The housing Project materializes the vulnerable families’ dream of owning a definite and decent house. Rodelillo calls in and co-builds with families, public policies, building companies and municipalities, professionally accompanying each project stage. We have boosted the right to own a house and we organize demand; we select and incorporate building companies; we co-define design; we assist in the process of obtaining social adequacy for the project participants, from the generation of new income, savings, self-health care and green environment, education and family prevention as well as dynamics for the neighborhood creation, up until the creation of co-ownership regulations. We build co-responsibility interactions, achieving sustainable social changes.

About Project

Problem: What problem is this project trying to address?

Rodelillo’s housing projects operate in an integral multidimensional fashion. This means that at the most direct level the benefit goes to the family and all its members. Then, there are the relatives and the members of the extended family. Afterwards, neighbors, school-mates, work-mates, stores, etc. in the community. Municipalities are benefited as also social networks by serving the new condominium area. Furthermore, building companies are benefited, as well as teachers and suppliers and Rodelillo. Finally public policies are benefited by evidencing that they have been successfully applied by achieving social measurable results with a countrywide impact.

Solution: What is the proposed solution? Please be specific!

We approach the housing issue from our social intervention pattern integrally focusing on the self-defined family. Integrality implies the acknowledgement of each member with voice and active participation in the satisfaction of their needs and the achievement of objectives. In this context, we understand housing and house deficit as a decisive element within a whole number of deficiencies and resources which significantly affect the habitat and life quality of families and communities. This vision of totality also requires the understanding of the different deficit components and causes, as also integral and integrated responses. Summing up, our answers in terms of housing can be summarized as follows: • We organize demand; • We inform on housing options for the families • We implement access to house access within a family undertaking process; • We ensure quality standards and house size; • We provide management and professional involvement. • We have built decent and definitive housing solutions for thousands of families in Chile. At present we are at different construction stages of around 1.000 houses in Santiago and in the provinces. 450 will be located in Constitución. This city suffered the impact of earthquakes -tsunamis where families lost everything, including their homes. All this makes our project unique.

Rodelillo housing projects have been successful in sustainable results, arising from intervention integrality and as a consequence of the diversity of solutions that the social housing management offers to families. One important axe for success is Rodelillo’s capacity to implement public housing policies, transforming them into tailor-made personalized opportunities for families within the integral scope of the family project. Rodelillo measures its housing impact: it built 2.100 houses/flats; managed 526 purchase/sale houses/flats; 4.000 family projects for house acquisition are in progress. At the same time, all processes are measured through a before/after panel analysis. The Social Integral Adequacy Plan for families is evaluated in order to measure change sustainability. The building process, the house acquisition process, the design, the budget and then the process of family settlement in the new houses are also evaluated. These evaluations are transformed into supplies for the generation of further Rodelillo’s housing projects and to make concrete contributions to law and to public policies from the organizational expertise of the housing integral social intervention housing pattern.

Share the story of the founder and what inspired the founder to start this project

In my opinion, social entrepreneurship arises from life itself, not from an idea. During my 30 years’ professional career, my main contribution has been the ability to look and deeply understand what is simply written in the peoples’ social lives. This ability gives me strength and a reason for fostering the enforcement of rights and placing rights together with opportunities, up until transforming a history of pain or deficiencies into a history of entrepreneurship and expansion for each human being who joins Rodelillo.

From my personal history and family origin I can tell you that we also were a homeless family and during 7 years we lived in different places until we got together again in a small extremely vulnerable house. After six months of family work we managed to radically change this situation. This experience is my capital and my main gift to Rodelillo, in the sense that I can understand the impact that a house of one’s own may have. Therefore, Rodelillo is currently a model of social intervention which is sustained by the social players involved and which operates under the auspices of any organization, with a diversity of sustainable financing.

What barriers might hinder the success of your project and how do you plan to overcome them?

Risk factors:
• Inexistence / obsolescence of public housing policies;
• Family poor work conditions and income. This factor has an incidence in the saving capacity for housing purposes;
• Insufficient public financing for the construction of quality social houses;
• House quality requires building with committed Building Companies which are experts in social housing;
• Public policies are not focused on the most vulnerable persons;
• Rodelillo’s social co-building strategy ensures building process sustainability. For this reason, the challenge consists in minimizing in advance the impact of social weaknesses.

How will your project evolve over the next three years?

Rodelillo continues growing. Seven social projects are in progress. We have just launched two new pilot-projects involving 240 families, focusing on women’s income and subsidized houses; in September results will be measured and it will be decided its expansion to 10 communities and 2000 families in 2012; 4000 families in 2013 throughout the whole country.

5 Chilean ports and mines, allied together with “Rodelillo to the Inside of Companies” (in Spanish, Rodelillo al Interior de Empresas”) (RIE), opted for a second generation of workers and their families, for 18 months, with emphasis on housing either through subsidies or through the companies’ contribution.

With financing, facilities and new partners, Rodelillo would be in a position to expand its model to other countries.

Sustainability

Regional Government: The sustainable urban housing concept includes: green environment, children’s playground facilities, schools, medical assistance, stores and public transport and services and the support at local level of community networks.

National Government: Housing public policies generated access to sustainable houses for vulnerable families with several subsidy tranches. These subsidies for vulnerable families entail new houses without incurring into debts or with minimum payments.

Clients: Families play the leading role in the housing projects. They participate and are empowered through their right to owning their houses, making their dreams come true, by saving, selecting, giving their opinions on the houses; then they receive their houses, they settle down and built a neighborhood.

