Problem: What problem is this project trying to address?

The main problem is decreasing significance of local broadcasters and its impact on social changes in small cities. Local broadcasters face financial difficulties due to lack of independent sources. It is also technical support and know-how how to conduct media activity. The lack of intependence and know-how are serious obstacles in creating local media development as essential elements of participatory local democracy and civil society space.

Solution of Association and Vectra Telecom Operator is training and advisory platform offering technical and financial support for current and future recipients. E- platform will become on the basis of existing Association webpage. Technical and financial tools will be provided within e-platform:Relevant: - e-guide for beginners and advanced broadcasters, - newsletter on financial, organizational and legal advices. Financial - join network project – new communication channel enabling for local TVs, programmes, advertisements and publicity national extent. - channel 716 - new communication channel through cable television linking national extent with local service and accessibility. This channel is also a kind of financial support.

On advance broadcasters:in case of any doubts or problems in the technical sphere it is possible to use tools offered by the e-platform.User can solve his difficulties not to contact Association directly. Access to the joint initiatives, for expl.716 channel can ensure its financial stability.They transmit their local advertisements on the channel with national extent and can maintain activity. It enables, not only financial stability and independence, but also new practical skills.Thanks to new instruments local broadcasters will work poperly, create social changes and be encouraged to share experience with others.Diffusion knowledge will be the effects of financial and technical cases solved on e-platform.

This initiative might build strong capacity od 51 local broadcasters functioning in 119 cities, in 16 voivodships in Poland. Local Tvs and another entities grouped in the Association can become independent and modern actors with crucial impact on changes on local society. One positive case solution will be disseminated to another entity. There will be created 1 e-platform with 2 types of support: in financial and technical cases for 2 types of recipients (beginners keen on local media and advanced broadcasters). This kind of assistance will enable local media to be strong and active in its local society. Association as NGOs will strenghten its role in good practice dissemination.

Spread Strategies: Moving forward, what are the main strategies for scaling impact?

Next steps on the e-platform will be: 1.Professional trainnings offer in the form of e-learning to improve skills in media management and initiatives organisation. 2. Youth Local Academy of Media with the goal to learn young peoples about media in theory and practice.Journalism Faculty at the local University will be involved to conduct this initiative. Crucial moment will be Social Media Strategy:programme on directions media development in social context. Association as a link between local media and public institutions stating media law will be much more foster its right protection.

Financial Sustainability Plan: What is this solution’s plan to ensure financial sustainability?

There is no funds accessible from national budget for local broadcasters. Associations members will attempt to aplly for external funds and business support. Business projects as common channel with publicity and sponsored programmes for all local TVs. Except for this additional financial support are members fees and coofinancing funds from Vectra Telecom Operator. The future idea is to launching Local Media Fund for all types of local media.

Local broadcasters became thanks to total commitment to local economic, social and cultural problems. These media founders are to the closest to the citizens and their problems and get involved in various types of peoples activating in all aspects of local life. They encounter similar problems like another local NGOs. Cooperation on joint initiatives with these organisations might be efficient to build real capacity for innovation change in local society Building clusters can be basis for applying for external funds.

Founding Story

Association registered in 2007 with main office in Elbląg was answer to special needs of local and regional broadcasters. It consists of 51 local broadcasters transmitting their program in 119 cities in whole Poland. Members are broadcasting their programmes on various subjects for around 2 mio of viewers. Association is also developing own projects with financial support for members (common system of TVs websites with advertisements) and implemented projects financed from external funds. Its mission is local and regional TVs development as key instrument for civil society dialogue and local democracy.Current idea is to aim activity on deepening professional skills and knowledge exchange to launch new projects engaging new people.
