The project aims to facilitate the access to education for children from families in risk of marginalization and social exclusion, whom members suffer from chronic or incurable diseases, for increasing school performance, the abatement of knowledge and information gap and the prevention of school dropout, through professional services of formal and informal education in nine daily care centers and two community centers in district 2.

Problem: What problem is this project trying to address?

The project is a response to the problems, whom the families in socio- difficulties situations confronted, who have requested support to maintain their children in the family: the increasing rate of poverty of the population, the deterioration of health status of the children and families, result of the crisis by reducing wages, rising prices, the insufficiency of primary and prevention social services from district 2, the insufficiency of trained qualified personnel in the local authority, rising unemployment, chronic and incurable diseases, the school and family abandonment, the lack of identity documents, domestic violence, the deterioration of family environment, alcoholism, children left in the care of grandparents or other relatives.

The integrated intervention with a professional multidisciplinary team, realistic strategy and concrete action plan generates solutions for each domain. Solutions:the promotion of a comprehensive system of services for keeping the children in school, by informing/educating disadvantaged families; training of specialized personnel; the supporting of children with outstanding results for performance in their field of interest; support for parents and teachers for a better communication with the children in the educational process; attracting and training volunteers; information campaigns for children,parents,teachers;the accompaniment of parents for employment;organizing meetings between children, parents, people with decision-making power.

The program started in 2001 came to support disadvantaged families, constantly adapting to their needs, authorities requirements and legislation.Activities with children:ensuring daily nutritional supplement;psycho-educational assistance;psychological support for children in risk of abuse and neglect,vocational counseling,occupational therapy;participation in competitions; foreign languages classes,computer science courses,theater art classes,karate and table tennis classes all contributed in decreasing the knowledge differences between children,improving school performance of children,increasing children's confidence in oneself,in peers,educators and parents.For parents:psycho-social/medical/legal/integration on jobs market counseling.

Spread Strategies: Moving forward, what are the main strategies for scaling impact?

The implementation of the program,which continues today,led generally to improve the quality of children’s life, of relations between parents/children/school,also to increase the people's confidence in local authorities. Following the project was developed "Manual of Good Practice for Community Development ",a working methodology according to the legal standards, also were conducted information campaigns in the communities/training programs. Was signed the community partnership within the local network of social assistance, were established partnerships with organizations that offer complementary assistance services.The results were appreciated both by beneficiaries and also by the local authorities and private organizations.We consider that this type of intervention may be applied to rural communities-Vrancea County in 3 localities, by involving the current public and private partners.

Marketplace: Who else is addressing the problem outlined here? How does the proposed project differ from these approaches?

The Association is the only NGO in District 2 which responds to the education,health,culture,recreation needs, by providing specialized personnel -teachers,psychologists,social workers,IT specialists,methodology/working tools. There are other NGOs which develop separated educational services,material aid, counseling. Our solutions offer integral support for beneficiaries or connection to services in the community for all members without discrimination.Those in need benefit from social/educational services, together with the other members of the community, avoiding marginalization and developing a spirit of solidarity. Collaboration between City Hall District 2/DGASPC and Association led to the successfully implementation of two community centers which are providing the highest standards, beeing the great merit of the Mayor which wants to achieve integrated services in the 2 District.


For the project to have an impact was needed a multidisciplinary team of specialists in psycho-social domain,consisted of:project coordinator,3 social workers,1 psychologist,2 teachers,6 reviewers education,1 music teacher,1 informatics teacher,1 Arabic teacher,1 Chinese teacher,1 English teacher,2 karate teachers ,15 volunteers,1 accountant.The multidisciplinary team is using specific working tools-social investigation sheet case,psychological evaluation,pedagogical sheet, guide interview - the story of my life,questionnaires of client satisfaction.The Association sends periodic financial/narrative reports about the progress of activities .The partners are responding permanently at the solicitation of project team and providing volunteers for various activities. We think that if we had in our team a PR that will increase the visibility of the project and attract supporters and sponsors.

