The Algerian urban planning Liaison Agency (AUPLA) is set up on site to facilitate coordination of the different urban planning projects together with the different teams , disseminate and provide information and training to all stakeholders.

About Project

Problem: What problem is this project trying to address?

Our Agency addresses a problem which is in relation with the way of living of many persons. My country faces a housing shortage since the 1970, so our government tries to respond quickly to a huge demand of housing without any quality. The mediocrity affects the interior spaces of the apartments and the public spaces of the districts, so the resident lives in bad conditions and non pleasant environment.

The Algerian urban planning Liaison Agency (AUPLA) designs districts to provide a better quality of life for its residents. We act also as a go-between the different actors that will invest in the district and finance it.
Impact: How does it Work

1/designing the district: The designs will take on a high consideration the yearning of its future residents. We will also study the history, the environment, the climate and soil of the site (Tazeboucht) and the economy of the providence Béjaia and the country. 2/ Gathering around a table all references or persons concerned and mobilized for the development of the district (financial and property arrangement). Our work is always done with consultations of the different stake-holders (residents and investors). 3/ implementing the project on site. The district will not just be for housing but will include touristic facilities and public amenities so investments.

The community affected is a large community that owns the lands in Tazeboucht (Coastal region), their families and all the tourist that will come during vacations.

Founding Story: What inspired your venture? Why?

Actually after organizing the first edition in may 2014 of Algiers Youth to Business Forum I want to organize another conference but to talk about housing because it’s a huge problem in my country.
The idea developed from a conference to an agency.
What inspires me is the need to see people living in a pleasant environment and to enjoy their districts.

What do you want to accomplish in your first year?

• Every stage of preparatory development planning along with the environmental and transport investigation before planning and construction.

o Form the team
o Getting in touch with the citizens
o Site analyses
o Team trainings

PS: This phase is the one which needs a lot of time because in order to convince the community we need to repeat the visits and to start progressively.

How will your Venture define success in the short term (1-12 months)?

If 25% to 40% of land owners accept the project.

In the long-term (1-3 years)?

If 40% to 90% of land owners join the project.

How will you measure success?

If we reach in two years, from now to 2016 to convince the majority of the land owners and the investors (government and private companies).

How will you recruit new members for your venture?

For the first phase I detect talents from people that I know or the other members of our team.

How will you appoint new leaders and transfer leadership when the founding members want to leave the team?

We do a transitory period where the founding member communicates his knowledge and experience to the new member. I ll ask also the founding member to coach the new member after leaving the team for a short period.

How will you continue your project in 6-months time or once you have spent all of its initial capital?

Before we spend all our capital we have two solutions:
Looking for funding from a private companies.
Looking for credit from a public organization called ANSEG (they give credit for persons who wants to create a small Business)
