your project financial supported? [select all that apply]

Sustainability Plan: Has your project already reached financial sustainability? If not, what is this solutio’s plan to ensure financial sustainability? Do the main partners have enough stake to sustain the solution? If this project requires limited budget, how will other resources be secured to maintain or grow this work?

The pilot phase of the project lasts for one year. During this first year, the initiative enjoys financial support of 60.000 from the Nationale Loterij. This has covered the cost of one fte and operating costs for one year; from September 2013 till September 2014. In order for the coalition to continue after September 2014 private funding is needed. The current members will be asked to pay a fee. BBL is convinced that the ESP-partners are willing to contribute to the continuation of ESP as a stand-alone platform based on the successes of the policy actions undertaken up till now and planned for the nearby future. The partners will understand the importance of the coalition in highlighting the socio-economic benefits of energy saving. They will note the direct benefits for their company and sector of ambitious policy. They will enjoy positive exposure and image as a sustainable industry.

By 2030, Belgium can increase its energy efficiency in the building sector by 72% and in industry by 12%. For the tertiairy sector, this potential is 35%. According to the ESP partners, policy makers focus to little on this potential. In reaching our climate- and energy goals, stimulating the competiveness of Europe’s industry, creating jobs and reducing our dependency on energy-import, energy saving plays a significant role. Together with renewable energy and reductions in greenhouse gas emmissions, the partners are convinced that our society can move to a more sustainable economy, reducing the impact on climate change. This vision has convinced the partners to strive as a group for more ambitious energy saving policies.

About the Co-Creation
Barriers: What main barriers may you have encountered to co-create during the creation and implementation of the project and how did you try to overcome them?

Developing a vision text with numerous partners needs mediation. By searching for the correct wording, we succeeded in keeping all of the partners on board. Related to membership, one partner (A) has had issues with another partner (B) being an ESP-partner. Emphasizing the importance of specific interests of partner A in the different channels of communication, has overcome this barrier. One possible member had problems with signing as the only company representing the demand side for energy saving products and services, while most partners represent the supply side. We will overcome this obstacle by gathering a demand-side group which will sign all at once. Because of commitment in another business association, signing the vision text would cause conflicts of interest for a certain company. Therefore, the company assesses on individual policy actions whether they will join.

Governance: What is the type of the relationship between the partners? (e.g. joint venture, contractual relationship, joint project...)

Based on the vision text, the partners have committed to cooperation. The decision procedures on concrete policy actions will be discussed in the nearby future. Partners will decide e.g. how much time they need to provide feedback on the content of a concrete policy action. During the current pilot phase of the project, little attention is given to the cooperation structure. For now, the initiative enjoys financial support from the Nationale Loterij. From September onwards, the coalition will be in need of private funding. In the coming 5 months, the current members will be asked to pay a fee.

Interaction model: How is the project a transformative partnership? How is the interaction transforming the partnering organizations and their employees/ leadership in terms of creating a new vision, new management practices, new skills and new organizational structures? Please provide for concrete examples

For both Bond Beter Leefmilieu and the other partners, joining the coalition has an impact on their internal values and expertise. BBL gains insights on the barriers to energy saving and the rationale of private businesses. Such information helps in providing more concrete and applied policy recommendations to policy makers. Next to that, partners of the coalition are sensitized on sustainability issues and Corporate Social Responsibility at large and will focus more on the energy efficiency of their production process in specific.