The project contributed to knowing the benefits of community projects for children and parents (800 children attend PC, English, Chinese, Arabic, dance/guitar courses, they receive educational assistance in preparing lessons/homework in afterschool centers);improving the academic performance of children (600 children have performed in their areas of interest);increasing visibility of the organization;development of parental skills (827 parents benefited from Parents Academy program);improving the family environment (536 adults were counseled, 1272 families have received emergency aid, 1000 children have received social, psychological, legal counselling).Beneficiaries: direct 2000 children,1200 parents, 60 teachers and indirect 30 members of local authority;3 community advisory councils.
In the future we aim to support rural communities to develop similar services, training the teachers.

Sustainability Plan: Has your project already reached financial sustainability? If not, what is this solutio’s plan to ensure financial sustainability? Do the main partners have enough stake to sustain the solution? If this project requires limited budget, how will other resources be secured to maintain or grow this work?

The program has always adapted to the needs of beneficiaries,to the request of authorities and relevant legislation, developing services from year to year. We had in mind a sustainability plan which helped us to continue for 13 years . Attracting, keeping/training volunteers,organizing fundraising events,getting sponsorship from private companies,the development of the Campaign "2%",these were elements of that plan.Beneficiaries have participated in the program for a specific period to avoid dependency and to give the possibility to another potential beneficiaries to enroll in the program. Financial support is pretty hard to preview, so we have stipulated that the solution is attracting/training volunteers,training students from human profile faculties.The volunteers can constitute the basis of ongoing activity with children/parents, but also to raise awareness and attract new partners.

Founding Story: Share a story about the "Aha!" moment that led the Partners to get started and/or to see the potential for this to succeed.

The cooperation between partners has continued annually,due to the identification of increasing needs of the poor and deprived of education families within the community. Thus,after many years of active involvement and continues work, the success came as a natural response in 2005. Getting two prizes at the "Gala for civil society” -2nd prize for "Chance for the child" project, 1st prize for “Preventing school and family abandonment " project was the moment when the Association was known and the sponsors have joined our approach, giving us financial,material support,specialized consultancy and promoting the Association.Thus, appeared our desire to open other day care centers and two community centers, which provide services of education,health/cultural/ sport/recreational activities for all members of the community,who appreciate the services and this gives us the strength to continue.

About the Co-Creation
Barriers: What main barriers may you have encountered to co-create during the creation and implementation of the project and how did you try to overcome them?

Obstacles: the lack of involvement from beneficiaries in the service plan, difficulties in respecting the activity program, low level of children’s education/parenting education; the parents’ lack of time for their children-they are employed or they are performing occasional activities in order to obtain immediate material advantages, conservatism and resistance to change, the economic situation of our country-the deepening of economic crisis, the unfavorable evolution of labor market, changes in social legislation, increasing dependence of social assistance system for people with health problems. Organization of meetings with parents in Parents Academy Program, meetings with employers, accompanying parents for finding a job, participate in meetings organized by specialized institutions to develop strategies in the field of social services have helped us to overcome the barriers.

The Partnership relations are contractual -partnership agreements, sponsorship agreements, collaboration. It is a trusting public-private relationship, we are communicating the mission, the objectives, the projects, sending annual/periodic reports to informe the partners of our actions.The partners involved are from Business environment -SC Advantage Software Factory SRL, Cetelem IFN SA ROMANIA, from private social environment-Nymphenburg Hifsverein Foundation eV Germany; public enviroment-the General Directorate of Social Assistance and Child Protection District 2 and District 2 City Hall.

Interaction model: How is the project a transformative partnership? How is the interaction transforming the partnering organizations and their employees/ leadership in terms of creating a new vision, new management practices, new skills and new organizational structures? Please provide for concrete examples

The relationship established with our partners and their involvement has determinated profound changes in the mentality of their employees regarding the disadvantaged people,their needs,legislation for social field and child’s rights. These people,independently of the contractual terms,have organized collections for clothes and toys. The children were invited to the corporate headquarters with the occasion of holidays and the companies have bought objects made by them-Christmas/Easter ornaments,greeting cards.Example: CETELEM ordered 300 paintings for Christmas gifts for employees.The children have made the drawings for the Society Calendar. The same thing is happening with other partners, too.All have become part of the Association and that gives us the courage to continue. These moments are motivating and determining the children to want more, learn more and get school success results.
