Decades before India realized that it was a miserable 128th among global malnutritioned nations, dalit women of DDS pioneered a localized solution called APDS that assured them livelihood generation and nutritional security.

About Project

Problème : Quel problème ce projet essaie-t-il d'adresser ?

India is lowest of the global malnutritional table. Acute under-weight and malnutrition among women & children is an Indian reality. Major reason for this is our PDS that compels the poor to eat either rice or wheat driving them away from highly nutritious millets that had dominated food and farming systems of dryland India which occupies 65% of India’s farmscape. Extreme centralization of our PDS is an other problem. APDS addresses both these and brings nutrition to the top of food & farming agenda of the nation.

Local production, local storage and local distribution controlled by poor and marginalized women are the corner stones of APDS. It is based on traditional millet-based biodiverse farming, thus marrying food and nutritional security. APDS is a product of women’s vision of food and farming. As a result the APDS hands control over their food and nutrition to the poorer women restoring their dignity by making it possible for them to reinstrting their decision making powers on their culturally appropriate nutritional food.

Poorest Dalit women of Medak District discuss their food and farming situation to conclude that rice based PDS had played havoc on their health, nutrition & agriculture. Cheap PDS rice had trapped them and turned them away from farming turning their land fallow. Their rich millet based farming that provided plenty of nutrition and diverse foods had been lost. Becoming slaves to rice had robbed them of food diversity & nutrition. They decide to retrieve their fallows through local production of millets and form Community Grain Banks to feed all the poor of their community with nutritious millets by identifying the poorest in the community for grain entitlement issuing jowar ration cards to the identified poor. Their CGBs started feeding the poor at very low cost thus pioneering Indias first community controlled PDS focused on nutrition.

In the early years APDS produced three million addition meals in the 30 participating villages, or 1000 additional meals for each participating household. Fodder generated from this initiative supported 6000 additional heads of cattle. The initiative started in 1994 had by 2003 expanded to include 3600 acres across 51 villages. Now 125 villages are covered involving 7000 acres, producing 2 million kgs of food grains and about 350,000 person-days of employment each year. APDS is servicing more than 11,000 households with about 60,000 people providing more than 2.7 million extra meals every season. A seminal study done by DDS and the McGill University of Canada proved that the women and children fed with millet based APDS were far more nutritious than the normal PDS. After years of advocacy, the Government of India's new National Food Security Bill has included millets in the PDS system. It has also decided to include millets in the Middday Meal scheme for children.
Viabilité

Decentralized millet based PDS finds place in the National Food Security Bill. Once the Bill is passed, we will work closely with state and central governments to ensure thiat it becomes a cornerstone of their food and farming policies. We are now engaging with state governments to decentralize PDS. This would not only ensure that there are sufficient funds for our interventions; but also make these ideas a part of the policy framework.

In each village the money earned by selling the grain at a low price is deposited in a community bank account. This money helps in providing support to new farmers and retrieving new fallows. This is a rotational money and can never dry up. Unlike the centralized and anti nutritional PDS of the government APDS, has sharply focused on the issues of rural malnutrition and that of economic, cultural and social exclusion effectively. Its emphasis on community grain banks and community-led management of grains has made it people led. Now that Government of India has embraced this concept the sustainability of this system is completely assured.

Histoire de votre fondation

In 2003, when drought struck Andhra Pradesh, the “rice bowl of India” , we had a meeting with 11 villages that were piloting APDS. While AP was importing 5 million tones of grain from outside, two of the 11 villages had a surplus of several quintals of grain locally produced. We asked other 9 villages whether they would like to take this grain. All of them said “no we have enough”. This was the AHA moment for us signaling the sagacity and triumph of community based solutions over technology based ones.

By pushing for the revival of millet-based biodiverse farming and locally controlled food and nutritional security, we ensure eco-friendly agriculture since biodiverse millet farming shuns chemical inputs or industrial seeds, guarantees non toxic soils, clean water and a healthy environment. Such farming systems are adept at supporting livestock and also in generating green mulch. Thirdly, millets, pulses and oilseeds, which are an integral part of this farming system are powerhouses of nutrition, and are able to address the malnutrition woes plaguing India today.
