The criminality rate of underdeveloped countries are higher than that of others, people are facing theft, loots, abductions, accidents, threatens in a daily basis. Government security is insufficient in those remote areas or unplanned villages and cities to deliver timely rescue. The government in the poor countries like Nepal is not being able to do what it ought to do for the security provisions. The government itself lacks sufficient resources to pilot it. This innovation generally focuses those self formed group of neighbors (within a community) to take action against these kinds of incidents. This innovation not only serves in any incidents but also builds sound relationship among the neighbors, flourishes religious harmony and extends brotherhood. Neighbors will get united to take actions to any ill-fate or wrong things around their locality. We have initiated for some sample projects around Kathmandu Valley of Nepal. We have accumulated noteworthy responses and apparent appreciation on the idea of saving community people through the direct participation of community members themselves generating numbers of stories from the communities; some of those for instances are….
- Once in the evening, there was Fire in one of the community member’s house in Lainchour community, Kathmandu, the house owner was totally unconscious to react the incident, one of his neighbor pressed his siren code resulting into 100s of members gather within a couple of minutes. Some of them called fire brigade, some of them managed fire extinguisher, some of them were busy pouring cold water; the situation was under control when police and fire brigade were actually there in the place.
- One midnight, one of the old member of a community, located in Kathmandu stroked by heart attack, his panic wife just pressed the code number leading an emergency alarm to beep out and the community members to get up. One of the members drove him to hospital by his car within 5 minutes and saved his life.
- Once in the evening, some robbers got into a house and threatened the landlord. His son pressed a button on his mobile phone entering in to his bathroom, soon after the siren was beep, dozens of community members gathered. Two of the thieves were caught and sent to police. After that day none of the members are victimized from thefts and loots.
Hundreds of such events can be enumerated within Kathmandu valley. The idea based on communal participation constitutes significant rate of helping attitude leading to the mutual cooperation in tough times. The major issue in the present day society is isolation; our idea boosts those principles that back common interests of a cluster, rather than self-centered individualism.

Before the Community siren is planted in the community, the community members had been facing daily theft problems. Community members used to jointly patrol their streets with sticks and other such defending materials all over the night to protect from theft related problems. Some of the times if there’s any fire cause, no one could help the community because no fire brigade could approach to the house because of the narrow streets and unplanned community settlements. There were same problems in health issues, if any one affected from sudden health problem, no one could help the person because of lack of communication. Now it is so easily people are supposed to get gathered at the incident place, just pressing a button of land line or mobile phone by the needy. Hence, our idea could help addressing the casual incidents manage to safety efficiently and with minimum damage.

First of all we select location considering the need and prevalence of threats such as theft, violation, riot, fire and so on. Undoubtedly, such areas could be the highly populated areas of Kathmandu and other fast growing cities of Nepal. The selected area with minimum requirement of community members (existing … Potential members) is observed by our technical team. Subsequently, we gather the community members in one place and conduct a session to provide all the relevant information about the new innovation and its usefulness to the community. Our technical team is also involved in the interaction program. After they are enriched with the idea (each members), we organize another meeting in the community for the sake financial contribution, we also provide 5 member for free in each community who is unable to pay for the service. After the commitment of financial contribution from the community, we collect the name list and telephone number of all the members along with their house code number. After all the names are collected, we program a device with sufficient access points and enter all the information into the device. Then after, we install the device in to the community and organize a meeting for operation method. We also constitute a code of conduct to run the community efficiently. We also sign a contract with community for 5 years of replacement guarantee in the hardware, software and maintenance services. We maintain regular system checkup from our control room so that none of the community system remain defected. The system automatically sends the message to our control room if backup power is low. We are more sensitive in regular maintenance and power supply due to huge load shedding problem in Nepal.
As above stated, the idea itself requires more community participation. To sensitize people on the reliability of the product may be the biggest issue to address for its success. The way people realize about the economical value and potential pay back (not direct) may take little bit longer time. The another problem would be government’s sick vision for the innovating ideas. This, however, can be overcome by rigorous lobbies and social propagation. People in LDC (least developed countries) tend to be economically motivated. They can give limited attention over the idea as it the idea based on indirect and sustainable benefit. Investment problem might also hamper the idea since innovator has less access to working capita. Banks have emphasized big corporate and process for granting small scale projects is cumbersome. Despite all the hurdles, for the optimistic side, the idea is expected to become in choice of many of Nepalese citizens and people beyond the nation.

In the coming years, the Invention will be much effective due to the security turmoil in the country and the instable polity. People are not feeling any secure; government body is not capable to provide enough security to its people in proper time. The system will be very effective in facing the problems in the community. The security demand is mounting day by day. Up to now, we served about 22,000 households among 400 such communities.
In the first year, we expect to expand the community rescue siren system to the remote villages and Terai region, where the incidents such as; Abduction, rape, murder, kidnapping are increasing day after day. We expect around 1000 such communities (expected 50,000 Household) will be awared within coming 1 year. Nepalese government is expected to make a policy to its citizens by the end of this year.
In the second year, we expect this program to expand internationally. Those of neighboring countries India, Pakistan, Bangladesh, Bhutan are also facing same problems. So we expect this program will expand out to those countries by the end of the second year.
In third year, we expect this program will be expanded and get popularity in these south Asian countries. We are now building a network and register patent right for international level, especially in south Asian sub-continent.

Nepalese public policy has given emphasize to strengthen local products, commercial values to Nepalese technologies and innovation. The Industrial Policy 1992, fiscal policy, environment policy and commercial policy each has promised to back public private partnership, investment flow to promote micro enterprises and career opportunity in small/medium scale ventures. Social security act of Nepal spells that every citizen has equal opportunity to do business and right to be safe from undesired turmoil. Government of Nepal owing to the current political instability is not doing what it ought to do for the safeguarding of its citizens. GON, however, has supporting policies. Since our idea has more social and community based impact we have sincerely reviewed public policy. This is not against any laws and bylaws enforced by GON, but rather, compatible and consistent with those policies and laws.
