Innovative: The sole organization in Chinese Mainland that targets at child abuse and neglect prevention and treatment. Child abuse commonly exist in the world, given its largest population in the world, China also witnesses lots of child abuse cases everyday. Nevertheless, owing to the deeply rooted traditional Chinese notion, there are few people aware of the seriousness of child abuse, regardless of launching a organisation or program that foucuses on child abuse prevention and treatment. Our centre is the sole institute in Chinese Mainland that targets at child abuse prevention and toll-free treatment, which fills the blank in this area.

Major activities: Launching series of propaganda compaigns concering child abuse prevention and treatment in streets, commnities, and schools; working with Xi’an Ministry of Education to teach child personal safety lessons in primary schools in Xi’an and its surronding villages; Coorporating with ISPCAN, CHI and other international orgnisation and institutes to draw each other’s good practices, establish partnership with them and promote child abuse study; setting up friendly relationship with women’s federation, other NGOs, children welfare institutes, court, schools, hospitals, public security bureaus and other social servicies to save more children families and educate more people.

Our work incluses child abuse diagnosis and treatment, prevention, training and study, and so on. It mianly target at xi’an and its surrounding counties and villages in China. There are nine districts and four counties in Xi’an, whose ecnomic and social development are at middle level, and there are quite a few migrant works from other areas of China. People in this area lack of understanding of child abuse and neglect owing to the traditional Chinese culture, and child abuse cases occurs frquently between Xi’an and its surrounding counties and villiages.

Share the story of the founder and what inspired the founder to start this project

Our director is also the Head of Pediatric Department of Shaanxi Provincial People’s Hospital, when he studied abroad, he learned about knowledge concerning child abuse; what’s more, when he was consulted by patients daily, he found that most injuries were caused by abuse rather than accidental insidences. As soon as going back to China, he contacted with relevent sectors and organisations and paved the way of launching work concerning child abuse prevention and treatment. In January 2006, Xi’an Philanthropic Child Abuse Prevention & Treatment Center was set up, since then the center has been providing toll-free diagnosis and treatment to the abused children.

Social Impact
Please describe how your project has been successful and how that success is measured

Firstly, strenthen cooperation with Shaanxi Women’s Federation, judicial department, other NGOs, such as World Vision and Plan International, and Public Security Bureau to build a multi-disciplinary team to deal with child abuse cases more efficiently;

Secondly, cooperate with Xi’an Ministry of Education to launch child personal safety lessons in primary schools in Xi’an more conveniently and smoothly; because the Ministry of Education have very close contacts with these schools and is able to recommend schools for us.

Evaluation Methods: Evaluate results through questionaire after the parsonal safety lessons were completed.

Enable teachers and parents to report child abuse cases more efficiently and to response correctly and timely to the cases; provide professioal and timely services to more abused children.

Set up a new batch of pilot schools for “CHUN XIAO Plan”(Child Personal Safety Curriculum) in Xi’an and its surrounding areas.

How will your project evolve over the next three years?

1. Develop new modeling communities on the basis of the existing communities, and launch workshops and initiatives there.
2. Working with Ministry of Education, striving to make Child Personal Safety lessons become compulsory curriculum in the primary schools.
3. Continue to work with Shaanxi Society for Prevention of Child Abuse and Neglect, Shaanxi Wemen’s Federation, World Vision and other NGOs, to launch our work in remote and poverty-striken areas.
4. Strive to set up China Child Helpline with the assistace of Child Helpline International, to provide available toll-free and timely aid to abused child across the country.

What barriers might hinder the success of your project and how do you plan to overcome them?

Barriers: Lack of support both from international society and Chinese government; Funds is far from enough if the project is to launch across China; the pulic’s poor awareness and the conservative and deeply rooted traditional notion.
Strenthen coorporation with international communities, learn more from them and win their support;Launch more initiatives and compaigns, attract the attention of the governent and society, to raise more money to expand child abuse career and make grater contribution to the society.

Fundations: The project was funded by Wheat Ridge, a Funds based in the United States, but was ceased in 2009.
Rigional Government: We submitted our annual work report to the local government to seek funds and support from Financial Department of Shaanxi Province.

How do you plan to strengthen your project in the next three years?

1. Widening assistance and treatment channels, make our services more professional and efficient.
2. Provide professional trainings to more medical staff, social workers, teachers, and parents.
3. Strengthen cooperation with communities schools, and other parteners.
4. Expand “CHUN XIAO Plan” to more areas in Chinese Mainland.

Firstly, our director is going to attend two international conference held by International Society for Prevention of Child Abuse and Neglect taking place in India in October, 2011; Secondly, we are preparing to launch series of workshops on child personal safety curriculum to train teachers who will lecture the lessons this acdemic year.