Others: Rodelillo leads and puts together the efforts of all social players in order to succeed in the implementation of its sustainable urban social housing projects, which consolidate integral changes at family and country levels.

How do you plan to grow and/or diversify your base of support in the next three years?

Rodelillo has developed a successful, flexible, self-sustained and replicable Model. Now we have to find new ways to spread this Model, our history and results through 24 years with an impact on the lives of over 100,000 Chileans and our acknowledgement at national and international levels. In Chile, we have to enlarge and expand our contacts with the media, opinion leaders and especially with the Chilean businesses. We believe that the most direct and vital area would be the RSE policies of the Medium-Sized and Large Businesses.

To strengthen the work with universities, Thought Development Centers and other players in order to build knowledge on the efficient approach to the housing issue.

It is our turn to establish support basis abroad through contacts with international organisms, philanthropic entities, think tanks, CSOs and other stakeholders, where Rodelillo may contribute with its Model and expertise to the subject of reasonable, sustainable and inclusive housing solutions.

Rodelillo has sustained a permanent disposition towards reciprocal cooperation, quid pro quo. For instance, if Rodelillo cannot provide financing for large projects, we do have large social experience in organizing demand and fostering ecological, safe and sustainable neighborhoods.

Is your innovation addressing barriers in the home improvement/progressive housing market? If so, please describe in detail your mechanisms of intervention

To achieve home improvement, Rodelillo developed a social housing plan which allows families to self-generate a better life quality. In this connection, Rodelillo develops with families behavior habits which ensure house continued improvements:
•Equipment and placement of furniture and home devices which minimize the risk of accidents;
• Daily house ventilation and airing in Winter and Summer;
•Household hygiene;
•Waste elimination; material recycling or disposal.
• Saving of electricity, water and gas or any other type of energy;
•Payment of bills: basic services and mortgage debts;
•House maintenance according to the type of building material;
•Protection of the family heritage, the immediate environment and the neighborhood.

This social adequacy paves the way towards houses that are sustainable through time, with an impact on families, on the community and the country. Intervention methodologies imply: personalized involvement with families and group-community work which allow discovering and valuing group habits and life styles which become the generators of the continued improvement of the houses and the environment.

Regarding progressive housing, Rodelillo has not developed this type of programs. Instead, and together with our building companies, we have opted for delivering quality houses with an average built and finished surface of 56 m² Throughout this whole process Rodelillo has taken up a leading role in the improvement of national standards for social housing. The environment includes green areas, playground facilities, automatic access / exit gates, space for community meetings, parking areas and easy access to the public transport and the local stores.

Are you currently collaborating with private companies, or have you partnered with private companies in the past? With which companies?

Rodelillo works in housing projects since 1987, and since 1989 Rodelillo became the executor of public policies with powers to select private undertakings with which to establish a work and commitment relationship with the purpose of achieving the best possible social houses for families. From then onwards, we have worked with two companies which are leaders in the housing market in the whole country. Due to their social commitment and their consistent housing policies of Business Social Responsibility they have made their financing profitability more flexible in order to be part of this great social challenge. These companies are:

We have recently started working in Constitución with a company specialized in urban planning: Elemental Chile S.A. www.elementalchile.cl for the construction of the coastline border.

Our Company of Social Real Estate Management, or EGIS, forms part of RODELILLO CONSULTORES S.A., and it has its own mission, professional equipment, financing accounting and expansion objectives.

Additionally, Rodelillo assists other two companies and their RSE policies. Alliances involve the transfer of our social technologies. -- Rodelillo Model, Family Empowerment, Psycho-social contention and family enterprise as well as methodologies of project evaluation, from Rodelillo up to the Company, through 18-month projects. This work and cooperation line is called “Rodelillo to the Inside of Companies” (in Spanish, Rodelillo al Interior de Empresas”) or RIE projects also belong to RODELILLO CONSULTORES S.A. The allied companies are :

• Sociedad Punta del Cobre S.A. (PUCOBRE)

The housing issue is what most RIE participating families are more concerned about and branches have adopted affirmative support policies and facilities for the acquisition of one’s own house for many workers and their families.

Please describe in detail the nature of the partnership(s)

The contributions made by the building, architecture and urbanism companies, which assist us, focus their contribution on the participating families in Rodelillo’s integral processes, as a manner to materialize their social business responsibility. They share with Rodelillo the same integral vision and the same social diagnosis of the problem of vulnerability of thousands of Chilean families living in very deficient housing conditions, quite different from others who effectively enjoy the benefits of the country development. The contribution received from companies is expressed through the knowledge applied to the home solutions that are built, which is shown in the good quality of construction, good locations and an improved finishing level.

In general, in the work that we perform there are no restrictions or limitations regarding design types, building materials or others; we are interested in the fact that the result becomes an effective and real benefit to the families, bearing in mind only the families’ interests, aiming at the best possible solution within our budget margin.
Another way in which the cooperation with Rodelillo of allied companies is expressed is their decision to reduce their profitability margin in favor of the quality of the family house, or the engineering companies which contribute their calculation projects to Rodelillo’s projects.

At the same time, the contribution of Rodelillo to social development and to the improvement of the associated companies is expressed through professional support for workers and their families whenever this is required by the families. In Chile, housing construction programs require professional social intervention for the handling of demand and the management of social adequacy of programs. These are subjects in which Rodelillo also provides to its building companies their expertise and social handling.
