The Project aims at the “Good Living” of the avoreo Degüi ethnic community located in the urban area of the city of Santa Cruz, through the integral improvement of its habitat, the exercise of its ethnic rights in the city and of land possession. It aims at it being legally acknowledged with right to participate in the decision making process and as beneficiaries of policies and investments, all of which arises from organizational empowerment, self-managed construction processes and political incidence.

About Project

Problem: What problem is this project trying to address?

The avoreo Degüi community, formed by 49.7% men and 50.3% women, where 38% corresponds to the infant-juvenile population under 18 years old. The project contemplates the community active participation throughout the whole process. Habitability conditions in the Community are precarious. The Community social organization basis is formed according to the Jogasui or extended family. They share blood relationships, family relations and alliances. The usual productive activities in the case of men are assistant builders and/or land workers, and women and old people, work on the making and commercialization of craftsmanship and in some cases they are beggars.

Solution: What is the proposed solution? Please be specific!

Urban indigenous communities remain invisible to the eyes of public power and anonymous to the social development actions that may enable them to improve their houses and habitat. Within this framework, it is urgent to develop actions to make them visible to the social-political system through the construction of public policies with emphasis on the legal possession of land, the strengthening of their proposal capacity, management and exercise of their ethnic and land rights in the city, as also on organizational empowerment based on self-management, mutual assistance and gender equity. Within the integrality scope of the project the idea is to also strengthen productive and commercial skills. In the first intervention stage, within the framework of a first habitat project for Humanity in Bolivia, it was possible to improve 60 houses in the community. With this second project, which started in August 2010, community bathrooms have been improved and built. However, life conditions are still deficient, which leads us to re-think new ways of intervention and institutional alliances in order to join efforts and economic amounts to improve habitability conditions.
Impact: How does it Work

In five months of execution, the improvement / constructions of community bathrooms was achieved as well as the improvement of community sinks. In non-construction fields, the political incidence obtained from the making of the Forum: Indigenous Peoples in the Low Lands in Santa Cruz de la Sierra – “To be a native in the City”, allowed making visible the life conditions of urban indigenous persons and their demands from the city. From this issue arises the possibility of providing more attention to them by the municipal government (land concession) and at department level.(http://foroindigenasurbanos.org/index.html) Within this framework, the need to provide support to the Community becomes apparent in connection with habitat and within the scope of the project integrality, it is also urgent to strengthen the organizational and political incidence processes which, on one side, ensure the security of owning the land and, on the other, the exercise of the civil rights of the indigenous peoples living in the city.

The project arises from the initiative of office co-workers in Habitat for Humanity in Bolivia: Escarlem Rodriguez) Responsible for Community Development and Alejandra Domínguez (Responsible for political incidence) after developing one first work stage in the Degüi community with the project of house building.

What barriers might hinder the success of your project and how do you plan to overcome them?

The barriers that may be found can be summarized in the Community neighbor’s pressure aiming at the eviction of the avoreos from the lands they occupy because they belong to the Municipality and even though there is a procedure in progress to grant 30-year concessions, discrimination on the part of the neighbors is very strong. In view of this situation we should develop a stronger process of political incidence both at department and -if necessary – at national levels.

How will your project evolve over the next three years?

The Project execution period is from August 2010 to December 2012. In this sense, 2010 showed the development of the first actions of organizational empowerment and the generation of actions of improvements and of construction of municipal community bathrooms. For 2011, the idea is to strengthen the organizational process and to start actions of political incidence in order to consolidate the assurance of land possession. Simultaneously, in 2010 and 2011 works will be made to consolidate alliances to achieve synergies to improve both housing and habitat.

The Project is financed by the Swedish Cooperative Center contemplating its execution between August 2010 and December 2012.

How do you plan to grow and/or diversify your base of support in the next three years?

The development of alliances is contemplated in order to foster training and political incidence actions. Additionally there are political incidence plans with the national government in order to obtain support for housing improvement.

Is your innovation addressing barriers in the home improvement/progressive housing market? If so, please describe in detail your mechanisms of intervention

The project is an answer to the deficient housing situation in this ethnic Community located in the urban area. No doubt, the support that is provided to this population group goes against marketing and speculation in terms of housing in our country, against insecurity of owning the land and also against exclusion and discrimination, which are very typical of our cities.
As stated above, with a first project it was possible to improve 60 houses (many of which were rebuilt). However, resources were not sufficient and there are 20 houses pending improvement, and it is pending the construction of floors and interior finishing for more than 50 houses.
Furthermore, at present there are three community bathrooms which are not enough to adequately meet the needs of the whole population.
In this connection, works to improve housing and habitat in general shall be made in different stages. However, the new Project which started in August 2010 focuses the largest portion of its funds to training / technical assistance actions, organizational empowerment and the strengthening of political incidence in order to develop self-management processes to face the problems which affect community in terms of housing, land and habitat. Therefore, it is urgent to have additional funds to improve houses (within the framework of house progressivity) as part of integral processes aiming at harmonizing constructive work with the formation of empowered and strengthened communities with proposal skills and political incidence abilities. This project has great importance due to the possibility of it being replicated by other communities which in their condition of “urban natives” have not achieved improvements in their life quality, even more when from government actions assistance to the indigenous communities is geared specifically to the rural area.
